January 18, 2018
Call to order:
Chairman Tim Smith called the meeting to order at 3:06 p.m.
Roll Call:
The secretary called the roll. Members present were Mayor Bill Gillespie, Councilman Richard
Cables, Chairman Tim Smith, Chief Dallis Johnson, Mrs. Paula Carpenter, and Mr. Roy McAuley.
Absent: Vice-Chairman Reuben Gardner, Mr. Mark Hindman and Mr. Bobby Nelson.

Minutes:
Mr. McAuley moved to approve the minutes of the December 21, 2017 meeting. Mrs. Carpenter
seconded the motion. The motion passed unanimously.
Old Business:
1. Final Plat: Sanderson Holdings, LLC Plat 1
Location: 119 & 121 West Main Street
Owner: Rickie Sanderson
Representative: Alabama Land Surveyors, Inc.
At the previous meeting (December 21), the requested item was heard. The Planning Commission
voted to hold the request to allow time for public access issues to be resolved by the owner.
Mr. Duke stated that at the preliminary plat of Sanderson Holdings, LLC Plat 1 was approved at the
previous meeting. The Commission held the final plat of the property to allow the question of public
access to the southern lot (Lot 2) to be resolved. He stated that there is presently sufficient access
by way of a public access easement to the city, but the Commission is requiring a deeded easement
from the adjacent property owner to ensure future access.
Ricki Sanderson, owner, stated that he could not move forward with providing an access at this time.
Chief Johnson moved to table the request. Mr. Cables seconded the motion.
The vote was called. The motion to table passed unanimously.
New Business:
2. Sketch Plan: Glennbrooke Phases 5-10 (Revised)
Location: Glennbrooke Blvd., Od Ridge Rd., & Fairview Ave.

Mr. McAuley introduced a resolution recommending approval of the revised sketch plan of
Glennbrooke Phases 5-10 and moved for its approval. Mrs. Carpenter seconded the motion.
Blake Rice of Barrett-Simpson, LLC, petitioner’s representative, presented the revised sketch plan
of Glennbrooke 6. He stated that the sketch plan approved at the December 21, 2017 meeting was
approved showing the realignment of Old Ridge Road. He stated that the proposed revised sketch
removes that realignment to allow development to continue to the north of the property.

Mr. Duke provided the staff report for the revised sketch plan of Glennbrooke 6. He stated that at
the November 16, 2017 meeting, the petitioners requested a further modification of the Glennbrooke
Subdivision sketch plan to incorporate property between the existing Phase 5 and Fairview Avenue.
He stated that after review, a Commission sub-committee recommended changes to the proposed
zoning scheme and street layout. The revised sketch plan was approved at the December 21 Planning
Commission meeting providing an extension of Trolley Road. He stated that the revised zoning
scheme was presented to the Prattville City Council on January 2, 2018. The Council asked that the
proposed zoning be submitted to the Planning Commission for rehearing and a further
recommendation. The revised zoning request will be presented before the Commission in February.
He stated that the staff recommends appointment of a Commission sub-committee to review the
proposed changes and offer alternatives.
Mr. McAuley moved to hold the request and send to committee for further review. Mrs. Carpenter
seconded the motion.
The motion passed unanimously.
Chairman Smith appointed commissioners who most recently served as a committee for
Glennbrooke. (Commissioners Smith, Gardner and Johnson).
3. Preliminary Plat: Midtown Oaks Plat 3
Location: Honeysuckle Drive
Owner: Goodwyn Building Company
Representative: Goodwyn, Mills & Cawood, Inc.
Cedric Campbell of Goodwyn, Mills & Cawood, petitioner’s representative, presented the
preliminary plat of Midtown Oaks Plat 3. He stated that they are working on comments received
from the city.
Chairman Smith opened the public hearing.
Deborah Owen, 1121 Honeysuckle Drive, stated her concerns for access to her property as the
development abuts driveway, which is her only access.
Mr. Campbell addressed the comment stating that the contractor will allow access of the adjacent
property owner.
James Fuller, 104 Danya Court, expressed the need for privacy. He asked if there is a proposal for
any type of traffic signal at the intersection of Honeysuckle Drive and Danya Drive.
After no further public comments, the public hearing was closed.
Councilman Cables introduced a resolution recommending approval of the preliminary plat of
Midtown Oaks Subdivision Plat 3 and moved for its approval. Chief Johnson seconded the motion.
Mr. Duke provided the staff report of the preliminary plat of Midtown Oaks Plat 3. He stated that
the proposed plat is consistent with the approved sketch. He stated that the development provides
connection to Sunset Drive. He stated that there were minor comments from city departments and
they are being worked out. He stated that previous erosion control issues have been addressed and
worked out. He recommended approval.
The vote was called. The motion to approve passed unanimously.

