CA1805-02 Certificate of Appropriateness Fence 115 Maple Street Tom Miller, Petitioner Public Hearing Miscellaneous: Staff Approval:  167 West Main Street (Sign)  119-A East Main Street (Sign) Adjourn: Approved 6/28/18 Prattville Historic Preservation Commission May 24, 2018 Minutes Page 1 of 2 CITY OF PRATTVILLE HISTORIC PRESERVATION COMMISSION MINUTES May 24, 2018 Call to order: The regular meeting of the Prattville Historic Preservation Commission was called to order on Thursday, May 24, 2018 at 4:38 p.m. Roll Call: The secretary called the roll. Members present were Chairman Thea Langley, Vice-Chairman Gray Price, Mr. Will Barrett, Ms. Lenore Kirkpatrick, and Mr. Joel McCord. Members Absent: Mrs. Jean Davis, and Mrs. Kate Musgrove. Quorum present Also present was Mr. Joel Duke, City Planner and Ms. Alisa Morgan, Secretary. Minutes: Mr. Price moved to approve the minutes of the April 26, 2018 meeting. Mr. Barrett seconded the motion. The motion passed unanimously. Old Business: There was no old business to discuss. New Business: Certificate of Appropriateness Fence 115 Maple Street Tom Miller, Petitioner Tom Miller, petitioner, presented the request to place a fence in the rear yard at property located at 115 Maple Street. He stated that the proposed four foot fence will be black vinyl coated to run the rear corner of the right and left side with the exception to the concrete wall will be five feet for safety purposes. He stated that the lot location is not a true corner lot, it is located near a vacant lot. He presented a picture of the proposed type of fence. Mr. Duke provided staff comments. He stated that the proposed fence basically met the guidelines except that it is visible from a side vantage point. He stated that the fence’s black color has limited visibility. He agreed that the lot is not a true corner lot. He stated that landscaping will eventually grow in. Chair Langley stated that she was not in favor of the proposed fence and would like to see one similar to Lee Carter’s fence at 327 South Washington Street; which is similar to the one located along the Creekwalk. Mr. Miller stated that he contemplated doing a portion of the fence similar but, the cost is expensive. He stated that the proposed fence is similar to what is at his current resident. Mr. Barrett stated that the front and side portion needs to be a decorative fence being that the adjacent lot is unlikely to be developed. Mr. Duke stated that the Commission has required more decorative fencing for portions that were visible. He stated that landscaping can help disguise the fence. He also stated that the proposed chain link fence is more appropriate for the rear and a decorative fencing is appropriate for the front and side. Approved 6/28/18 Prattville Historic Preservation Commission May 24, 2018 Minutes Page 2 of 2 Mr. Barrett stated that chain link fence for the rear and decorative fencing for the front and side is a great compromise. After no further discussion, the vote was called. Mr. Barrett moved to approve the Certificate of Appropriateness to allow a chain link fence for the rear as submitted and decorative fencing for the front and side (as indicated in drawing with asterisks). Mr. McCord seconded the motion. The motion to approve passed unanimously. There were no public comments. Miscellaneous: Mr. Duke stated that the items, 167 West Main Street (Sign) and 119-A East Main Street (Sign), were approved under expedited review.
