CITY OF PRATTVILLE HISTORIC PRESERVATION COMMISSION MINUTES
February 22, 2018 Call to order: The regular meeting of the Prattville Historic Preservation Commission was called to order on Thursday,
February 22, 2018 at 4:33 p.m. Roll Call: The secretary called the roll. Members present were Chairman Thea Langley, Vice-Chairman Gray Price, Mr. Will Barrett, Mrs. Jean Davis Ms. Lenore Kirkpatrick, and Mrs. Kate Musgrove. Members Absent: None.
Quorum present Also present was Mr. Joel Duke, City Planner and Ms. Alisa Morgan, Secretary. Chair Langley took a moment to acknowledge former member Commissioner Larry Smith in his untimely passing and his contributions to the Commission and its work. Minutes: Ms. Musgrove moved to approve the minutes of the January 25, 2018 meeting. Mr. Barrett seconded the motion. The motion passed unanimously.
Old Business: There was no old business to discuss. New Business: Certificate of Appropriateness-Reconsideration New Structure-Front Porch Railings (exclude as previously approved) 115 Maple Street Tom Miller, Petitioner Tom Miller, petitioner, acknowledge the architectural work that Mr. Smith had done for him on this project in collaborating to create the design that the he was pleased with and the Commission agreed on,
and was ultimately approved. He stated that as the project has been developed he sees things that would look better than what is designed, which is the reason for the request to reconsider the design on the porch to remove the railings. He stated that the porch is lower than he perceived during design. He presented pictures to show the look of the porch without the proposed railings. He also stated that the rear porch screen will not be done at this time. Mr. Duke provided staff comments. He stated that the structure is new, therefore it is not a contributing historic structure. He stated that the Commission must decide how much the railing is a factor in tying
the structure into the district. Chair Langley opened discussion for the board. It was the board’s consensus that the railings would
diminish the look of the front of the house even more. Also, there were other homes in the district that do not have railings. After no further discussion, the vote was called. Mrs. Davis moved to remove the railings from the front and back porches. Ms. Musgrove seconded the motion.
The motion to approve passed unanimously.

Certificate of Appropriateness Alteration-Replace two front windows
226 South Washington Street Steve & Deborah Davis, Petitioners Mr. Duke stated that upon review from the staff, it was determined that the request for the replacement of the windows met the standards for maintenance and was approved by staff.
Miscellaneous: Mr. Duke stated that the item, 129 East Main Street-Handicapped Ramp, was approved under expedited review. Chair Langley informed the board of letters addressed to Mayor Gillespie and Council President Striplin that she sent on behalf of the HPC recommending a candidate to be appointed to the HPC.
Adjourn: With no further business, the meeting was adjourned at 5:02 p.m.
