September 20, 2018
Call to order:
Chairman Tim Smith called the meeting to order at 3:02 p.m.
Roll Call:
The secretary called the roll. Members present were Mayor Bill Gillespie, Councilman Richard Cables,
Chairman Tim Smith, Vice-Chairman Reuben Gardner, Chief Dallis Johnson, and Mrs. Paula Carpenter.
Absent: Mr. Mark Hindman and Mr. Roy McAuley.

Minutes:
Mayor Gillespie moved to approve the minutes of the August 16, 2018 meeting. Mr. Gardner seconded
the motion. The motion passed unanimously.
Old Business:

New Business:
1. Preliminary Plat: Post Property
Location: Dunvegan Drive
Petitioner: D R Horton Homes
Representative: Flowers and White Engineering and Surveying
Mr. Brass introduced the preliminary plat of Post Property. He stated that the petitioner is proposing to
develop 160 lots under the R-3 zoning standards.
Kenneth White, Jr. of Flowers and White Engineering and Surveying, petitioner’s representative,
presented the preliminary plat of Post Property. He stated that the proposed plat matches the approved
sketch plan with recommended comments. He stated that the minimum lot size for the proposed
subdivision is 7800 ft2 lots. He stated that the larger lots along the northern boundary line are much
deeper to accommodate for the 100 foot power line easement. Also, the deeper lots along Carver Street
are to provide additional buffer.
Chief Johnson stated that the plat layout looks better than previously presented. He inquired about the
hydrant placements and stated that any issues with them can be worked out.
Mayor Gillespie inquired about the type of buffer planned for the power line easement. Mr. White stated
that the 100 foot power line easement across the north side of the property (50 feet from their property
and 50 feet from the adjacent lot). He stated that there will be no structures within 50 feet of that
easement. He asked how much of a burden would it be to place a fence along the easement.
Rhett Loveman representative for D R Horton Homes, stated that they would not have any issues putting
a fence as a buffer along the north boundary of the property for the power easement as long as its
placement doesn’t interfere with the power lines. They must provide access to the easement.

Anthony Byrd, 828 Dunvegan Drive, asked if the sewer issues were resolved that caused delay in the
development years ago.
Chief Johnson explained that inadequate water supply was the issue which caused previous development
delay has been resolved.
Derrick Marvin, 31 Rosewood Place, Montgomery, AL spoke as representative for the College Heights
neighborhood. He posed the following questions to the Commission:
1. What is the scope of the project?
2. What are the type of homes or buildings planned for the development? Single family houses, duplexes,
or apartments.
3. Does the City of Prattville or Autauga County plan to allocate any funds or resources for this
development?
4. Is any of the construction work awarded to minority contractors (or subcontractors)?
5. Who will be responsible for damages and clean up caused by the equipment, pot holes, dust and debris
getting on nearby homes and vehicles?
6. What is project time line (from start to completion)?
Mayor Gillespie addressed the issues of concern as posed by Mr. Martin. He discussed the
Comprehensive Plan for College Heights. He stated that the city is continuously looking to improve
drainage issues in the area. He discussed upcoming drainage projects for the area. He also explained
that no direct funds from the city are being resourced for development of the proposed subdivision. He
welcomed a meeting with the College Heights representative to further discuss the Comprehensive Plan
for the area. (A copy of the letter from the College Heights Neighborhood Appreciation Committee is
attached and made a part of the minutes).
Lori Welch, 375 Austin Valley Drive, spoke on concerns for the wildlife that will be disturbed when
clearing begins. Also wanted to know plans for noise barriers.
Haley Steakin, 827 Dunvegan Drive, spoke on traffic concerns and sidewalk plans.
Chairman Smith stated that sidewalks are required on one side of the street.
Napoleon Steele, 303 Tuskegee Street, wanted to ensure that the development is not proposed for
apartments.
After no further public comments, the public hearing was closed.
Mrs. Carpenter introduced a resolution recommending the approval of the preliminary plat of Post
Property and moved for its approval. Mr. Gardner seconded the motion.
Mr. Anderson provided the staff comments. He stated that a revised plat had been received and will be
reviewed to ensure they are in keeping with the comments of the Commission.
Mayor Gillespie inquired about the 30’ access to the Wilderness Park.
Mr. White explained that the dedicated parcel is provided for access as required for approval by the
Commission in 2007.
The vote was called. Mayor Gillespie moved to approve contingent upon further review of the 30’
access to the Wilderness Park and a fence as a buffer along the north boundary of the property for the
power easement by city heads of Police Department and Parks and Recreation. Chief Johnson seconded
the motion.

