November 29, 2018 Call to order: The regular meeting of the Prattville Historic Preservation Commission was called to order on Thursday,
November 29, 2018 at 4:30 p.m. Roll Call: The secretary called the roll. Members present were Chairman Thea Langley, Vice-Chairman Gray Price, Mr. Will Barrett, Mr. Joel McCord, and Mrs. Kate Musgrove. Members Absent: Mrs. Jean Davis and Ms. Lenore Kirkpatrick.
Quorum present Also present was Mr. Scott Stephens, City Planner; Mr. Austin Brass, Senior Planner; and Ms. Alisa Morgan, Secretary.
Minutes: Ms. Musgrove moved to approve the minutes of the October 25, 2018 meeting. Mr. McCord seconded the motion. The motion passed unanimously. Old Business: There was no old business to discuss. Chair Langley acknowledge the newly appointed City Planner, Scott Stephens. New Business: Certificate of Appropriateness Signs 138 South Washington Street First Baptist Church, Petitioner Travis Coleman introduces the request and John Johnston, presented the request for a Certificate of Appropriateness to place signs on property at 138 South Washington Street. Mr. Johnston stated that the
church has many activities held on the campus and the existing directional signs are inadequate. He stated that Innerface Architectural Signage, Inc. out of Atlanta, GA presented a study (attached) showing the most appropriate sign locations. He stated that the signs that are being replaced are not historic. Austin Brass, Senior Planner, provided the staff report for the proposed signs at 138 South Washington Street. He stated that the location of the proposed signs are included in the submitted study from Innerface Architectural Signage, Inc. (page 27). He stated that the proposed interior signs are appropriate, but the proposed sign visible from the public right of way does not fully meet the guidelines. Although it
is more appropriate than the existing sign. He stated that post and panel style is more appropriate for residential district in which this property is located.
Chair Langley asked had the applicant been advised on the guideline requirements. Mr. Brass stated that the application was submitted with the Innerface Architectural Signage, Inc. study included, but there was no consultation between the sign company and city staff. Mr. Coleman stated that he had spoken with the former Planning Director before he left, but the sign company didn’t get the guideline requirements.

Mr. Price asked about the type of proposed material. Mr. Brass stated that the majority of the signs are pylon material which the guidelines do not recommend. Ms. Musgrove asked about the height of the signs that will be out near the street. Mr. Brass stated that the proposed height of the signs are approximately 8 feet. He also stated that the zoning requires a 10 foot setback from the property line so there may be a need for variance to locate sign there. Chair Langley opened discussion for the Board.
Chair Langley recommended that the request not be approved as submitted or tabled and reviewed further by a subcommittee.
After no further discussion, the vote was called. Ms. Musgrove moved to deny the request as submitted and form a committee to meet with applicant’s representatives to further review signage that will meet the guidelines. Mr. Price seconded the motion. The motion to deny passed unanimously. There were no public comments.
Certificate of Appropriateness New Structure-Fence 150 East Fifth Street Gordon Faulk, Petitioner Austin Brass presented the request for Certificate of Appropriateness for 150 East Fifth Street. He stated that the fence was placed prior to HPC’s approval. He stated that fence is consistent with the guidelines. He stated that the staff recommends approval.
Gordon Faulk, petitioner, presented to the Commissioners a letter signed by adjacent property owners supporting the request for a Certificate of Appropriateness to allow the fence on property located at 150 East Fifth Street. Chair Langley opened discussion for the Board. After no further discussion, the vote was called. Mr. Price moved to approve the request as submitted. Ms. Musgrove seconded the motion. The motion to approve passed unanimously. There were no public comments. Certificate of Appropriateness New Structure-Outbuilding 231 College Street Kim & Hugh Hollon, Petitioners
Hugh Hollon, petitioner, presented the Certificate of Appropriateness for 231 College Street to place a 22’x30’ outbuilding. He stated that the structure is for a two car garage. He stated that the outbuilding will have vinyl siding and shingles that will match the house. He also stated that David Watson has been contracted to build the structure was present to answer any construction questions. Mr. Brass provided the staff report for the Certificate of Appropriateness for the request to place an outbuilding on property at 231 College Street. He stated that the drawings provided by the applicant shows the rendering of the building. He stated that the staff recommends approval.