4. Preliminary Plat: Akin Holdings Plat 1
Location 1825 East Main Street
Owner: Akin Holding XI Prattville, LLC
Representative: Gonzalez-Strength & Associates, Inc.
Jon Rasmussen of Gonzalez-Strength & Associates, Inc., petitioner’s representative, introduced the
preliminary plat of Akin Holdings Plat 1. He stated that the property is being developed for two
retailers. The proposed property will be divided into three lots.
Chairman Smith opened the public hearing.
Jerry Cimis, 141 N. Chestnut Street, presented four items of his concern to the commission.
1. Preliminary/Final plats incorrectly lists the property in Elmore County.
2. Sketch Plan, as approved 11/16, shows two retailers whereas the preliminary plat proposes
three lots which violates the project development agreement to construct no more than two
retail buildings on the site (attached).
3. Error in the legal description as advertised.
4. The required six accessible parking spaces does not appear to be shown to access near the
doors.
Mr. Cimis stated that the developer should resubmit a revised preliminary plat showing those four
items as corrected.
After no further public comments, the public hearing was closed.
Mrs. Carpenter introduced a resolution recommending approval of the preliminary plat of Akin
Holdings Plat 1and moved for its approval. Mr. McAuley seconded the motion.
Mr. Rasmussen addressed the public comments. He stated that the county will be corrected before
final recording of the plat and that the legal description is consistent with the warranty deed provided
with the title policy. He stated that construction plans for accessible parking space meets the
requirements. He stated that the third parcel is not figured for retail at this time, but does meet the
requirements for the B-2 zoning district with primary access from the west side of Lot 2A. He
stated that they do not plan to use the access from McQueen Smith Road.
Chairman Smith acknowledged Bruce Buehler, 1745 Pebble Creek Road, who asked about future
plans for better noise and traffic control to help with the additional impact the proposed business
will bring.
Mayor Gillespie addressed the traffic concerns stating that there are long range plans in place for
improvements on Fairview Avenue and the widening of McQueen Smith Road which will help
eliminate the heavy flow on Main Street/Cobbs Ford Road.
Mr. Duke provided the staff report for Akin Holdings Plat 1. He stated that the legal description
comes from the developer. Discrepancy in the street name Cobbs Ford Road/East Main Street would
have to be addressed with the city’s attorney. He stated that two main concerns from the staff
perspective are access to Main Street for Lot 3 and minimizing the number of access from Main
Street. He stated that the property has shared access driveways.
Mr. McAuley moved to amend the approval contingent that the legal description is resolved. Mrs.
Carpenter seconded the motion.
The motion to amend passed unanimously.

Please accept this memorandum as the Planning Department staff report for items on the
January 18, 2018 agenda.
1. Final Plat: Sanderson Holdings, LLC, Plat 1 – 119 and 121 W. Main Street – Ricky
Sanderson. Mr. Sanderson was contacted by the Planning Department on January 10,
2018. Mr. Sanderson is working to provide the access and easements required by the
Commission, but does not expect to complete the work before the January 18 meeting.
Recommend tabling the final plat request and permitting Mr. Sanderson to re-apply at a later
date.
2. Sketch Plan: Glennbrooke Phases 5-10 (Revised) - Glennbrooke Blvd., Old Ridge Rd.,
& Fairview Ave. - Owner: Stone Martin Builders, LLC. In February 2017, the Planning
Commission approved a revision to the sketch plan for Glennbrooke Subdivision making
adjustments to Phase 5 and adding a neighborhood park. At November 16, 2017 meeting,
the Stone Martin Builders requested a further modification of the Glennbrooke Subdivision
sketch plan to incorporate property between the existing Phase 5 and Fairview Avenue. The
additional property was previously reviewed by the Commission as future phases of the
Riverchase North subdivision. After review, a Commission sub-committee recommended
changes to the proposed zoning scheme and street layout. The revised Glennbrooke
Subdivision sketch plan was presented and approved at the December 21, 2017 Planning
Commission meeting. The revised zoning scheme was presented to the Prattville City
Council on January 2. The Council asked that the proposed zoning be submitted to the
Planning Commission for rehearing and a further recommendation.

