Special Meeting
April 11, 2019
Call to order:
The special meeting of the Prattville Historic Preservation Commission was called to order on Thursday,
April 11, 2019 at 3:50 p.m.
Roll Call:
The secretary called the roll. Members present were Chairman Thea Langley, Vice-Chairman Gray Price,
Mr. Will Barrett, Mrs. Jean Davis, Mr. Joel McCord, and Mrs. Kate Musgrove. Members Absent: Ms.
Lenore Kirkpatrick.
Quorum present
Also present was Mr. Scott Stephens, City Planner; Mr. Austin Brass, Senior Planner; and Ms. Alisa
Morgan, Secretary.
Minutes:
Mr. Price moved to approve the minutes of the February 28, 2019 meeting as corrected. Mr. McCord
seconded the motion. The motion passed unanimously.

Sign-Replacement
147 East Main Street
Chris McKay, Petitioner
Scott Browder with Browder Sign Company along with Nicole Clark, petitioner’s representatives, stated
that he has been contacted to replace an existing sign with a new sign on property at 147 East Main Street.
He stated that the proposed new sign will be 8 feet in height on 6’x6’ pressure treated wood with bronze
or copper caps on top, aluminum panel covered with digital print and laminated black background with
bold white lettering. He stated that he has done some signs in the historic district.
Mr. Brass provided staff comments. He stated that the existing sign was approved in October 2012 for
the face only, contingent that the height does not exceed 7 feet. He stated that the petitioner’s sign is
proposed for height of 8 feet, but it is narrower than the existing sign.
Ms. Musgrove asked if the commercial guidelines should be applied since the property is zoned B-2. Mr.
Brass stated that although the property is zoned B-2 (General Business) the structure on the lot is a
residential house.
Ms. Musgrove stated that the residential guidelines are very explicit about the types of materials that are
allowed. She offered that maybe the guidelines should be updated to reflect the current standard of
material being used since it has been the Commission’s practice to uphold the requirements of the
guidelines.
In their discussion, the Commission offered to find out the procedures for making changes to the
guidelines and offered to make those changes reflective of current standards of material being used. The

petitioner’s representative was agreeable in waiting to proceed so that their sign request would meet the
guidelines.
Mrs. Davis moved to table the request. Ms. Musgrove seconded the motion. The motion to table passed
unanimously.
Certificate of Appropriateness
Addition- -2nd level deck
121 West Main Street
Adrienne’s Bar, Petitioner
Darri Edwards presented the request for a 2nd level deck at 121 W. Main Street. He stated that the
Commission had approved the concept of the deck. He stated that they are requesting approval of
material and design of the proposed deck.
Mr. Brass provided the staff comments for the request for a Certificate of Appropriateness for a 2nd level
deck at 121 W. Main Street. He stated that the concept of the proposed request was approved in
November 2018. He stated that the rear and side elevations material will be corrugated metal.
Mr. Edwards stated that the metal staircase will be black. He stated that there will be a wired casing for
the rails at 5 ½ feet. He stated that the roof will have the same slope as the first floor as required.
Ms. Musgrove moved to approve the request as presented. Mr. Davis seconded the motion. The motion
passed unanimously.
Miscellaneous:
The Commission discussed planning work sessions to work on making modifications to their guidelines.
The dates agreed upon were the first Monday of each month beginning May 6th at 4:00 in the City Hall
Annex.

DESCRIPTION OF REQUEST:
Item 1: Replace existing free standing sign with 8’ freestanding sign.
HISTORIC PRESERVATION DISTRICT GUIDELINES REFERENCED:
Since the subject property/structure was initially developed as a residence, the requested alterations
were reviewed against the standards contained in the Prattville Residential Design Review Guidelines
Manual. The relevant sections of manual are included. Staff comments/evaluations are summarized
at the end of each section.

Signs (page 34)
Signs are important means of advertising and establishing business identities, and
establishments should have flexibility in determining what modern signage to use while
respecting the residential character of their host neighborhoods.
1. Sign usage should be kept to a minimum. In residential areas no more than two signs should
be placed on the property.
2. New signs should be of historically appropriate materials such as finished wood, glass, copper,
or bronze.
3. New signs should be scaled to be in proportion to the property.
4. Simplicity in design and content is recommended.
5. Colors used in signs should be coordinated with their buildings. Three colors or less should
be used per sign.
6. Lighting sources for signs should be external and concealed.
7. New signs should be installed in locations historically used for signs such as on awnings, on
upper façade walls covering five percent or less of the wall surface, inside windows, or
projecting from the building façade or elevation. Signs should not cover or obscure
architectural features.
STAFF ANALYSIS:
The proposed 4 x 8 (32 sq.’) freestanding sign has with a total sign face area of 24 sq.’ The commission
shall note that previous 4 x 8 freestanding sign was approved as submitted having wood panel boards not
meeting guideline (2), with the exception of an added height condition that the sign not exceed 7’. Based
off of site measurements, the existing sign differs from proposed sign in orientation. For example, the area
of the existing sign face is 8’ wide and 4’ tall, whereas proposed sign face area is 6’ tall and 4’ wide. It
shall be recommended that the commission take into consideration that the proposed sign will be 1’ taller
than the existing sign, however will be less wide by 4’, as the overall sign area has three 4 x 2 sign panel
pieces that are not connected.

Roofline Additions (page 40)
Rooftop additions provide owners the flexibility in their building use. Additions should use
design, materials, and placement that minimize their effect on the district’s historic character.
1. Rooftop additions should not be visible from the street
2. Rooftop additions should use similar roof forms to the buildings to which they are attached.
3. Additions should allow character-defining material.
Item 2. Addition of outside staircase up to deck at 121 W Main Street.
Fire Escapes and Staircases (page 20)
Fire Escapes are generally modern building components. However, when other means of upper-floor
escape do not exist, they are important safety features. Fire escapes should not be visible from the
street.
1. Fire escapes and staircases should be located on rear elevations or otherwise located so that
they are not visible from the street.
2. The addition of fire escapes should not damages architectural features.
3. Fire escapes may be either open or enclosed.
4. If enclosed, fire escapes surfaces should be of wood siding, brick veneer, or stucco.
5. If open, fire escape surfaces should be of metal or wood.
STAFF ANALYSIS:
Staff has yet to receive a detailed sample of proposed materials as of 3/21/19. Per condition of previous
approval, the HPC commission has agreed upon the overall concept of a rooftop deck contingent upon
sample of materials.