The motion to amend passed unanimously.
Mrs. Carpenter asked the developer to address the public comments to questions posed about debris
clean up and the time line of the development (#5 and #6).
Mr. White stated that their construction entrance will be to the south of the property. He explained the
access points within the development, accessing that east area to make the connection to Carver Street.
Mr. Loveman stated that the project would take approximately four to five years for completion.
Mr. White also confirmed that sidewalks will be on one side of the right-of-way running the entire length
of the public streets. Streets will be at city’s standards with curb and gutter. He stated that there will be
no streets over 1000 feet in the first phase.
Councilman Cables stated that he would like to ensure that any unanswered questions posed during the
public hearing are addressed before the final plat is presented for approval.
After no further discussion, the vote was called. The amended motion to approve passed unanimously.

Mr. Brass introduced the preliminary plat of HomePlace DHS Residential Development Plat 1 and the
subsequent agenda item preliminary plat of HomePlace DHS Residential Development Plat 2. He stated
that the proposed plats will be built out in multiple phases.
Max Vaugh of Goodwyn, Mills & Cawood, Inc., petitioner’s representative, stated that they have
received comments from the city and will comply with them all.
Chairman Smith opened the public hearing.
Jon Lee Finnegan, 211 Deer Trace inquired about the approval date of the sketch plan for the proposed
developments and the number of phases to be and who the developer is of the subdivision.
Mr. Anderson stated that the sketch plan for the plats 1 and 2 were approved July 19, 2018. He stated
that the development will be built in seven phases, 34 lots in the first phase and 18 in the second phase.
185 lots proposed for the subdivision.
Mr. Vaughn stated that once they acquire it, Lowder New Homes will be the developer of the proposed
subdivision.
After no further public comments, the public hearing was closed.

4. Final Plat: Glennbrooke Phase IV-D

Blake Rice of Barrett-Simpson, Inc., petitioner’s representative, presented the final plat of Glennbrooke
IV D. He stated that all comments received had been addressed. He stated that there is a connection
issue that will be worked out with the city engineer.
Mr. Anderson stated that all the improvements are in place. He stated that there is a slight issue at Jeffrey
Drive and Glennbrooke Blvd which will be handled prior to the paving.
After no further discussion, the vote was called. The motion to approve passed unanimously.
5. Final Plat: Ridge at Pratt Farms Phase II-A

plat of Daniel Pratt Apartments Plat No.1. He stated that the proposed plat clean up some right-of-way
issues on Bridge Street.
Mr. Anderson stated that the plat of Daniel Pratt Apartments Plat No.1 provides a record of the right-of-
way between lots 1 and 2 dedicated for road construction. He recommended approval.
Chairman Smith opened the floor for public comments.
Jon Lee Finnegan, 211 Deer Trace, spoke on concerns of the name of the plat.
John Josey, 138 Maple Street, inquired about the street name change from Maple Street.
Chairman Smith stated that the current Maple Street name will not change.
After no further public comments, Chairman Smith closed the public hearing.
Mr. Gardner introduced a resolution recommending the approval of the preliminary plat of Daniel Pratt
Apartments Plat No.1 and moved for its approval. Councilman Cables seconded the motion.
Chairman Smith reopened the public hearing.
Grady Welden, 1592 Hawthorne Lane, stated that he is the representative for the Masonic Lodge #89.
He stated that they will hold a meeting (10/1) to ask questions about the proposed round-about near their
property and what precautions will be taken to protect their property during the construction of the
apartments.
Mr. Anderson stated that no construction at this time. The intent of the plat is to clear up deeds and
right-of-way issues.
Mrs. Carpenter moved to approve contingent that the proposed round-about on Bridge Street and Maple
Street intersection be removed.
The motion to amend passed unanimously.
After no further discussion, the vote was called. The amended motion to approve passed unanimously.
7. Final Plat: Daniel Pratt Apartments Plat No.1

