The information provided in this staff report has been included for the purpose of reviewing the
proposed preliminary plat. There may be additional requirements placed on the property through
the Site Plan Review process to address development regulations & access.

C. ANALYSIS:
Access: One (1) new 40’ wide private access point is being shown
serving the proposed preliminary plat from Cobbs Ford
Road. This access point will connect with a private 24’ wide
private driveway that will collectively serve the proposed
lots being subdivided.
Water/Sewer: The proposed site is serviced by existing water mains. An
existing sanitary sewer can be access from a proposed line
that is located on the south side of Cobbs Ford Road. A 5’
easement is represented on this plat for utilities along the
properties frontage.
B-2 District Performance Standards:
MINIMUM LOT SIZE: It is the intent of the ordinance that lots of sufficient size be used for any
business or service use to provide adequate parking and loading space in addition to the space required
for the other operations of the business or service.

MAXIMUM HEIGHT: 65 feet or 5 stories.
Staff Comments/Comprehensive Plan:
This proposed preliminary plat consists of the platting of three (3) lots out of a larger tract that is
currently vacant land and an existing hardware retail store. Lot one (1) will consist of 1.16 acres
with 117.31’ of frontage facing Cobbs Ford Road. This lot will take access from a shared private
drive that will connect with Cobbs Ford Road. A 20’ private storm and drainage easement is being
shown on this plat connecting with an adjacent parcel to the east of the site (Kornegay Corner Plat
No. 1). A stream is indicated at the rear of this proposed plat that will not be disturbed. Lot two
(2) will consist of 0.84 acres with a frontage 146.41’ facing Cobbs Ford Road. Likewise, this parcel
will be accessed by a 24’ wide private drive easement connecting with Cobbs Ford Road for
ingress/egress. A drainage & detention easement is also shown at the rear of this lot. Lot three (3)
consists of 0.03 acres that currently serves as an existing billboard sign. Nevertheless, this plat
has a challenging topography with a contrast in elevation variation from 293’ sloping downward
to 283’ at certain contour points. It shall be the responsibility to of the site engineer to address any
elevation concerns if in the future this property were to develop. As there are no setbacks,
minimum building lines, or minimum lot size requirements in a B-2 zoning district, the platting of
these lots will not create a non-conforming parcel. Moreover, the platting of these lots will not
interfere with the City of Prattville Comprehensive Plan with a future land use of Mixed-Use-
Commercial.

Recommendation: Approval. As there are no setbacks, minimum building lines, or
minimum lot size requirements in a B-2 zoning district, the
platting of these lots will not create a non-conforming parcel.