Given the uncertainty of the rezoning needed to implement the sketch plan approved on
December 21, Stone Martin Builders has presented a sketch plan which shifts their next
phase north of the current Phase 5. The primary feature of the proposed plan is removal of
the planned realignment of Old Ridge Road. All other aspects of the previously approved
sketch plans, such as zoning, street connectivity, slope protection, remain in place. The road
realignment is a major feature of the overall development offering both opportunities to limit
cut through traffic and improvements to a present future transportation network. The
Commission should take time to examine the broader implications of this revision and
suggest alternatives. Copies of the December 21, 2017 approved plan and proposed
revision are included with your meeting packet. Staff recommends appointment of a
Commission sub-committee to review the proposed changes and offer alternatives.
3. Preliminary Plat: Midtown Oaks, Plat 3, Location: Honeysuckle Drive and Sunset
Drive, Owner: Goodwyn Building Company, Inc., Representative: Goodwyn, Mills and
Cawood, Inc.
Sketch plan for the Midtown Oaks Subdivision was granted by the Planning Commission
on May 15, 2014.
Goodwyn Building Company, Inc. is requesting preliminary plat approval of 22 additional
lots. The proposed lots meet the requirements of the R-3 zoning district and conform to
the approved sketch plan.
In accordance with the approved sketch plan, the plat extends Honeysuckle Drive
approximately 1,000 feet to an intersection with Sunset Drive.
Staff recommends approval of this plat with minor corrections to the submitted plan.
4. Preliminary Plat and Final Plat: Akin Holdings, Plat 1 – Redevelopment and
Subdivision of 1825 E. Main Street (former Long Lewis Ford site) – Owner: Akin
Holding XL Prattville, LLC, Representative: Gonzalez-Strength Associates, Inc.
A sketch plan for the further division and redevelopment of the former Gilmore/Long
Lewis Ford location on East Main Street was heard and approved by the Planning
Commission on November 16, 2017.
The property is zoned B-2, General Business. The existing commercial site is served by
sanitary sewer, public water, and public drainage facilities. The property has nearly 350
feet of frontage on East Main Street. Secondary access to the site is provided by an 18
foot wide driveway connecting to McQueen Smith Road South at the northeast corner of
the property and a cross access easement through the adjacent property to the east.

The preliminary plat covers the redevelopment and subdivision of 6.36 acres into three
commercial lots. Lots 1A and 2A split the frontage on East Main Street. Lot 3A has
frontage on McQueen Smith Road South via the referenced 18 foot wide driveway.
Additional access to Lot 3A is provided by an access easement on the west line of Lot
1A.
No new streets are proposed by the subdivision plat. The development plan proposes a
reconfiguration of the two existing driveways. Lot 1A will have a full movement access
located near the west property line. Lot 2A will be served by a right-in only driveway.
Both East Main Street driveways will be served by a new deceleration lane. Shared and
cross access is implied with the proposed driveways and access, but not detailed on the
plat.
Previous versions of the subdivision sketch and site layout presented to city staff offered
a common drive near the Lot 1A and Lot 2A shared property line. A shared driveway
conforms to City of Prattville access management practices, and is the preferred
configuration. The common driveway also removes the right-in only configuration
proposed for Lot 2A. Right-in only designs similar to the one proposed for Lot 2A have
performed poorly on other projects.
The intended and future use of Lot 3A was an unresolved question during sketch plan
review, and remains unclear with the preliminary plat. Lot 3A does not have direct
access other than the substandard 18 foot driveway to McQueen Smith Road. The L-
shaped lot wraps around the rear of Lot 1A and rear and east side of Lot 2A. It sits
roughly 500 feet off East Main Street and contains the natural low point and drainage
way running north and south through the property. The future use and configuration of
Lot 3A should be resolved prior to preliminary plat approval.
Planning Department staff recommends holding the final plat approval until the public
improvements (utilities, driveway access, and deceleration lanes) are completed. The
Planning Commission may accept a bond or other appropriate surety prior to completion.
