CALL TO ORDER:
The regular meeting of the Prattville Board of Zoning Adjustment (BZA) was called to order by
Chairman Leo Jamieson at 4:00 p.m. on Tuesday, September 11, 2018.
ROLL CALL:
Present: Chairman Leo Jamieson, Vice-Chairman James Miles, Mr. Jerry Crosby, and Mrs. Jerry
Schannep. Absent: None. Also present was alternate member, Mr. Neal Parker.
Quorum Present
Staff present: Mr. Austin Brass, Senior Planner and Ms. Alisa Morgan, Secretary.
Chairman Jamieson stated the governing rules for the Prattville Board of Zoning Adjustment according
to the Code of Alabama, 1975 and the procedure of the meeting.
MINUTES:
Mr. Miles moved to approve the minutes of the August 14, 2018 meeting. Mr. Crosby seconded the
motion. The motion passed unanimously.
OLD BUSINESS:
There was no old business to discuss.
NEW BUSINESS:
USE-ON-APPEAL
To allow a home child day care use on property.
1032 Wright Street
R-2 Zoning District (Single Family Residential)

Mr. Brass introduced the request for a use-on-appeal to allow a home child day care use on the
property at 1032 Wright Street. He stated that with cases as these, it’s important to protect the
integrity of the neighborhood so that there will be no indication of a business.
Charlee Powell, petitioner, presented the request to allow a home child day care use on property at
1032 Wright Street. She stated that she is licensed by DHR and is allowed to have five children in her
care. She stated that the business will operate Monday thru Friday from 7:00 a.m. to 5:00 p.m. She
also stated that she has a fence rear yard and a wraparound driveway which should eliminate off street
parking.
Chairman Jamieson opened the public hearing.
Marty Roney, 1038 Wright Street, spoke in favor of the request.
After no further comments, the public hearing was closed.
Chairman Jamieson opened discussion for the board. There being no discussion from the board, the
vote was called. Mr. Miles moved to establish the findings of fact stating that 1) the proposed home-
based daycare for six or fewer children is an allowable use-on-appeal, and is not a prohibited use in an
R-2 district. Mr. Crosby seconded the motion.
The motion to approve the findings of fact passed unanimously.

The vote was called. Mr. Parker moved to approve the request as submitted based on the approved
findings of fact. Mrs. Schannep seconded the motion.
The motion to approve passed unanimously.
The BZA voted to approve the use-on-appeal to allow a home child day care use on property at 1032
Wright Street.

After no further comments, questions or discussion the meeting was adjourned at 4:15 p.m.
