Members present were Councilman Richard Cables, Chairman Tim Smith, Vice-Chairman Reuben Gardner, Chief Dallis Johnson, Mr. Mark Hindman and Mr. Roy McAuley. Absent: Mayor Bill Gillespie and Mrs. Paula Carpenter. (Quorum present) Staff present: Mr. Robby Anderson, City Engineer; Mr. Austin Brass, Senior Planner and Ms. Alisa Morgan, Secretary. Minutes: Mr. Gardner moved to approve the minutes of the August 16, 2018 meeting. Chief Johnson seconded the motion. The motion passed unanimously. Old Business: There was no old business to discuss. New Business: 1. Preliminary Plat: HomePlace North, Phase 1 Location: McQueen Smith Road South Petitioner: Little House Developers, LLC Representative: Chambliss Engineering, LLC Clyde Chambliss of Chambliss Engineering, petitioner’s representative, presented the preliminary plat of HomePlace North, Phase 1. He stated that the proposed 10 lot subdivision is a continuation of the HomePlace Development extending the existing street on Morning Glory. He stated that the proposed development is closer to the McQueen Smith connection. Chairman Smith opened the floor for public comments. There were none to speak. The public hearing was closed. Mr. Gardner introduced a resolution recommending the approval of the preliminary plat of HomePlace North, Phase 1 and moved for its approval. Chief Johnson seconded the motion. Mr. Brass provided the staff comments to the preliminary plat of HomePlace North, Phase 1. He stated that there are some (three) larger lots than the others, but the plat is consistent with PUD zoning. He stated that connection to McQueen Smith Road will be at a later phase. He also stated that staff received a letter from Chambliss Engineering that all comments will be resolved. Mr. Gardner asked the reasoning for the proposed larger lots. Mr. Chambliss explained that the larger lots are a preference for the developer’s desire for some estate size lots. After no further discussion, the vote was called. The motion to approve passed unanimously. 2. Final Plat: Oaks of Buena Vista Plat 7B Location: Buena Vista Way Petitioner: Oaks of Buena Vista, LLC Representative: Larry Speaks & Associates, Inc. Approved 11/15/18 Prattville Planning Commission October 18, 2018 Minutes Page 2 of 2 Mr. McAuley introduced a resolution recommending approve of the final plat of Oaks of Buena Vista Plat 7B and moved for its approval. Mr. Gardner seconded the motion. Mr. Brass presented the final plat of Oaks of Buena Vista Plat 7B. He stated that the staff recommended approval of the proposed final plat. Greg Gillian of Larry Speaks & Associates, Inc., petitioner’s representative, stated that this final plat will complete the subdivision of the Oaks of Buena Vista. After no further discussion, the vote was called. The motion to approve passed unanimously. Miscellaneous Business: There was no miscellaneous business to discuss. Agent: Chambliss Engineering, LLC Location: East of McQueen Smith Road Development Status and History Submission Status: Initial Preliminary Plat Requesting Preliminary Plat Approval for Phase 1 that will consist of 10 single-family lots ranging from 0.16 to 2.48 acres. Combined total of 10 single-family lots in phase 1 consists of a 9.128 acre site. Previous Approvals: Sketch Plans previously approved for HomePlace PUD: 1. August 19, 2004 – Initial approval of the HomePlace sketch plan and development agreement. 2. August 21, 2005 – sketch plan amended to provide for a revised street and alley design. 3. July 6, 2006 – sketch plan amended to add property on north end – site of the Park at HomePlace. Page 2 of 5 4. April 19, 2007 – sketch plan amended to adjust location of street connecting areas north and south of a central stream. 5. November 17, 2011 – sketch plan amended to accommodate apartment development at southern end of development (Meadows At HomePlace). 6. August 16, 2018- Sketch plan approved for Home Place north. Conditions of Previous Approvals: Meet requirements of PUD agreement approved with rezoning Ordinance 2004-017A on October 5, 2004. Property Configuration Acreage: 9.128 acres within phase 1, (overall site to be developed in 4 phases.) Proposed Number of Lots and Configuration: 10 single-family residential lots zoned as PUD ranging from 0.16 to 2.48 acre lots. Each lot will be configured to have access off of Morning Glory (50’ ROW), with a 30’ minimum building line. Proposed Use: Single-family residential Current Zoning: Currently zoned: PUD, Single-Family Residential Allowed Uses: PUD agreement Minimum Lot Size: Defined by each approved plat Minimum Width at Building Line: Defined by each approved plat Minimum Setbacks: Per PUD agreement – defined by architectural review board. Page 3 of 5 Consistency with Adopted Future Land Use Plan The Future Land Plan/Map in Section 2.2 of the Prattville Comprehensive Plan adopted by the Planning Commission on January 21, 2010 shows the subject property as Institutional and Mixed Use - Transitional. The land use proposed by the submitted sketch plan is generally consistent with the adopted plan. Additional comments and explanation are provided in the staff comment section. Surrounding Land Uses & Zoning: The proposed 9.128 acre preliminary plan is part of the larger Home Place north development. • North: Vacant land, PUD • South: Vacant land, PUD • East: Single-Family Residential, PUD • West: Vacant land, PUD Water and Sewer: Potable water service is available to the site from the Prattville Water Works Board. An 8” sanitary sewer main owned by the City of Prattville runs through this section of phase 1 and an interceptor main is located adjacent to the eastern end of the development. PLANNING STAFF EVALUATION Consistency with Plan/Appropriateness: The Future Land Use Map on page 2.11 of the city’s Comprehensive Plan, classifies the subject property as “Mixed-Use – Transitional”. The discussion of the Mixed Use – Transitional on Page 2.16 states that: This is a very targeted land use category, designed specifically to support a broad range of redevelopment types while limiting additional retail that might soften the existing market... The designation is geared towards creating a model of development and redevelopment that augments and supports the existing retail corridor on Cobbs Page 4 of 5 Ford Road. Acceptable uses would include office, housing (of a variety of densities), hospitality, institutional, light industrial, flex office and greenspace, among others. Retail might be accommodated, but at a very limited scale, and of a purely local- serving variety. The use proposed by the submitted sketch plan is compatible with the uses envisioned for the Mixed Use – Transitional land use category. Land-Use – Single Residential: Consistent with past trends, Prattville continues to see high demand for additional residential units of all types, particularly in areas located off of main corridors with close proximity to commercial nodes. The proposed use of additional single-family homes is appropriate for this section of Prattville and consistent with previous sketch plan approvals. Street Connectivity: The proposed development will have access from McQueen Smith Road to the west at phase 3, with current access from Morning Glory Drive within the existing Home Place development to the east. An east/west stream runs across the southern boundary of the subject property separating it from the remainder of the Home Place residential development with no plans for connection from the developer. COMMENTS FROM OTHER CITY DEPARTMENTS FIRE DEPARTMENT: 1. RE: sheet No. 07. Proposed hydrant located at the end of lot #7 needs to be moved to the location of the future intersection approx. 90’. 2. I will accept the existing hydrant at the playground entrance to help span the distance from Constitution Ave. PLANNING DEPARTMENT: 1. Show proposed lighting plan for streetlights. PUBLIC WORKS: 1. All sanitary sewer with more than 12’ of cover shall be ductile iron pipe. 2. Ductile iron pipe with greater than 13’ of cover or less than 3’ of cover. STORMWATER: 1. This plat will not require a grading permit since there will be no grading on site. Page 5 of 5 ENGINNERING: 1. Show ductile iron S.S. pipe where depth requires. 2. Show rain stopper lids on manhole.