Chair Langley opened discussion for the Board. After no discussion, the vote was called. Mr. Barrett moved to approve the request as submitted. Ms. Musgrove seconded the motion. The motion to approve passed unanimously. There were no public comments. Certificate of Appropriateness Addition-Rooftop 119 West Main Street Adrienne’s Bar, Petitioner Darri Edwards, petitioner’s representative, presented the request for a Certificate of Appropriateness for a second level deck and restrooms located at 119 West Main Street. He stated that the deck will have a bar
and storage area with 5 ½ foot railing. Mr. Brass provided the staff report for the Certificate of Appropriateness for a deck at 119 West Main Street. He stated that the petitioner is also requesting for the addition of outside stairway to lead to the rooftop deck off the rear of the building. The petitioner has submitted drawings showing a gable style roof. He stated that the guidelines require that the addition must match the existing (flat) roof. The rooftop will include a bar and bathrooms. He stated that the proposed stairway meets the intent of the guidelines. He stated that additional information is needed for review on material. Mr. Edwards explained the concept of the design for the deck. He stated that the deck will not sit directly on the roof, but will be supported on pillars.
Chair Langley opened discussion for the Board. After no discussion, the vote was called. Ms. Musgrove moved to approve the concept of the request as submitted contingent that detailed drawings and sample of
materials are presented to the HPC for review. Mr. Price seconded the motion. The motion to approve with contingencies passed unanimously.
There were no public comments. Certificate of Appropriateness Alteration-Replacing front door 146 West Main Street
Connie Dismukes/Michael Thompson, Petitioners Michael Thompson, petitioner, presented the request for a Certificate of Appropriateness for alterations to replace the front door at 146 West Main Street. He stated that the existing glass aluminum door will be replaced with wood one panel glass door.
Mr. Brass provided the staff report for the request for a Certificate of Appropriateness for alterations to replace the front door at 146 West Main Street. He stated that the request is in keeping with the
guidelines. He stated that the staff recommends approval. Chair Langley opened discussion for the Board. After no discussion, the vote was called. Ms. Musgrove

Miscellaneous: Mr. Stephens presented to the Commission consideration to change the submission deadline from 15 days prior to a meeting to 30 days. The submission deadline will allow staff time to adequately review and prepare agenda items. He also asked that the Commission give consideration to implementing the Expedited Review again. Mr. Stephens also asked the Commission to give consideration to reschedule the regular meeting in December since it falls on the week of Christmas holiday. With consensus from the board, the regular
meeting scheduled in December was rescheduled to December 20, 2018 at its regular time. Adjourn: With no further business, the meeting was adjourned at 5:38 p.m. Respectfully submitted,

Evaluation:
Since the subject property/structure is surrounded by residential properties, the requested
alterations were reviewed against the standards contained in the Prattville Residential
Design Review Guidelines Manual. The relevant sections of the manual are included. Staff
comments/evaluations are summarized at the end of the section.
Item 1. Exterior signage for church campus, identification & directional signage.
Signs (page 34)
Signs are important means of advertising and establishing business identities, and
establishments should have flexibility in determining what modern signage to use
while respecting the residential character of their host neighborhoods.
1. Sign usage should be kept to a minimum. In residential areas no more than two
signs should be placed on the property.
2. New signs should be of historically appropriate materials such as finished wood,
glass, copper, or bronze.
3. New signs should be scaled to be in proportion to the property.
4. Simplicity in design and content is recommended.
5. Colors used in signs should be coordinated with their buildings. Three colors or less
should be used per sign.
6. Lighting sources for signs should be external and concealed.
7. New signs should be installed in locations historically used for signs such as on
awnings, on upper façade walls covering five percent or less of the wall surface,
inside windows, or projecting from the building façade or elevation. Signs should
not cover or obscure architectural features.

Analysis:
The proposed replacement of directional signs are located within a residential district as
part of the Historic District. Staff does not believe the proposed directional/monument
signage meets the design guidelines for signs within this context. Specifically, in sign types
A,B & C that are visible from the public right-of-way (see attachment map) the proposal
conflicts with the requirements that it be constructed of historically appropriate material
(guideline 2), simple in design (guideline 4), and lighting sources that are not external and
concealed (guideline 6). Furthermore, it would be recommended that the wall mounted
signs placed on the south elevation of the building be scaled down. In all, the proposed
signage listed above is more appropriate for a commercial location outside the historic
district. It can be modified to meet the Commission’s guidelines. The Commission should
postpone proposed signage consideration until a different proposal can be submitted by
the application.

Fences and walls have historically been used to define ownership or function and to
separate public and private space. Historic fences and walls should be retained and
maintained. New fences and walls should use design, materials, and placement that
minimize their effect on the district’s historic character.
2. Wood and metal picket fences are appropriate new construction. If wooden, they
should be painted using colors complementary to the adjacent house. They should
be less than three feet tall, and the pickets should be set less than three inches apart
and be less than four inches in width.
Analysis: The applicant’s plan to add fencing in this proposed style is consistent with the
guidelines. The board should note that this fence was placed prior to HPC approval.

