District 5 Miscellaneous: Adjourn: Approved 6/15/17 Prattville Planning Commission May 18, 2017 Minutes Page 1 of 2 CITY OF PRATTVILLE PLANNING COMMISSION MINUTES May 18, 2017 Call to order: Chairman Tim Smith called the meeting to order at 3:13 p.m. Roll Call: The secretary called the roll. Members present were Councilman Richard Cables, Chairman Tim Smith, Mrs. Paula Carpenter, Mr. Roy McAuley, and Mr. Bobby Nelson. Absent: Mayor Bill Gillespie, Vice-Chairman Reuben Gardner, Chief Dallis Johnson and Mr. Mark Hindman. (Quorum present) Staff present: Mr. Joel Duke, City Planner and Ms. Alisa Morgan, Secretary. Minutes: Mr. McAuley moved to approve the minutes of the April 20, 2017 meeting. Mrs. Carpenter seconded the motion. The motion passed unanimously. Old Business: There was no old business for discussion. Chairman Smith rearranged the order in which the items was heard. New Business: 1. Re-Plat: Wright-Allen Plat 1 Location: 1631 & 1643 County Road 57 Owner: Wanda Wright & Micki Allen Representative: Jarvis & Associates, Inc. Mr. McAuley moved to approve the re-plat of Interstate Park Plat 2-A as submitted. Mr. Gardner seconded the motion. Larry Jarvis of Jarvis & Associates, Inc., petitioner’s representative, presented the re-plat to subdivide one lot into five (5) separate parcels. He stated that lots one and four have existing structures, no new streets are proposed. He stated that the re-plat is for recording purposes. Mr. Duke stated that the staff reviewed the presented re-plat of Wright-Allen Plat 1 and recommended approval. After no further discussion, the vote was called. The motion to approve passed unanimously. 3. Final Plat: HomePlace Phase 1-K Location: Constitution Avenue Owner: HomePlace Developers, Inc. Representative: Alabama Land Surveyors, Inc. Mr. McAuley introduced a resolution recommending approval of the final plat of HomePlace Phase 1-K and moved for its approval. Mrs. Carpenter seconded the motion. Mr. Duke provided comments on the preliminary plat request recommending to hold. He stated that the approved preliminary plat has expired. He stated that the developer and the engineer had no issue with the recommendation to hold. Preliminary Plat: Oaks of Buena Vista Plat 7 Location: Old Mill Way & Buena Vista Way Owner: Oaks of Buena Vista, LLC Representative: Larry Speaks & Associates, Inc. Henry Harris of Larry Speaks & Associates, Inc. petitioner’s representative, presented the preliminary plat of Oaks of Buena Vista Plat 7. He stated that the proposed 16 lot development is similar to the previous development. He stated that the Fire Department is requesting that they put a north access near lot 15 and they would preferably like to reconfigure lot 26 and place the north access there. Councilman Smith opened the public hearing. Jim Marshall, Montgomery, AL, wanted to know if there were enough commissioners present to vote on the preliminary plat. Chairman Smith explained that it was unlikely that there would be enough commissoners available to vote on the preliminary plat today but assured him that action would be made in a timely manner. After no other public comments, the public hearing was closed. Mrs. Carpenter introduced a resolution recommending approval of the preliminary plat of the Oaks of Buena Vista Plat 7 and moved for its approval. Mr. McAuley seconded the motion. Mr. Duke provided the staff report for the preliminary plat of the Oaks of Buena Vista Plat 7. He stated that this is the last plat for this subdivision. He stated that the required turning lane from County Road 4 has been completed. There is question if the proposed Common Area will be maintained by the Home Owner’s Association or by the city. He stated that the developer has plans for minor amenities. He stated that the staff recommendation is to hold until the next meeting. Mr. McAuley moved to hold the request for approval until the (6/15) next meeting. Mrs. Carpenter seconded the motion. After no further comments, the vote was called. The motion to hold passed unanimously. Miscellaneous Business: Mr. Duke requested a work session with the commissioners. An email for possible dates will be sent to them.
