Call to order:
Chairman Tim Smith called the meeting to order at 3:03 p.m.
Roll Call:
The secretary called the roll.Present:Mayor Bill Gillespie,Councilman Gary Whiteside,
Chairman Tim Smith,Vice-Chairman Reuben Gardner,Chief Dallis Johnson,Mrs. Paula
Carpenter, Mr. Mark Hindman,Mr.Roy McAuley and Mr. Bobby Nelson.Absent:None.

Staff present:Mr.Joel Duke,City Planner and Ms.Alisa Morgan, Secretary.
Minutes:
Mr. Gardner moved to approve the minutes of the November 19, 2015 and December 17, 2015
meetings. Mr.McAuley seconded the motion.
The motion passed unanimously.

1.Preliminary Plat:Powell Plat 1
Location: 1615 Highway 14 West
Owner: Lewis F. & Faye N. Powell
Representative: Alabama Land Surveyors, Inc.
Mrs. Carpenter introduced a resolution recommending approval of the preliminary plat of Powell
Plat 1 and moved for its approval. Mr. Nelson seconded the motion.
Mr. Duke presented the preliminary plat of Powell Plat 1. He stated that the owner was proposinga .88 acres lot which is the property is in located within the city’s subdivision jurisdiction.
Chairman Smith opened the public hearing. There were none to speak on this request. The public
hearing was closed.
The motion to approve was passed unanimously.
2.Final Plat: Powell Plat 1
Location: 1615 Highway 14 West
Owner: Lewis F. & Faye N. Powell
Representative: Alabama Land Surveyors, Inc.
Mr. Gardner introduced a resolution recommending approval of the final plat of Powell Plat 1 and
moved for its approval. Mr. Nelson seconded the motion.
The motion to approve passed unanimously.
3.Zoning: R-3 (Single Family Residential)

Councilor Whiteside introduced a resolution recommending approval of the zoning of The Ridge
at Pratt Farms to R-3 and moved for its approval. Chief Johnson seconded the motion.
Blake Rice of SMB Lands, LLC, petitioner’s representative, introduced the plan for a 230 lot
subdivision north east of Glennbrooke Subdivision proposed to be zoned R-3. He stated that the
proposed subdivision has 21 acres proposed for green space along the northern property line for
retention purposes and electrical and transmission main. He stated there is an amenity lot in the
southeast corner. He stated that the subdivision will access on directly off Old Ridge Road.
Chairman Smith opened the public hearing. There was none to speak. The public hearing was
closed.
Mr. Duke presented the staff report for the zoning of The Ridge at Pratt Farms.He stated that the
proposal is consistent with the approved sketch plan and the city’s comprehensive plan.
The motion to recommend approval passed unanimously.
Miscellaneous Business:
The Commissioners scheduled a meeting for zoning review of the Spring Hill Community for
Tuesday, February 16, 2016 at 3:00 in the City Hall Annex Conference Room. Committee
members are Chairman Smith, Commissioner McAuley, and Commissioner Hindman.
The Commissioners scheduled a meeting for the plan review of the MLK Neighborhood
Revitalization Plan for Thursday, January 28, 2016 at 4:00 in the City Hall Annex Conference
Room.
