MINUTES
January 24, 2019
Call to order:
The regular meeting of the Prattville Historic Preservation Commission was called to order on Thursday,
January 24, 2019 at 4:34 p.m.
Roll Call:
The secretary called the roll. Members present were Chairman Thea Langley, Vice-Chairman Gray Price,
Mr. Will Barrett, Mrs. Jean Davis, Ms. Lenore Kirkpatrick, Mr. Joel McCord, and Mrs. Kate Musgrove.
Members Absent: None.
Quorum present
Also present was Mr. Scott Stephens, City Planner; Mr. Austin Brass, Senior Planner; and Ms. Alisa
Morgan, Secretary.
Minutes:
Mr. Price moved to approve the minutes of the December 20, 2018 meeting. Ms. Kirkpatrick
seconded the motion. The motion passed unanimously.

Sign-Replacement
Alteration-Rear Deck

Charles Sanderson, Petitioner
This request was held at the previous meeting. The Commission tabled the sign request to be further
reviewed by a committee and the deck request was held until detailed drawings of the deck and ramp is
provided.
Charles Sanderson, presented the revised drawings of the sign and drawings for the deck and ramp. He
stated that the deck wood would be painted a light grey if they decide to paint it.
Mr. Brass provided the staff comments. He stated that the committee met (January 22nd) and the proposed
sign submitted by the petitioner was favorable with the committee members. He stated that the proposed
deck meets the guidelines.

Ms. Musgrove moved to approve the request as presented. Mrs. Davis seconded the motion.
The motion to approve passed unanimously.
Item #2 (Deck)
Mrs. Davis moved to approve the request as presented. Mr. Price seconded the motion.

Alteration-add 2nd level rear porch, add rear free standing carport/utility room

This request was held at the previous meeting. The Commission tabled the request to add a 2nd level rear
porch and add a rear free standing carport and utility room until detailed drawings could be submitted and
reviewed.
Mr. Brass provided staff comments. He stated that the drawings submitted for the carport shows a flat
roof which is not compatible to the existing gable style roof. He stated that the petitioner is proposing to
slope the roof toward the utility room away from the house. He stated that the proposed post will be
treated.
William Cowart, petitioner, presented his request for the drawings submitted for the carport and utility
room. He stated that the width of the carport is proposed at 36 feet. He stated that it may only extend 12
feet to prevent cutting down existing trees.
From the drawings and presentation made, the Commission still required additional information on the
setback of the carport and the roof pitch.
Item #4 (Free standing carport/utility room)
Mrs. Davis moved to table the outbuilding (Item #4). Ms. Musgrove seconded the motion.
The motion to table passed unanimously.
Item #3 (Porch above sun room)
Mr. Cowart stated that the porch will be second level located above the sunroom. He stated that he wanted
to also place a roof over the proposed porch.
Mr. Brass provided the staff comments. He stated that the petitioner’s previous submission was for an
open carport, but he is now proposing to cover the proposed porch.
Mr. Cowart stated that the roof would cover the entire rear portion of the area along with the proposed
porch.
Mr. McCord moved to approve the request to add a 2nd level porch with covered roof as proposed. Ms.
Musgrove seconded the motion.
The motion to approve passed unanimously.
