District 3 Miscellaneous: Adjourn: Approved 2/21/19 Prattville Planning Commission January 17, 2019 Minutes Page 1 of 2 CITY OF PRATTVILLE PLANNING COMMISSION MINUTES January 17, 2019 Call to order: Chairman Tim Smith called the meeting to order at 3:00 p.m. Roll Call: The secretary called the roll. Members present were Mayor Bill Gillespie, Councilman Richard Cables, Chairman Tim Smith, Vice-Chairman Reuben Gardner, and Chief Dallis Johnson. Absent: Mrs. Paula Carpenter, Mr. Mark Hindman and Mr. Mugs Mullins. (Quorum present) Staff present: Mr. Scott Stephens, City Planner; Mr. Austin Brass, Senior Planner, and Ms. Alisa Morgan, Secretary. Minutes: Councilman Cables moved to approve the minutes of the December 20, 2018 meeting. Chief Johnson seconded the motion. The motion passed unanimously. Old Business: There was no old business to discuss. New Business: 1. Preliminary Plat: Prattville Business Park Plat #5 Location: Northeast corner of Boardroom & Business Park Drive Petitioner: P.I.P. Enterprises, LLD Representative: Jarvis & Associates, Inc. Mr. Brass introduced the preliminary plat of the Prattville Business Park Plat 5A. He stated that the plat consists of splitting one parcel into two parcels and extending Boardroom Drive. He stated that a hotel is proposed to be developed on one of the lots. The property is zoned B-2 and a hotel is appropriate for the zone. Larry Jarvis of Jarvis & Associates, Inc., petitioner’s representative, presented the preliminary plat of Business Park Drive Plat 5A. He stated that the parcel is being divided into two lots. The bigger lot, 2.17 acre shown as Lot B, is proposed for a hotel. He stated that there is currently no proposed development for Lot A. Mayor Gillespie asked about the design of the hotel and how the parking lot will be configured. Mr. Jarvis replied stating that he did not design the plans for the hotel, but what he has seen is that the majority of parking will be towards the interstate with the front of the hotel facing the cul-de-sac. Chairman Smith opened the floor for public comments. Jon Lee Finnegan, 211 Deer Trace, had questions about the ownership of the property and hotel ownership. She also had questions about the details of the hotel’s build. Chief Johnson answered questions on the build of the hotel stating that the submitted plans show four stories with approximately 70-75 rooms. Approved 2/21/19 Prattville Planning Commission January 17, 2019 Minutes Page 2 of 2 Mary Mixon, 101 Strodes Creek Circle, stated that her questions about the type of build that is proposed had been answered. She wanted to ensure that apartments were not being proposed. Charles Wiese, 1994 Calumet Parkway, had questions about drainage and striping of Boardroom Drive. Chief Johnson addressed the public comment on drainage stating that the Engineering Department is reviewing how drainage would be managed. Horace Powell, 949 E. Main Street, property owner, stated that the Trampoline business has been in the area for two years and they have not received any complaints or had any problems since that time. After no further comments, the public hearing was closed. Chief Johnson introduced a resolution recommending the approval of the preliminary plat of Prattville Business Park Plat #5A and moved for its approval. Mayor Gillespie seconded the motion. With there not being enough members to vote on the preliminary plat, Mayor Gillespie moved to hold until the next meeting. Mr. Gardner seconded the motion. The motion to hold passed unanimously. 2. Final Plat: Glennbrooke Subdivision Phase 6A Location: Sydney Drive South & Jane Court Petitioner: SMB Land, LLC. Representative: Barrett-Simpson, Inc. Mr. Gardner introduced a resolution recommending the approval of the final plat of Glennbrooke Subdivision Phase 6A and moved for its approval. Chief Johnson seconded the motion. Mr. Brass presented the final plat of Glennbrooke Subdivision Phase 6A. He stated that the staff has made comments on the proposed plat and the petitioner’s representative, Barrett-Simpson, Inc., has agreed to all the staff’s comments. The vote was called. The motion to approve passed unanimously. Miscellaneous Business: Mr. Stephens presented to the Commission a proposed form to be used, Designation of Agent Form that will be submitted with applications to clearly define ownership and agent/representative.
