October 25, 2018 Call to order: The regular meeting of the Prattville Historic Preservation Commission was called to order on Thursday,
October 25, 2018 at 4:30 p.m. Roll Call: The secretary called the roll. Members present were Vice-Chairman Gray Price, Mrs. Jean Davis, Ms. Lenore Kirkpatrick Mr. Joel McCord, and Mrs. Kate Musgrove. Members Absent: Chairman Thea Langley and Mr. Will Barrett.
Quorum present Also present was Mr. Robby Anderson, City Engineer; Mr. Austin Brass, Senior Planner and Ms. Alisa Morgan, Secretary. Vice-Chair Price presided over the meeting. Minutes: Mrs. Davis moved to approve the minutes of the September 27, 2018 meeting. Ms. Kirkpatrick seconded the motion. The motion passed unanimously.
Old Business: There was no old business to discuss. New Business: Certificate of Appropriateness Alterations- Sign/Awning 150 West Main Street Margaret Ezell, Petitioner Margaret Ezell, petitioner’s representative, presented the request for a Certificate of Appropriateness to make alterations at 150 East Main Street. She stated that the existing awning covering building 150-152
West Main Street would be removed and the proposed awning would cover building 150 only. She stated that the proposed awning’s size is 6’ and the lettering will be approximately the size as seen on the adjacent Uncle Mick’s awning. Austin Brass, Senior Planner, provided the staff report for the proposed alterations at 150 East Main Street. He stated that the existing awning is worn and agrees that it should be replaced. He stated that the staff would work with Ms. Ezell to ensure that the size of the letters are in compliance with the guidelines. He also stated that there are no guidelines restrictions on the peacock that is proposed to
attach to the awning and the Commission should decide if it is appropriate as presented. Vice-Chair Price opened discussion for the Board. After no further discussion, the vote was called. Ms.
Musgrove moved to approve the request as submitted. Mr. Davis seconded the motion. The motion to approve passed unanimously. There were no public comments.

Certificate of Appropriateness Demolition 116 Branch Street
James Garnett, Petitioner James Garnett, petitioner, presented the request for a Certificate of Appropriateness to demolish a structure on property located at 116 Branch Street. He stated that the property was used as a rental for residential use. He stated that the structure burned in December 2017 and has been declared unsafe and
unfit for human occupancy by the city’s Chief Building Official (letter attached and made a part of the minutes). He stated that he wants to remove the structure and use the lot for greenspace for property behind it on Fifth Street, which he also owns. He stated that he no longer wants to rent property and has
plans to sell the property on Fifth Street. Austin Brass presented the request for Certificate of Appropriateness for 116 Branch Street. He stated
that the property is a non-contributing historic structure. He stated that based on its non-contributing significance and a letter from the city’s Building Official, demolition of the structure is appropriate. Vice-Chair Price opened discussion for the Board. After no further discussion, the vote was called. Ms. Musgrove moved to approve the request as submitted based on supporting letter from the Chief Building Inspector stating that the structure is unsafe and uninhabitable. Mr. McCord seconded the motion. Vice-Chair Price opened the floor for public comments. Ananias Perry, representative of the Ward Chapel Church, inquired about any proposed changes to the access to the property.
Mr. Garnett stated that there will be no changes to access the property.
After no further public comments, the public hearing was closed. After no further discussion from the board, the vote was called. The motion to approve passed
unanimously. Miscellaneous: Vice-Chair Price presented to the Commission consideration to reschedule the regular meeting in November since it falls on the Thanksgiving holiday. With consensus from the board, the regular meeting scheduled in November was rescheduled to November 29, 2018 at its regular time.

Item 1 – Awnings – front storefront and rear doorways.
Awnings (pages 16 and 17)
1. Awnings with appropriate materials and colors may be added to buildings.
2. Awning installation should not damage the building or its architectural
features.
3. Awnings should be constructed of canvas or acrylic or be vinyl coated.
4. Awning materials should have traditional patterns such as solid colors or
stripes. Colors may vary but should complement the overall building color
and be similar to accent storefront or window accent colors. Loud or garishly
colored awnings are discouraged.
6. Awnings should be located above windows, doors, or storefronts or
attached to porches. They should not hide architectural features. If applied
to storefronts, they should stop short of overlapping the outermost structural
piers.

7. An awning’s shape should mimic that of the opening to which it is attached.
For rectangular openings, a shed form is appropriate. The use of bubble,
concave, or convex forms is discouraged.
8. If cleaning is desired, sweeping the underside with a broom and hosing the
upper side with clean water, then allowing it to dry completely, is an
appropriate method. Twice annually, it is appropriate to clean awnings by
scrubbing them with a soft brush and soap (not detergent), rinsing, and
drying. Every two to three years awnings may require professional cleaning
and waterproofing.

Demolition (page 55)
Demolition of buildings that contribute to the historic character of the district results
in an irreversible loss to the physical fabric of the community. Demolition of such
buildings is an outcome to be avoided.
1. Demolition is appropriate if the building does not contribute to the historic character
of the district.
2. Applicants for demolition and the Historic Preservation Commission should explore
possibilities for selling or reusing historic buildings, preferably onsite but also in
other locations, as alternatives to demolition.
3. Demolitions may be appropriate if the denial of the demolition will result in a
demonstrable economic hardship to the owner.