• Councilman Cables asked for clarification of the reason the B-2 portion was held on the Smith Property
at the previous meeting (August 16). It was explained that the B-2 portion was held because there was
not a definitive use proposed for the property.

RE: NOTICE OF PUBLIC HEARING SEPTEMBER 20, 2018
TO WHOM IT MAY CONCERN:
Several residents of the College Heights Neighborhood are OPPOSED and AGAINST the said
development because no details of the project have been provided to them. In addition, some of the
residents are concerned about the incomplete/unfinished infrastructure projects located on Carver Street,
Wilberforce Avenue, and Bunche Avenue. The lack of new development and completion of the curb and
drainage system in College Heights has been ignored long enough. Times have changed but the
infrastructure issues are still the same. The lack of a side walk along North Court Street/Carver Street
has already claimed one life. Power outages are more frequent because the power lines should be
underground. Also, the City of Prattville continues to allow abandon lots to become overgrown and collect
litter instead of using its resources to help clear these lots. These are some of the issues we would like to
have addressed before supporting this project along with answering the following questions:
1. What is the scope of the project?
2. What are the type of homes or buildings planned for the development? Single family houses, duplexes,
or apartments.
3. Does the City of Prattville or Autauga County plan to allocate any funds or resources for this
development?
4. Is any of the construction work awarded to minority contractors (or subcontractors)?

RE: Public Hearing; proposed subdivision @ Dunvegan Drive
We have great concern and many questions on the proposed project by D R Horton Homes
at Dunvegan Drive. Until we can get further information, this letter should represent our
opposition to this development.
This project is proposed in a low-density zone with little change anticipated according to the
Strategic Plan of Prattville, yet it is our understanding that there will be over 160 homes
located on just over 50 acres that would be contiguous with our property. This mirrors
projects located in medium to high density areas; we are concerned with traffic congestion,
noise, privacy and it not meeting the current plan for this area.
While we are not opposed to change or development, we are very much in favor of managed
change and controlled development and will be glad to discuss this at a date and time of a
public hearing that is optimal to the public being present (5:30 or 6:00 pm).
Please also consider this an official request for the time to be changed in the bylaws of the
Planning Commission from 3:00pm to one of the times listed above so that it is conducive to

SUBJECT: Public Hearing; proposed subdivision at Dunvegan Drive
Unfortunately, my wife and I can’t get out of work to attend today’s public hearing
concerning the proposed project by D R Horton Homes at Dunvegan Drive. Until we
hear more about the plan, please know that we have serious concerns about this project
as it is just hundreds of feet from our property. We purchased our property and built our
“dream home” in the “Preferred Community” because this section of Upper Kingston &
Austin Valley is a “low-density zone” with little change anticipated according to the
Strategic Plan of Prattville. The proposed D R Horton Homes plan of 7K square-foot
lots does not sound like “low-density” to us at all.
We’re not opposed to construction of new homes or sub-divisions, we just don’t want a
completely different type of neighborhood adjacent to ours. I wonder: shouldn’t there
be a gradual difference in the types of lots and homes from neighborhood to
neighborhood?
We’re also not opposed to meeting in-person to discuss this during a Public Hearing.
Although, 3pm is not a convenient time for those of us who have normal daytime
working hours. Therefore, we propose to meet with you any weekday after 5pm (after
the “duty day” for the majority of us). In other words, hold the public meeting when the
majority of the public can attend.
Finally, if this proposal does go forward, my biggest concern will be with the safety and
liability of the children in both neighborhoods (ours and the new one). It is not feasible
for all of us on Austin Valley to completely fence in our large 5-acre lots. So, we have
had to spend lots of time educating our kids on the dangers faced in the woods/forest
(snakes, deep ditches, swamps, etc.). Therefore, how does the developer plan to
mitigate the risk of hundreds (potentially) of kids wandering/exploring our woods (our
property)? I propose, at a minimum, the developer install a large fence, and tall
evergreen bushes, along the entire northern edge of their project. At least this should
cut down on the amount of trespassing and dangerous encounters.

