Call to order:
Chairman Tim Smith called the meeting to order at 3:00 p.m.
Roll Call:
The secretary called the roll. Members present were Mayor Bill Gillespie, Councilman Richard Cables,
Chairman Tim Smith, Vice-Chairman Reuben Gardner, Chief Dallis Johnson, Mrs. Paula Carpenter, Mr.
Seth Hayden and Mr. Mugs Mullins. Absent: None.

Staff present: Mr. Scott Stephens, City Planner; Mr. Austin Brass, Senior Planner and Ms. Alisa Morgan,
Secretary.
Minutes:
Mr. Mullins moved to approve the minutes of the March 21, 2019 meeting. Chief Johnson seconded the
motion. The motion passed unanimously.
Chairman Smith changed the order that the agenda items were heard.

1. Zoning Amendment: B-2 (General Business) to R-4 (Multi-Family)
The Reserve
Location: Old Farm Lane S & Vista Point Blvd.
Petitioner: MVAH Holding LLC
Representative: Kevin Banks
Darren Smith of MVAH Holding, LLC presented the request for the zoning amendment to change 30
acres of a 38 acre lot from B-2 to R-4. He stated that the R-4 would allow for apartment use that they
are proposing to construct. He stated that they plan to leave the two lots at the entrance of the proposed
development for retail use.
Will Barrett of Civil Southeast Engineering Group, petitioner’s representative, was available to answer
questions about the proposed site.
Chairman Smith opened the floor for comments.
Anna Thrash, 307 Old Farm Lane S., inquired about the number of phases to be developed and the
estimated time to start construction.
After no further comments, the public hearing was closed.
Mr. Gardner introduced a resolution recommending approval of the rezoning of the Reserve from B-2
to R-4 and moved for its approval. Mr. Mullins seconded the motion.
Mr. Brass provided the staff comments stating that the proposed zoning designation of R-4 (Multi-
Family) would be consistent with the adopted land use plan for this area as mixed use transitional. He

stated that a pedestrian connection should be proposed that would allow for the apartment development
to access nearby retail & service amenities. A sidewalk connection with High Point Town Center would
complement the connectivity of both developments strengthening the creation of a mixed-use node. He
also stated that it would be recommended that a sidewalk connection be made with the apartment
development’s primary access point at Old Farm Lane.
Mrs. Carpenter inquired about the number of units proposed for the development. Mr. Barrett stated
that the current sketch is for a 180 units. He stated that they are allowed 40% coverage and the overall
total would be based on that and the market analysis.
Mr. Smith addressed public comments stating that the development would possibly be constructed in
two phases and is projected to start in 2021.
After no further discussion, the vote was called. The motion to approve passed by majority vote as
recorded. Favor: (7) Mayor Gillespie, Councilman Cables, Chairman Smith, Mr. Gardner, Chief
Johnson, Mr. Hayden and Mr. Mullins. Oppose: (0) None. Abstain: (1) Mrs. Carpenter.
4. Final Plat: Glennbrooke Subdivision Phase 6B
Location: Trolley Road
Petitioner: SMB Land, LLC.
Representative: Barrett-Simpson, Inc.
Mr. Hayden introduced a resolution recommending approval of the final plat of the Glennbrooke
Subdivision Phase 6B and moved for its approval. Mr. Gardner seconded the motion.
Jay Conner of Barrett-Simpson, Inc., petitioner’s representative, presented the final plat of the
Glennbrooke Subdivision Phase 6B which continues Trolley Road.
Mr. Brass provided the staff comments stating that everything looks good, but is lacking the inlet tops,
gas main installation, and sanitary sewer.
Chairman Smith asked has there been any further discussion on the realignment plan of Old Ridge Road.
Both city staff and petitioner’s representative confirmed that discussion of the realignment plan has not
gone any further.
After no further comments, the vote was called. The motion to approve passed unanimously.
2. Zoning Amendment: B-2 (General Business)
Parcel 18
Location: Interstate Court/Business Park Drive
Petitioner: MRT, LLC
Representative: City of Prattville
Mr. Stephens introduced the rezoning requests for Parcel 18 and Parcel 20 for amendment. He stated
that the properties were annexed into the city last year with no zoning attached. He stated that the
requests are to establish proper zoning for the two parcels.
Chairman Smith opened the floor for comments to both parcels. There were none to speak. The public
hearing was closed.
Mr. Mullins introduced a resolution recommending approval of the rezoning of Interstate Court/Business
Park Drive, Parcel 18 to B-2 and moved for its approval. Mr. Gardner seconded the motion.
After no further comments, the vote was called. The motion to approve passed unanimously.

Mr. Cables introduced a resolution recommending approval of the rezoning of County Road 4, South
Industrial Park, Parcel 20 to M-2 and moved for its approval. Mr. Mullins seconded the motion.
After no further comments, the vote was called. The motion to approve passed unanimously.
Miscellaneous Business:
Mr. Stephens asked that the Chairman would appoint a committee to be a part of discussion to update
the zoning ordinance.
Mayor Gillespie welcomed new member, Seth Hayden to the commission. He also thanked the
Commission for their service.
Note: (Chairman Smith along with Mr. Mullins and Mr. Hayden were appointed to the Zoning
Ordinance Committee).

D. THE COMPREHENSIVE PLAN/STAFF COMMENTS:
The subject site has a Future Land Use Map (FLUM) designation of Mixed-Use-
Transitional.
On January 21, 2010, the Planning Commission adopted an updated Prattville Comprehensive Plan.
The Future Land Use Plan and Map in Section 2.2 of the document shows the subject parcel as
“Mixed-Use Transitional”. Mixed-use transitional areas are referenced to include uses such as

housing of a variety of densities. The proposed zoning designation of R-4 (Multi-Family) would be
consistent with the adopted land use plan for this area. In addition, special attention was given to
this proposed site area during the Comprehensive plan study with an overall vision of supportive
development for Old Farm Lane. This guiding principle states that this area should offer a mix that
could include medium and high density residential uses that support the established Cobbs Ford Rd
retail corridor. A key point indicated in this study area is quality connections that support the
surrounding context. Per the proposed sketch plan, a pedestrian connection should be proposed that
would allow for the apartment development to access nearby retail & service amenities. A sidewalk
connection with High Point Town Center would complement the connectivity of both developments
strengthening the creation of a mixed-use node. Likewise, it would be recommended that a sidewalk
connection be made with the apartment development’s primary access point at Old Farm Lane. This
connection would reflect the City of Prattville’s Comprehensive Plan goal of considering all
transportation users in coordination with the existing multi-use path & bicycle lanes along the Old
Farm Lane corridor.
