June 28, 2018 Call to order: The regular meeting of the Prattville Historic Preservation Commission was called to order on Thursday,
June 28, 2018 at 4:56 p.m. Roll Call: The secretary called the roll. Members present were Chairman Thea Langley, Vice-Chairman Gray Price, Mrs. Jean Davis, Ms. Lenore Kirkpatrick, and Mr. Joel McCord. Members Absent: Mr. Will Barrett and Mrs. Kate Musgrove.
Quorum present Also present was Mr. Joel Duke, City Planner and Ms. Alisa Morgan, Secretary. Minutes: Mr. Price moved to approve the minutes of the May 24, 2018 meeting. Mrs. Davis seconded the motion. The motion passed unanimously. Chair Langley changed the order that the agenda items were heard. New Business: Certificate of Appropriateness
New Structure-construct an open wall shed with hip roof
South Chestnut Street and First Street
Autauga Creek Improvement Committee, Petitioner
Skip Lobmiller, petitioner’s representative, presented the request to construct an open wall shed with roof at the intersection of South Chestnut Street and First Street. He stated that the roof is needed to protect the permanent display of McNeill Mill Turbine from sun damage. Mr. Duke provided the staff report for the request to for a new structure to be placed at the corner of South Chestnut Street and First Street. He stated that the structure will be similar to the wells on Doster Road. He stated that the staff has no objections. Chair Langley opened the floor for public comments.
Iris Korthauer, 444 Cargill Street, spoke in favor of the request. After no further public comments, the public hearing was closed.
Chair Langley opened discussion for the Board. After no further discussion, the vote was called. Mrs. Davis moved to approve the Certificate of Appropriateness to allow a new structure-construct an open
wall shed with hip metal roof as submitted. Mr. Price seconded the motion. The motion to approve passed unanimously.

Certificate of Appropriateness Fence 115 Maple Street
Tom Miller, Petitioner The Certificate of Appropriateness was heard and approved at the May 24 meeting. The petitioner is seeking to make modifications to the approved Certificate of Appropriateness.
Tom & Linda Miller, petitioners, presented pricing options for the fence in the rear yard at property located at 115 Maple Street. He stated that the proposed options (Attachments A & B) are least expensive and more in line with his request. Attachment C reflects what the Commission approved (Attachment
made a part of the minutes). He stated that in consideration to the proposed options, he is requesting that the Commission grant an exception to what has been approved. Mr. McCord stated that modification could be made to allow 1/3 ornamental fencing and 2/3 landscaping for the “L” shape side of fencing. Mr. Miller stated that he could move forward with the modification. After no further discussion, the vote was called. Mr. McCord moved to modify the previous approval of the “L” shape area of fencing of ornamental and chain link to change the west property line section of ornamental fencing to the grass area and chain link remainder and across to creek. Mrs. Kirkpatrick seconded the motion. The motion to approve passed by 4/1 vote as recorded. Favor: Chairman Thea Langley, Mrs. Jean Davis,
Ms. Lenore Kirkpatrick, and Mr. Joel McCord. Oppose: Mr. Gray Price. Certificate of Appropriateness New Structure-Awning 235 South Chestnut Street Spiller Furniture & Mattress, Petitioner Shane Spiller, petitioner, introduced the request to place a sign at 235 South Chestnut Street. He stated that they are making improvements to the building. The sign company installed the sign without business license or obtaining a building permit. Mr. Duke provided the staff report for the proposed sign at 235 South Chestnut Street. He stated that the structure is a non-contributing historic structure. He stated that the “before” picture, submitted with the application, is more in character with older buildings downtown. He stated that the sign can be constructed to fit as an awning, but the existing awning would have to be removed. Mr. Spiller stated that the existing awning is perfect fit for the building. He wants a sign not a new
awning. Mr. Duke stated that if the sign can be modified to fit flat against the building, it will be appropriate.
Chair Langley opened discussion for the Board. After no further discussion, the vote was called. Mrs. Davis moved to deny the request as submitted and suggested the petitioner work with the Planning staff to design the sign to guidelines and be reviewed at staff level. Mr. McCord seconded the motion. The motion to deny passed unanimously. There were no public comments.

Certificate of Appropriateness Alterations, Deck Addition, Sign
163 West Main Street Debra Pace Odam, Petitioner Debra Pace Odom, petitioner, presented the request to make alterations on property located at 163 West Main Street. She stated that they want to build a deck similar to the deck at Patsy’s Pins & Needles.
They want to open the back windows that have been bricked. Mr. Duke provided the staff report for the request to make alterations on property located at 163 West
Main Street. He stated that the structure is a contributing historic structure. He stated that concept of the proposed items 1-4 is appropriate, but additional details need to be provided before approval. He stated that the sign request (item 5) is appropriate for rear doors. An image of the actual sign is needed prior to permit approval. He stated that all items meet the guidelines and can be handled at staff level with additional details provided. Chair Langley opened discussion for the Board. After no further discussion, the vote was called. Mrs. Davis moved to table until additional details can be provided and reviewed. Mr. Price seconded the motion. The motion to approve passed unanimously. Miscellaneous: Mr. Duke stated that the item, 178 East Fourth Street (Sign), was approved under expedited review.