and Mixed Use - Transitional. The land use proposed by
the submitted sketch plan is generally consistent with the
adopted plan. Additional comments and explanation are
provided in the staff comment section.
Surrounding Land Uses &
Zoning:
The proposed 22 acre preliminary plan is part of the larger
HomePlace development.
North: Vacant wooded land, PUD
South: Meadows at Home Place apartments, PUD
East: Vacant farmland, PUD

Water and Sewer: Potable water service is available to the site from the
Prattville Water Works Board.
An 8” sanitary sewer main owned by the City of Prattville
runs across the western section of the property and an
interceptor main is located adjacent to the eastern end of
the development. Capacity is sufficient at the present to
serve the number of residential customers presented in
the sketch plan.
PLANNING STAFF EVALUATION
Consistency with Plan/Appropriateness:
The Future Land Use Map on page 2.11 of the city’s Comprehensive Plan, classifies the
subject property as “Mixed-Use – Transitional”. The discussion of the Mixed Use –
Transitional on Page 2.16 states that:
This is a very targeted land use category, designed specifically to support a broad
range of redevelopment types while limiting additional retail that might soften the
existing market... The designation is geared towards creating a model of development
and redevelopment that augments and supports the existing retail corridor on Cobbs
Ford Road. Acceptable uses would include office, housing (of a variety of densities),
hospitality, institutional, light industrial, flex office and greenspace, among others.
Retail might be accommodated, but at a very limited scale, and of a purely local-
serving variety.
The use proposed by the submitted sketch plan is compatible with the uses envisioned for
the Mixed Use – Transitional land use category.
Land-Use – Single Residential:

Consistent with past trends, Prattville continues to see high demand for additional residential
units of all types, particularly in areas located off of main corridors with close proximity to
commercial nodes. The proposed use of additional single-family homes is appropriate for
this section of Prattville and consistent with previous sketch plan approvals.
Street Connectivity:
The proposed development will have access from McQueen Smith Road to the west at plat
1, with a future connection with Old Quarters Road within Plat 4 & 6. An east/west stream
runs across the northern boundary of the subject property separating it from the remainder
of the Home Place residential development with no plans for connection per earlier staff
recommendations.
COMMENTS FROM OTHER CITY DEPARTMENTS
FIRE DEPARTMENT:
1. Hydrants shall be located at all city intersections per city ordinance.
2. Add a hydrant to the proposed intersection of the new street (A) and McQueen
Smith Road.
3. Add a hydrant to the intersection at lot 13 of plat 1 (A&B).
4. The stub out street on the west entrance off of McQueen Smith will be addressed
at a later date when plans for that are submitted. No action needed at this time.
5. Relocate proposed hydrant at lot 16 to lot 13. See additional notes about
relocation of hydrant in future plats 3-6.
PLANNING DEPARTMENT:
1. Registered Engineers Seal not shown.
2. Show proposed lighting plan for streetlights.
3. What will the use of the common space park be maintained?
PUBLIC WORKS:
1. All sanitary sewer not in the street shall have a 20’ drivable easement.
2. Sanitary sewer with less than 3’ of cover or greater than 12’ shall be ductile iron
pipe, all other shall be SDR 26, pipe.
3. Extend sewer to McQueen Smith Road, also some 8’’ sewer does not meet
minimal grade.
STORMWATER:
1. No details on sediment basin baffles and skimmer.
2. Estimated bond is off of 22 acres, bond amount is $66,000.
