District 5 Miscellaneous: Adjourn: Approved 1/18/18 Prattville Planning Commission December 21, 2017 Minutes Page 1 of 4 CITY OF PRATTVILLE PLANNING COMMISSION MINUTES December 21, 2017 Call to order: Chairman Tim Smith called the meeting to order at 3:08 p.m. Roll Call: The secretary called the roll. Members present were Mayor Bill Gillespie, Councilman Richard Cables, Chairman Tim Smith, Vice-Chairman Reuben Gardner, Chief Dallis Johnson, Mrs. Paula Carpenter, Mr. Roy McAuley, and Mr. Bobby Nelson. Absent: Mr. Mark Hindman. (Quorum present) Staff present: Mr. Joel Duke, City Planner and Ms. Alisa Morgan, Secretary. Minutes: Mayor Gillespie moved to approve the minutes of the November 16, 2017 meeting as corrected. Chief Johnson seconded the motion. The motion passed unanimously. Old Business: 1. Sketch Plan: Glennbrooke Phases 5-10 (Revised) Location: Glennbrooke Blvd., Old Ridge Rd., & Fairview Ave. Owner: Stone Martin Builders, LLC Representative: Barrett-Simpson, LLC At the previous meeting (November 16) the requested item was heard. The Planning Commission voted to hold the request and appoint a committee to review the sketch plan. The Committee consisted of Commissioners Smith, Johnson and Gardner. Mr. Duke stated that the committee met with Stone Martin Builder’s representative Blake Rice on December 6th. He stated that the topic of discussion was zoning and connectivity. He stated that they discussed how to eliminate the far western connection by extending Trolley Road as a cul-de- sac and to address the zoning question by keeping the district classification of the Trolley Road extension as R-2. Blake Rice of Barrett-Simpson, LLC, petitioner’s representative, stated that the residents were not in favor of the proposed connection to Fairview Avenue. He stated that at the committee meeting, they discussed removing the connection to Highway 14-Fairview Avenue. He stated that the southern property (Greenacres Property) in the sketch plan will remain as R-2 zoning. He stated that the Planning Commission has made a formal recommendation to the City Council to deny the proposed rezoning, and they will ask the Council to amend their request rather than return to the Planning Commission. Mr. Duke stated that the revised sketch plan was a workable compromise. It maintains connectivity as required and addresses many of the concerns expressed at the zoning public hearing. Mr. McAuley moved to approve the request as presented on December 21. Mrs. Carpenter seconded the motion. Chief Johnson stated that the connectivity satisfies fire code requirements. The motion passed unanimously on the amended sketch presented on December 21, 2017. Approved 1/18/18 Prattville Planning Commission December 21, 2017 Minutes Page 2 of 4 2. Final Plat: Glennbrooke Plat 5-B Location: Tullahoma Drive & Charleston Drive Owner: Stone Martin Builders, LLC Representative: Barrett-Simpson, LLC At the previous meeting (November 16) the commission voted to hold the item at the petitioner’s request. Mr. Duke stated that the site is substantially complete. The vote was called. The motion to approve passed unanimously. New Business: 3. Preliminary Plat: Sanderson Holdings, LLC Plat 1 Location: 119 & 121 West Main Street Owner: Rickie Sanderson Representative: Alabama Land Surveyors, Inc. Mr. McAuley introduced a resolution recommending approval of the preliminary plat of Sanderson Holdings, LLC Plat 1 and moved for its approval. Mr. Gardner seconded the motion. James Monk of Alabama Land Surveyors, Inc., petitioner’s representative, presented the preliminary plat of Sanderson Holdings, LLC Plat 1. He stated that there are two structures on one lot and the owner is requesting to divide the lot for each structure. He stated that each lot has its own separate sewer. He stated that they may be able to provide a dedicated access if they can acquire property from adjacent property owner. Mr. Duke provided the staff report stating that Lot 2 has no dedicated access. He stated that there is potential to obtained access for the lot via an easement across the adjacent property. He requested that the final plat not be released until the permanent access question is resolved. Chairman Smith opened the public hearing. There were none to speak. The public hearing was closed. The vote was called. The motion passed by 7/1 vote as recorded. Favor: Mayor Gillespie, Councilman Cables, Mr. Smith, Chief Johnson, Mrs. Carpenter, Mr. McAuley, and Mr. Nelson. Oppose: Mr. Gardner. 4. Final Plat: Sanderson Holdings, LLC Plat 1 Location: 119 & 121 West Main Street Owner: Rickie Sanderson Representative: Alabama Land Surveyors, Inc. Mr. Gardner introduced a resolution recommending approval of the final plat of Sanderson Holdings, LLC Plat 1 and moved for its approval. Chief Johnson seconded the motion. James Monk of Alabama Land Surveyors, Inc., petitioner’s representative, presented the final plat of Sanderson Holdings, LLC Plat 1. Mr. McAuley moved to hold the request. Mrs. Carpenter seconded the motion. Mr. Monk asked if the plat could be approved contingent upon access easement being resolved. Approved 1/18/18 Prattville Planning Commission December 21, 2017 Minutes Page 3 of 4 Ricki Sanderson, owner, cited having a financial hardship if the approval is delayed. He stated that he doesn’t own the adjacent property and can’t move forward with providing an access at this time. The vote was called. The motion to hold passed unanimously. 5. Preliminary Plat: Hearthstone Estates Phase 2-B Location: 118 Fireside Loop & 1005 Fireside Drive Owner: Clayton & Marsha Weir and Emilie Bankson Representative: Alabama Land Surveyors, Inc. James Monk of Alabama Land Surveyors, Inc., petitioner’s representative, introduced the preliminary plat of Hearthstone Estates Phase 2-B. He stated that layout is a re-plat of Lot 49 of Hearthstone Estates (118 Fireside Loop) and platting of the previously unplatted Lot 87 (1005 Fireside Drive) with a small portion (approx. 50’) being divided out of Lot 87 and being added to the rear of Lot 49. Chairman Smith opened the public hearing. There were none to speak. The public hearing was closed. Mr. Duke recommended approval of the preliminary plat of Hearthstone Estates Phase 2-B. Re-Plat: Autauga Station Plat 7 Location: McQueen Smith Road N & Summit Parkway Owner: Old Ivey Investments, LLC Representative: Larry Speaks & Associates, Inc. Greg Gillian of Larry Speaks & Associates, Inc., petitioner’s representative, presented the re-plat of Autauga Station Plat 7. He stated that the owner is requesting to take Lot 23A and combine it with a 25 foot access strip that enters to Lot 3B. He stated that the large lot is mostly unusable, but there is some small area on the west of the lot that is buildable. He stated that access to the proposed Lot 3C will be provided by an access easement as shown on the plat. Mr. Duke provided the staff report stating that Lot 19 was left mostly for a drainage ditch and there is no public easement except for the small area that runs through it. He stated that there is potential for some development on Lot 19, but not without reconfiguration of the layout. Mr. Duke presented the re-plat of North Chestnut Park Subdivision Plat 1A. He stated that the owners purchased three separate lots. The main residential structure sits on the center lot. He stated that current building and future building plans by the owners are in conflict with the zoning requirements. As result, the owners are requesting to consolidate the three lots into one. After no further comments, the vote was called. Chief Johnson moved to approve as proposed. Mr. McAuley seconded the motion. The motion to approve passed unanimously.
