Petitioner, Samuel & Mary Lue Abney
Mr. Duke stated that the petitioners are requesting that the city accept the private street, Inzer
Lane, for public ownership and maintenance. He stated that a record review indicates that Inzer
Lane is located on property owned by others than the petitioner. He stated that clarification is
needed whether the road owners are actually requesting acceptance.
Mr. Hall moved to hold the request. Chief Johnson seconded the motion. The motion to hold
passed unanimously.
2.Re-Plat: Premier Place Plat 3

3.Sketch Plan (Revised): Glennbrooke Phase 4-7

Mrs.Carpenter introduced a resolution recommending approval of the revised sketch plan of
Glennbrooke Phase 4-7 and moved for its approval. Mr. Gardner seconded the motion.
Blake Rice of Barrett-Simpson, Inc., petitioner’s representative presented the revised sketch plan
of Glennbrooke Phase 4-7.He stated that the 10 acre park will be relocated to its original
designation to the east of the property.
Mr. Duke presented the staff report for the revised sketch plan Gleenbrooke Phase 4-7. He stated
that the staff is satisfied with the relocating of the park. He stated that there will be fewer lots in
Phase 4 that originally proposed. He stated that sewer will be a concern and the city is aware of
problems and is dealing with it as best possible.He stated that the city is working to identify
limitations in the lines serving current and future phases of Glennbrooke. He didn not expect any
limitations on capacity during the development of Glennbrooke.He stated that the staff
recommended approval.

4.Preliminary Plat: Oak Creek Plat 2

Chairman Smith heard the public comments and staff reports on Oak Creek Plat 2 and Plat 3 at the
same time.
Greg Gillian of Larry Speaks & Associates, petitioner’s representative, presented the preliminary
plat of Oak Creek Plat 2 and Plat 3. He stated that Plat 2 is a two lot plat extension of plat 1 and
Plat 3 is an extension of Dunvegan Drive and Portree Drive proposed for 47 lots.
Chairman Smith opened the public hearing.
Anthony Byrd, 828 Dunvegan Drive and Bonnie Wise,903 Portree Drive spoke to concern about
a potential decrease in property value once the connection is made to Portree Drive.
Mr. Gillian addressed the connection to Portree Drive.
The public hearing was closed.
Mr. McAuley introduced a resolution recommending approval of the preliminary plat of Oak
Creek Plat 2 and moved for its approval. Mrs. Carpenter seconded the motion.
Mr. Duke provided the staff report of the preliminary plats of Oak Creek Plat 2 and Oak Creek
Plat 3. He stated that Plats 2 and 3 matches the approved sketch plan (2007).He stated that there
would be no connection to Carver Street or Austin Valley Subdivision. The west property borders
the Wilderness Park,where a future connection will be made as defined in a previous preliminary

plat approval. He stated that outstanding issues of water pressure and flow need resolution before
being released for construction.

Greg Gillian of Larry Speaks & Associates, petitioner’s representative introduced the preliminary
plat of Nick Fank Plat 1. He stated that the Swimming Hole business is currently located on the
property. He stated that the proposed plat is to subdivide the buildings and clear up platting issues
of the adjoining properties.
Chairman Smith opened the public hearing.
Ken Stodola, 1710 Meadowbrook Drive,representative of Open Door Baptist Church,requested
clarity of the proposed plat.
Nick Fank, petitioner, provided the narrative of the need for the request to divide the property line
as proposed in the preliminary plat of Nick Fank Plat 1.
The public hearing was closed.

Mrs. Carpenter moved to approve contingent upon the approval release from the Planning &
Development. Mr. McAuley seconded the motion.
Chairman Smith acknowledged adjacent property owner Shannon Barber, 2256 Gathering Way, to
address the Commission.Mr. Barber spoke of concerns that the development has caused drastic
changes in the drainage in the area.
Mr. Rice stated that the he would be willing to investigate the drainage issue.
Mr. Duke recommended that the item be held to allow proper investigation from the developers
and the city departments.
Mr. McAuley moved to hold the request. Mrs. Carpenter seconded the motion.

