April 26, 2018 Call to order: The regular meeting of the Prattville Historic Preservation Commission was called to order on Thursday,
April 26, 2018 at 4:36 p.m. Roll Call: The secretary called the roll. Members present were Chairman Thea Langley, Vice-Chairman Gray Price, Mr. Will Barrett, Ms. Lenore Kirkpatrick, and Mr. Joel McCord. Members Absent: Mrs. Jean Davis, and Mrs. Kate Musgrove.
Quorum present Also present was Mr. Joel Duke, City Planner and Ms. Alisa Morgan, Secretary. Minutes: Ms. Kirkpatrick moved to approve the minutes of the March 22, 2018 meeting. Mr. Barrett seconded the motion. The motion passed unanimously. Old Business: There was no old business to discuss.
New Business: Certificate of Appropriateness Sign 124 West Main Street Hancock Bank, Petitioner Sheri White of Florida Certified Sign Erectors, petitioner’s representative, presented the request to replace the current 8 foot pylon sign to a 5 foot monument sign. She also stated that the directional signs would be removed and not replaced. Mr. Duke provided staff comments. He stated that the proposed monument sign is in keeping with the
guidelines. After no further discussion, the vote was called. Mr. Price moved to approve the Certificate of Appropriateness to remove the 8 foot sign and replace with a 5 foot monument sign as submitted. Mr. McCord seconded the motion.
The motion to approve passed unanimously.
There were no public comments. Certificate of Appropriateness Alterations-Repair front porch, roof, windows and doors 190 East Sixth Street City of Prattville, Petitioner Carla Griffitt of the City of Prattville Code Enforcement, petitioner’s representative, presented the request for a Certificate of Appropriateness to make alterations to the structure located at 190 East Sixth Street.
She stated that on October 2, 2017 the City of Prattville Chief Building Official declared the structure

unsafe. December 13, 2017, The Code Enforcement Officer sent notice to the property owner ordering the repair or demolition of the structure within 45 days within said notice. She stated that since that time, no repairs have been made to the structure; therefore, the Prattville City Council declared the structure unsafe and a public nuisance that must be repaired or demolished. She stated that since the property is located inside the historic district, the requirement of the guidelines require them to try to preserve the building before considering demolition. Mr. Duke provided the staff report. He stated that the structure is a contributing structure built in the
1900. He stated that the structure has been altered with an addition to the rear. The front house is the original. He stated that state code allows demolition of the structure. Today, the structure violates city codes, it has an unsafe porch, hole in the roof and missing window panes. He stated that the list of
required repairs are listed in the Chief Building Official’s letter (attached and made a part of the minutes). Chair Langley opened the floor for public comments. Anne Goodson, 406 Martin Luther King Jr. Street, stated that her family wants to work on repairing the structure before considering selling the property. Anthony Gipson, 1780 Lincoln Drive, stated that they didn’t want to do major repairs then sell the house and not recoup the cost. Mr. Duke stated that the structure is in code violations and needs to bring into compliance to the historic district. The Commission’s guidance was needed on whether to repair or demolish the structure. After no further discussion, Mr. Barrett moved to allow repairs conditional to the October 2017 letter
issued by the Chief Building Official, that a contractor appear before the HPC with the specified items to be repaired and their cost. Ms. Kirkpatrick seconded the motion.
The motion passed unanimously. Miscellaneous: Mr. Duke stated that the item, 213 South Court Street-Sign, was approved under expedited review.
