Adjourn: Approved 6/21/18 Prattville Planning Commission May 17, 2018 Minutes Page 1 of 3 CITY OF PRATTVILLE PLANNING COMMISSION MINUTES May 17, 2018 Call to order: Chairman Tim Smith called the meeting to order at 3:07 p.m. Roll Call: The secretary called the roll. Members present were Mayor Bill Gillespie, Councilman Richard Cables, Chairman Tim Smith, Vice-Chairman Reuben Gardner, Chief Dallis Johnson, and Mr. Roy McAuley. Absent: Mrs. Paula Carpenter, and Mr. Mark Hindman. (Quorum present) Staff present: Mr. Joel Duke, City Planner and Ms. Alisa Morgan, Secretary. Minutes: Councilman Cables moved to approve the minutes of the April 19, 2018 meeting. Chief Johnson seconded the motion. The motion passed unanimously. Old Business: 1. Final Plat: Akin Holdings Plat 1 Location 1825 East Main Street Owner: Akin Holding XI Prattville, LLC Representative: Gonzalez-Strength & Associates, Inc. At the previous meeting (April 19), the requested item was held. Mr. Duke stated that the petitioner is requesting that the item be held until the next meeting. Mr. McAuley moved to hold the request. Chief Johnson seconded the motion. The vote was called. The motion to hold passed unanimously. New Business: 2. Preliminary Plat: Ridge at Pratt Farms Phase 2 Location: Delaney Drive and Benjamin Way Owner: SMB Land, LLC Representative: Barrett-Simpson, Inc. Blake Rice of Barrett-Simpson, Inc., petitioner’s representative, introduced the preliminary plat of Ridge at Pratt Farms Phase 2. He stated that this is the final phase of this subdivision with this preliminary plat proposing 77 lots. He stated that comments from the city has been received and a revised set of construction plans will be submitted to reflect those comments. Chairman Smith opened the public hearing. James Bold, 1022 Old Ridge Road, made comments referring to traffic increase and also spoke on protecting the stream. Mayor Gillespie stated that ADEM monitors the drainage area and stated that the city also has professionals on staff who are available to assist with storm water issues. After no further comments, the public hearing was closed. Approved 6/21/18 Prattville Planning Commission May 17, 2018 Minutes Page 2 of 3 Mr. Gardner introduced a resolution recommending the approval of the preliminary plat of Ridge at Pratt Farms Phase 2 and moved for its approval. Chief Johnson seconded the motion. In addressing the public comment about traffic, Councilman Cables asked Mr. Duke if a traffic circle would be effective in the area. Mr. Duke stated that traffic circles are very effective in managing traffic. He stated that the developer is working with city engineer on speed management along Old Ridge Road. After no further discussion, the vote was called. The motion to approve passed unanimously. Miscellaneous Business: 3. Re-Plat: Byrd Family Lands, Plat No. 1 A re-plat of Parcel B of Temple Plat No. 1 Location: U. S. 82 Bypass West Petitioners: Jeremy and Lisa Byrd Representative: Alabama Land Surveyors, Inc. Mr. Duke presented the re-plat of Byrd Family Lands, Plat No. 1. He stated that modifications are minor. After no further discussion, the vote was called. Mr. McAuley moved to approve the re-plat of Byrd Family Lands, Plat No. 1 as submitted. Mr. Gardner seconded the motion. The motion to approve passed by 5/0/1 vote as recorded. Favor: Councilman Richard Cables, Chairman Tim Smith, Vice-Chairman Reuben Gardner, Chief Dallis Johnson, and Mr. Roy McAuley. Opposed: None. Abstained: Mayor Bill Gillespie 4. Mr. Bobby Nelson Mr. McAuley presented in a motion that the Commission acknowledge former member Commissioner Bobby Nelson in his passing and his contributions to the Commission and its work. Mr. Gardner seconded the motion. Mayor Gillespie stated that acknowledgement from City was presented to the family and felt that acknowledgement from the Planning Commission was a good idea. 5. Proposed Zoning Amendment R-3 Zoning District Mayor Gillespie Mr. Duke presented the proposal to make changes to Section 71, R-3 District of the Zoning Ordinance as requested by Mayor Gillespie. He stated that the proposal also suggest changes in addition to B-1 and B-2 Districts. Mr. Gardner moved to accept proposed changes for advertisement. Councilman Cables seconded the motion. After no further comments, the vote was called. The motion to approve passed unanimously. Chairman Smith also appointed a committee to review the revisions to zoning ordinance. Committee members are Councilman Cables, Mr. McAuley and Chairman Smith.