Mr. Hall announced his resignation from the Commission effective today. Mayor Gillespie
thanked Mr. Hall for his service to the Commission.
Mr. McAuley requested that a resolution honoring Mr. Hall’s time of service be forwarded from
the Planning Commission to the City Council.

Please accept this memorandum as the Planning Department staff report for items on the March
19, 2015 agenda.
1. Street Dedication – Planning Commission Recommendation – Inzer Lane: See
separate memorandum.
2. Re-Plat – Premiere Place, Plat 3 – Cobbs Ford Road: In 1997, Premiere Place, Plat 1
was created with the development of the Premiere Place shopping center and its associated
outparcels. Center owner McClinton and Company is requesting permission to re-plat
portions of the original plat and add to and reconfigure Lot 4C. The new Lot 4C (Lot 6A) will
include approximately .33 acres from the existing parking field between Chick-fil-a and the
building occupied by Sweet Frog Yogurt. This area provides overflow parking and access for
three nearby outparcels occupied by Chick-fil-a, AFC Pri-med, and Sterling Bank. Staff
recommends approval if the current access and cross parking agreements are maintained.
3. Sketch Plan (Revised) – Glennbrooke Subdivision, Phases 4 -7 – Glennbrooke
Boulevard: In September 2014, the Planning Commission approved a revised sketch plan
for Glennbrooke Subdivision, Phases 4-7. The sketch plan was a revision to the initial plan
approved by the Planning Commission on May 16, 2013. The initial sketch established a 10
acre park located at the corner of the relocated Old Ridge Road and a primary subdivision
street. The chief point of discussion during review of the September 2014 revision was
relocation of park away from the realigned Old Ridge Road and its reduced size. On the
March 19, 2015 agenda, Stone Martin Builders is requesting a further revision to its sketch

plan for Phases 4 – 7. The proposed revision reduces the number of lots in Phase 4 by 43 to
356. The lot reduction and reconfiguration is largely due to wetland and terrain limitation
identified within the site. The revision relocates the public park to roughly the same location
at Old Ridge Road it occupied in the sketch approved on May 16, 2013. The park property is
increased to 9.66 acres.
Experience in Prattville and other jurisdictions indicates that road frontage and accessibility
improve the use of a park and greatly reduces vandalism and other mischief. In 2013, the
Planning Commission asked for, and received, a larger park with greater visibility. The
present revision essentially matches the 2013 plan regarding park location and major street
location. Staff recommends approval of the sketch plan with the following considerations:
a. Increase the park property to a full 10 acres as initially approved.
b. September 2014 sketch plan located the park in the path of the next phase of
development. This revision has the potential push park development further into
future and leave it open to further relocation and revision. Establish the time for its
development. Recommend no later than Phase 4B.
4. Preliminary Plat – Oak Creek, Plat 2 – Portree Drive: See discussion for Oak Creek, Plat
3
5. Preliminary Plat – Oak Creek, Plat 3 – Dunvegan Drive and Portree Drive: In July 2002,
the Planning Commission granted approval for the sketch plan of the Oak Creek
Subdivision. The initial phase of 54 lots extending Live Oak Drive from Court Street to Upper
Kingston Road was completed in January 2005. In July 2007, the Commission approved a
request by Mack Post to revise the initial sketch plan to reconfigure the remaining 52 acres
north of Live Oak Drive into 115 single-family lots zoned R-3. On February 19, 2015, the
Commission approved a preliminary plat for 15 of the lots in the revised sketch plan as
Carver Street Plat 1. In two separate preliminary plats, Magna Development and Builders,
LLC is now proposing to develop 49 additional lots. The first plat (Plat 2) contains two lots
and a short street extension on the north end of Portree Drive. The second plat (Plat 3)
contains 47 lots on extensions of Dunvegan Drive and Portree Drive. The street and lot
layouts are consistent with the approved sketch plan. Staff recommends approval of both
plats contingent on resolution of staff comments.