4. New outbuildings should use building and roof forms compatible to those used in
the adjoining main building.
5. New outbuildings should use materials compatible to those used in the adjoining
main buildings. Outbuildings that are not visible from public vantage points or have
very limited visibility may use modern synthetic siding materials.

Roofline Additions (page 40)
Rooftop additions provide owners the flexibility in their building use. Additions should use
design, materials, and placement that minimize their affect on the district’s historic
character.
1. Rooftop additions should not be visible from the street
2. Rooftop additions should use similar roof forms to the buildings to which they are
attached.
3. Additions should allow character-defining material.
Analysis:
The proposed rooftop addition would be consistent with guideline 1, however it may conflict
with guideline 2. The proposed roof addition appears to have a gabled roofline based off the

petitioner’s sketch, in sharp contrast from the flat roof element to which the building is
attached. More information should be requested for an analysis of guideline 3.
Item 2. Addition of outside staircase up to deck at 121 W Main Street.
Fire Escapes and Staircases (page 20)
Fire Escapes are generally modern building components. However, when other means of
upper-floor escape do not exist, they are important safety features. Fire escapes should not
be visible from the street.
1. Fire escapes and staircases should be located on rear elevations or otherwise
located so that they are not visible from the street.
2. The addition of fire escapes should not damages architectural features.
3. Fire escapes may be either open or enclosed.
4. If enclosed, fire escapes surfaces should be of wood siding, brick veneer, or stucco.
5. If open, fire escape surfaces should be of metal or wood.
Analysis:
The proposed stairway would meet the intent of guideline 1. Moreover, the current design
guidelines do not specifically address railings.

Door and Entrances (page 18)
Doors and often buildings central visual elements, so are particularly important
features. Historic entrances and doors should be retained, visible, maintained, and if
needed, repaired. Missing or severely deteriorated doors should be replaced with
historically appropriate doors. Screen, storm, and security doors should note detract
from the historic appearance of their building.
1. Clear-glass single-light painted wood doors with or without paneling are most
appropriate for replacing primary doors in the district’s commercial buildings. The
opening in secondary entrances may be smaller or doors may be solid wood. Dark
or bronze anodized metal, though less appropriate, may be substituted for wood.

