District 4 Miscellaneous: Adjourn: Approved 7/20/17 Prattville Planning Commission June 15, 2017 Minutes Page 1 of 4 CITY OF PRATTVILLE PLANNING COMMISSION MINUTES June 15, 2017 Call to order: Chairman Tim Smith called the meeting to order at 3:05 p.m. Roll Call: The secretary called the roll. Members present were Mayor Bill Gillespie, Councilman Richard Cables, Chairman Tim Smith, Vice-Chairman Reuben Gardner, Chief Dallis Johnson, and Mr. Roy McAuley. Absent: Mrs. Paula Carpenter, Mr. Mark Hindman, and Mr. Bobby Nelson. (Quorum present) Staff present: Mr. Joel Duke, City Planner and Ms. Alisa Morgan, Secretary. Minutes: Mr. McAuley moved to approve the minutes of the May 18, 2017 meeting. Chief Johnson seconded the motion. The motion passed unanimously. Chairman Smith rearranged the order in which the items was heard. New Business: 6. Final Plat: Glennbrooke 5A Location: Tullahoma Drive Owner: SMB Land, LLC Representative: Barrett-Simpson, Inc. Mr. McAuley introduced a resolution recommending approval of the final plat of Glennbrooke 5A and moved for its approval. Chief Johnson seconded the motion. Blake Rice of Barrett-Simpson, Inc., petitioner’s representative, presented the final plat for Glennbrooke 5A. He stated that the 31 lot subdivision has an amenity lot located at the end of Tullahoma Drive. He stated that the paving was completed this morning. Mr. Duke confirmed that the improvements have been completed for the final plat of Glennbrooke 5A. He stated that the project was not substantially complete at the time submitted for review and the petitioner offered a bond for the standard unconstructed improvements. He stated that approval can be made contingent upon all items being complete to city’s standard. After no further discussion, the vote was called. The motion to approve passed unanimously. 7. Final Plat: Midtown Oaks Plat 2 Location: Honeysuckle & Sunset Drive Owners: Goodwyn Building Company, Inc. Representative: Goodwyn, Mills & Cawood, Inc. Mr. Gardner introduced a resolution recommending approval of the final plat of Midtown Oaks Plat 2 and moved for its approval. Chief Johnson seconded the motion. Cedrick Campbell of Goodwyn, Mills & Cawood, Inc., petitioner’s representative presented the request for final plat approval of the Midtown Oaks Plat 2. He stated that the improvements were substantially complete. Approved 7/20/17 Prattville Planning Commission June 15, 2017 Minutes Page 2 of 4 Mr. Duke agreed with Mr. Campbell’s statement that the subdivision of Midtown Oaks Plat 2 was substantially complete. He recommended approval. After no further discussion, the vote was called. The motion to approve passed unanimously. 5. Preliminary Plat: HomePlace Phase 1-K Location: Constitution Avenue Owner: HomePlace Developers, Inc. Representative: Alabama Land Surveyors, Inc. Clyde Chambliss, of Chambliss Engineers, petitioner’s representative, presented the request for approval of the preliminary plat of HomePlace 1-K. He stated that the time expired on the approved preliminary plat before a final plat was submitted for approval. Chairman Smith opened the public hearing. There were none to speak. The public hearing was closed. Chief Johnson introduced a resolution recommending approval of the preliminary plat of HomePlace Phase 1-K and moved for its approval. Mr. Gardner seconded the motion. Mr. Duke presented the preliminary plat of HomePlace Phase 1-K. He stated that the plat was approved May 24, 2007. Since that time the existing road (Rufus Road) has deteriorated. He stated that a great concern is for the alleys that serve lots facing Constitution Avenue. The alley originally proposed for Plat K emptied out onto a street that is not a public street. As a resolution to the issue, the city asked that Rufus Road and the lots facing it be platted. He stated that the public improvements will provide access to the lots and the alley. With this approval, the subdivision will move toward maintenance and acceptance. He stated that a bond will be in place to ensure improvements are made. Mr. Cables asked who is responsible for the back alley roads and road repair. Mr. Duke replied that the developer is currently responsible. He also stated that before the city assumes maintenance of the subdivision, the developer must maintain the subdivision for a 2 year period and correct any deficiencies. Mr. Chambliss stated that the developer is willing to do what is necessary to bring things into compliance with the city’s regulations and has no problem posting a bond agreement. After no further discussion, the vote was called. The motion to approve passed unanimously. Old Business: 3. Final Plat: HomePlace Phase 1-K Location: Constitution Avenue Owner: HomePlace Developers, Inc. Representative: Alabama Land Surveyors, Inc. A motion for the approval of the final plat of HomePlace Phase 1-K was introduced by Mr. McAuley and seconded by Mrs. Carpenter at the May 18, 2017 meeting. The request was held until the expired preliminary plat approval could be addressed. Chairman Smith moved to approve the final plat of HomePlace Phase 1-K. Chief Johnson seconded the motion. The motion to approve passed unanimously. Approved 7/20/17 Prattville Planning Commission June 15, 2017 Minutes Page 3 of 4 2. Preliminary Plat: Oaks of Buena Vista Plat 7 Location: Old Mill Way & Buena Vista Way Owner: Oaks of Buena Vista, LLC Representative: Larry Speaks & Associates, Inc. A motion for approval of the preliminary plat of Oaks of Buena Vista Plat 7 was introduced by Mr. McAuley and seconded by Mrs. Carpenter at the May 18, 2017 meeting. The request was held due to having only five Commission members in attendance. Greg Gillian of Larry Speaks & Associates, Inc. petitioner’s representative, presented the preliminary plat of Oaks of Buena Vista Plat 7. He stated that the proposed 16 lot development is similar to the previous development. He stated that have they stubbed out access for sanitary sewer to the north of property. Mr. Duke stated that to the north of the Oaks of Buena Vista Plat 7 is the South Industrial Park. He stated that city staff requested sanitary sewer and emergency access connection to the north. He stated that the developer has provided the requested access and the city recommends approval. After no further comments, the vote was called. The motion to approve passed unanimously. New Business Continued: 3. Preliminary Plat: Doyle Plat 1 Location: 1322 & 1324 Upper Kingston Road Owner: Randall & Martha Doyle Representative: Jeffcoat Engineers & Surveyors, Inc. Guthrie Jeffcoat of Jeffcoat Engineers & Surveyors, Inc., petitioner’s representative, introduced the preliminary plat of Doyle Plat 1. He stated that a sketch pan of the proposed two lot subdivision was approved. He stated that the property will access from Upper Kingston Road. Chairman Smith opened the public hearing. There were none to speak. The public hearing was closed. Councilman Cables introduced a resolution recommending approval of the preliminary plat of Doyle Plat 1 and moved for its approval. Chief Johnson seconded the motion. Mr. Duke provided the staff report for the preliminary plat of Doyle Plat 1 stating that the subdivision’s sketch plan was approved contingent that the two lots are restricted from further subdivision. He stated that the staff recommends approval of the preliminary plat. After no further discussion, the vote was called. The motion to approve passed unanimously. 4. Mr. Duke stated that he received a called from Jon Rasmussen, representative of Gonzalez-Strength & Associates, Inc., requesting to withdraw the sketch plan of Prattville Retail from the agenda. Mr. McAuley move to remove the sketch plan of Prattville Retail from the agenda as requested. Councilman Cables seconded the motion. The motion passed unanimously.