6. Preliminary Plat – Nick Fank, Plat 1 – 1023 S. Memorial Drive: Discussion covers Items 6
and 7. The owner of The Swimming Hole at 1023 S. Memorial Drive seeks to divide his .53
acre lot to correspond to the two separate buildings on the lot. The plat also seeks to
account for past metes and bounds divisions from the adjacent platted lots fronting Paige
Court. All lots are zoned B-2 and are adequate for the proposed uses. Staff recommends
approval as submitted.
7. Final Plat – Nick Fank, Plat 1 – 1023 S. Memorial Drive: See Item 6
8. Final Plat – Pendlebrooke Subdivision, Plat 2C – Pendlebrooke Drive: On August 15,
2013, the Planning Commission granted approval of the 26 lot preliminary plat for
Pendlebrooke Subdivision, Plat 2. With the proposed final plat 2C, Stone Martin Builders
requests approval of the final 11 lots in the R-3 zoned subdivision. Staff recommends
approval.
9. Preliminary Plat – Eagle Crest, Plat 1 – 1510 S. Memorial Drive: In April 2008, the
Prattville Planning Department released a building permit for a commercial shopping center
known as Eagle Crest at 1510 S. Memorial Drive. The center was the initial phase of a
proposed multi-unit, multi-building commercial development on 3.45 acres. The
development crossed seven lots of the previously recorded M. W. Stuart Property
subdivision.
The proposed preliminary plat requested by River Bank and Trust includes the initial phase
of the shopping center on a 1.11 acre lot and creates three additional vacant lots. The four
lots are a re-plat of the Lots 2 - 5 of the M. W. Stuart Property and a 1.11 acre un-platted lot.
As is customary with commercial lots, staff recommends approval of the subdivision, but
request that undeveloped portions of the plat remain consolidated as a single lot until a
specific use is presented for permit. Staff also request that all access agreements/
arrangements established with the shopping center development continue with the
subdivision.

RE: Request for Private Street Acceptance – Austin Valley Drive
The City of Prattville has received a request from the residents of Inzer Lane to accept the private
street for public ownership and maintenance. Per the procedure adopted in 2001 by City Council
Resolution 2001A-011(copy attached), the request has been forwarded the Prattville Planning
Commission for review and recommendation. Resolution 2001A-11 requires the Commission obtain
a written recommendation from the City Engineer (currently serving as the street department head)
and City Planner concerning acceptance of the street.
Resolution 2001A-011 requires the Commission address the following four items:
1. Compatibility of the street with the Prattville Subdivision Regulations.
2. Determine whether the street meets the standards for a public street as defined by the
Subdivision Regulations.
3. If the street is substandard, determine the cost and feasibility of upgrading the street
to the requirements of the Prattville Subdivision Regulations.
4. Determine the initial and annual maintenance cost of the street if it is accepted for
public maintenance.
Inzer Lane is a private dirt road running from an intersection with Doster Road north 2,213 feet.
The street serves three direct uses: one single-family residence and two cellular communications
towers. The residence is located on a private drive, named Shady Hill Lane, extending west from
Inzer Lane. Attached is map showing the street location, layout and property lines.
The request for acceptance has been distributed to the City Engineer and Street Department Head
for review and recommendation. A record review in the county probate office indicates that Inzer
Lane is located on property owned by Melissa Hagan and the Prattville Development Group. Since
the application for acceptance was signed by the owners and occupants of the single residence,
Samuel and Mary Lue Abney, it is unclear whether the road owners are actually requesting
acceptance. Clarification is needed before this matter is discussed and a recommendation offered
to the City Council. Therefore, the Planning Department is asking that the Commission hold
consideration of this request until its April meeting.