Prattville Historic District
Design Review Policy
I. Purpose and Application
Ordinance 2008‐002, adopted by the Prattville City Council on January 3, 2008, created the
Prattville Historic District. Per Ordinance 2008‐002 and §11‐68‐9 of the Code of Alabama,
1975, as amended, changes to the exterior appearance any structure within the Prattville
Historic District shall require a Certificate of Appropriateness issued by the Prattville Historic
Preservation Committee. This policy shall govern the Prattville Historic Preservation
Committee’s review and issuance of Certificates of Appropriateness for the Prattville
Historic District.
II. Certificate of Appropriateness
A. When Required
Certificates of Appropriateness shall be obtained from the Historic Preservation
Committee prior to beginning any of the following activities on properties within the
Prattville Historic District:
1) Alterations, reconstruction, renovation or restoration of the exterior of any
existing building or structure;
2) An exterior addition to an existing building or structure;
3) A new structure including accessory buildings, walls, fences, terraces, driveways,
patios, pools, antennas, or removal of other similar items;
4) Demolition of any structure, including accessory building;
5) Painting of any previously unpainted structure originally constructed for
commercial purposes;
6) Erection or alteration of any sign
B. Exempt Activities
Certificates of Appropriateness from the Prattville Historic Preservation Committee shall
not be required for the following activities:
1) Minor maintenance and repairs to existing materials;
2) Reroofing with same or similar materials;
3) Exterior paint colors, except are required in Section II A.5.;
4) Changes to the interior of the building
III. Commission Review‐Procedure
A. Submission for Review
Request for Certificates of Appropriateness shall be made in the form of an application
provided by the Prattville Planning and Development Department. Applications shall be
accompanied by plans of the proposed construction, repairs, alterations or demolition.
Plans shall include the following items:
1) Scaled drawings showing the proposed changes to the building’s exterior
architectural features;
2) Photographs of the existing structure taken from several views. Photographs
shall include several views of the entire site;
3) Scaled site layout including all structures, fences, walkways, driveways, signs,
lighting, etc.;
4) Samples of proposed materials;
5) Any additional materials or documentation that will assist the Prattville Historic
Preservation Committee in the review ;
6) Review fee as set by the Prattville City Council;
7) Demolition Applications shall include the following additional information:
a. The historic significance of the structure, including a narrative
concerning any historical events or persons connected with the
structure;
b. The approximate date of the original construction and the date of any
major additions or alterations thereto, if known;
c. A description of the architectural style or period which the structure
represents, and any other material available concerning architectural
aspects of the structure;
d. At least two (2) exterior photographs of the structure, showing, as near
as possible, all the exposed surfaces of the structure;
e. A statement concerning any practical difficulties in making the structure
meet the minimum code requirements;
f. The present use of the property and surrounding properties and any
proposed use following demolition.
B. Submission Deadline
The Prattville Historic Preservation Committee will accept request for Certificates of
Appropriateness until fifteen (15) days prior to its regularly scheduled monthly meeting.
C. Staff Review
Submitted request for Certificates of Appropriateness shall be reviewed by the Planning
Department staff for completeness. Incomplete applications will be returned for
resubmission. Complete applications shall be transmitted with the agenda to the
Commission seven (7) days prior to each regularly scheduled meeting. The staff may
also offer a written review and opinion for each Certificate of Appropriateness request.
D. Public Notice:
The Prattville Planning Department shall provide public notice of all request for
Certificates of Appropriateness as follows:
1) Notices shall be sent by regular mail to each adjoining property owner as listed
in the office of Autauga County Revenue Commissioner. Notices shall include
the address of the requested Certificate of Appropriateness; details of
requested change; date, time and place of the Historic Preservation Committee
meeting where the requested Certificate of Appropriateness will be considered
and the location where the Certificate of Appropriateness application may be
reviewed.
2) Notice of Historic Preservation Committee hearing for the requested Certificate
of Appropriateness, shall be sent by regular mail to each applicant. The notice
shall include the date, time and location of the meeting and details of the
Historic Preservation Committee meeting hearing procedure.
3) A sign stating that a Certificate of Appropriateness from the Historic
Preservation Committee has been requested shall be placed on the property
under consideration. The signs shall be posted a minimum of ten (10) days prior
to the scheduled Historic Preservation Committee meeting.
E. Commission Action
The Commission shall review each properly submitted and complete request for
Certificate of Appropriateness. The Commission may request any technical
assistance required to make decisions on the requested Certificate of
Appropriateness. The Commission may issue a decision to approve the Certificate
of Appropriateness as submitted, to approve the Certificate of Appropriateness with
required modifications or to deny the Certificate of Appropriateness request. All
Commission decisions shall be issued in the form of a written order stating the
Commission’s findings, its decision and the reasons therefore. All written orders
shall be transmitted to the applicant within fifteen (15) days of approval by the
Commission.
F. Records
Records of all requests for Certificates of Appropriateness and the Commission’s
orders shall be permanently maintained by the Prattville Planning Department.
G. Enforcement
All orders and decisions of the Commission shall be enforced by the Prattville
Planning Department. Work found, upon inspection, not to be in compliance with
or started without a required Certificate of Appropriateness shall be reported to the
Commission and the Prattville Building Official. The Building Official shall
immediately issue a Stop Work Order until the case may be further reviewed by the
Historic Preservation Committee.
IV. Design Review Guidelines
The Historic Preservation Committee shall consider all request for Certificate of
Appropriateness based on the following standards.
A. Prattville Residential Design Review Guidelines Manual, as adopted and
periodically amended by the Historic Preservation Committee.
B. Prattville Commercial Design Review Guidelines Manual, as adopted and periodically
amended by the Historic Preservation Committee.
C. The historic or architectural value and significance of the building or structure which
is proposed to be constructed, reconstructed, altered, demolished or removed and its
relationship and congruity with the historic value of the District as a whole or adjacent
buildings or structures in particular.
D. The appropriateness of the exterior architectural features of the building or structure
which is proposed to be constructed, reconstructed, or altered in relationship to such
Historic District and the exterior architectural features of other buildings and structures
therein as a whole and adjacent buildings or structures in particular and to the
boundaries, terrain and other significant featrures of the lost upon which it is proposed
to be constructed and to similar features of the surrounding land area.
E. The general exterior design and materials proposed to be used in the building,
construction, reconstruction, or alteration of the building or structure and the type of
windows, exterior doors, lights and other fixtures and appurtenances which will be
visible from any public street, way, park or place.
V. Demolition Request
A. Request for Certificates of Appropriateness to permit demolition of property within
the historic district may be delayed by the Commission for a period of sixty (60) days.
B. The Commission shall use the waiting period to request information from qualified
firms or individuals to determine the structural condition of the building and its
economic viability for rehabilitation.
C. If the building is of architectural or historical significance, the Commission shall use
the waiting period to negotiate with the owner and other interested parties to preserve
the building.
VI. Amendment
The Commission may amend any portion of this policy so long as such amendments are in
accordance with laws of the State and Ordinances of the City of Prattville. Such amendments
shall require the affirmative vote of five (5) members of the Commission.