Recommendation: Request Modification –
Option 1 - remove existing awning and install new awning at
a level closer to existing awning. New awning may be across
width of the storefront or only over the doorway. Awning may
contain sign.
Option 2 – keep existing awning and install a new, indirectly
illuminated sign.
Evaluation:
The requested alterations were reviewed against the standards contained in the Prattville
Commercial Design Review Guidelines Manual. The relevant sections of manual are
included. Staff comments/evaluation follow the relevant sections.
Item 1. Install canvas awning above existing metal awning. New canvas awning will
include store logo.
Awnings (Page 16)
Historically, shopkeepers commonly used awnings on their stores. As air
conditioning became more common after the 1940s, awning use declined. Awnings
can add historic character to late-nineteenth and early-twentieth-century buildings,
advertise, and conserve energy. Their use is encouraged in both commercial and
residential settings.
1. Awnings with appropriate materials and colors may be added to buildings.
2. Awning installation should not damage the building or its architectural features.
3. Awnings should be constructed of canvas or acrylic or be vinyl coated.
4. Awning materials should have traditional patterns such as solid colors or stripes.
Colors may vary but should complement the overall building color and be similar
to accent storefront or window accent colors. Loud or garishly colored awnings are
discouraged.
5. Fixed metal, vinyl, or wood awnings are discouraged. Internally lit awnings are
also less appropriate.

6. Awnings should be located above windows, doors, or storefronts or attached to
porches. They should not hide architectural features. If applied to storefronts, they
should stop short of overlapping the outermost structural piers.
7. An awning’s shape should mimic that of the opening to which it is attached. For
rectangular openings, a shed form is appropriate. The use of bubble, concave, or
convex forms is discouraged.
Signs (page 29)
Signs are important elements in the historic and commercial character of the
downtown business district, and historic signage should be retained and maintained.
Signs are also important means of advertising and establishing business identities.
1. Historic signs should be retained, maintained, and, if needed, repaired.
2. New signs should be of traditional materials such as finished wood, glass, copper,
or bronze.
3. New signs should be installed in locations historically used for signs such as on
awnings, on upper façade walls covering five percent or less of the wall surface,
inside windows, or projecting from the building façade or elevation. Signs should
not cover or obscure architectural features.
4. New signs should be properly proportioned relative to their buildings.
5. Letters should be eighteen or less inches high and should cover sixty percent or
less of the total sign area.
6. Colors used in signs should be coordinated with their buildings. Three colors or
less should be used per sign.
7. Mounting equipment should be anchored in mortar, not bricks or stones, and
should avoid damaging the building.
Analysis: The applicant is requesting a Certificate of Appropriateness for alterations
completed without the required sign or building permits. The applicant is requesting approval
for an awning installed to replace a wall sign removed during recent maintenance and
repainting work.
The subject structure has an existing flat metal awning supported by anchor rods extending
from the façade. The additional awning was installed over the existing awning. The
additional awning is canvas over an aluminum frame. The ends of the aluminum frame
remain open. According to the applicant, no additional work on the additional awning is
proposed.
The additional awning appears to be a sign designed to mimics an awning design or an
incomplete awning. The design, as a sign or an awning, does not meet the Commission’s

guidelines. A redesign and correction is needed to bring the design closer to the simpler
style of the building and the district guidelines. Option 1 would be removal of the existing
awning and installation of the new awning at lower level. The new awning may cover the
width of the storefront, or may be smaller and cover only the doorway. The ends of the
awning frame should be covered with canvas. The new awning may contain a sign. Option
2 would be to keep the existing awning and install a new indirectly illuminated sign.

metal cornice with modillions surmounted by a parapet
spans them both.

Doors are often buildings’ central visual elements, so are particularly important features.
Historic entrances and doors should be retained, visible, maintained, and, if needed,
repaired. Missing or severely deteriorated doors should be replaced with historically
appropriate doors. Screen, storm, and security doors should not detract from the historic
appearance of their building.
5. Owners are encouraged to replace missing or severely damaged historic doors with
new doors that replicate the originals or other historic examples.

6. Clear-glass single-light painted wood doors with or without paneling are most
appropriate for replacing primary doors in the district’s commercial buildings. The
opening in secondary entrances may be smaller or doors may be solid wood. Dark
or bronze-anodized metal, though less appropriate, may be substituted for wood.
Analysis: Insufficient detail is provided at this time to determine the style and
appropriateness of the proposed doors. Dutch doors are permissible. Details needed
regarding openings (windows), panels, materials, and casings proposed.
Item 2. Restore/replace four (4) windows – remove bricked openings

Windows are prominent building components. They help to establish the rhythm of a
building or streetscape. Sometimes, particularly in industrial buildings, they are the
dominant visual element of a building exterior. Historic windows should be retained,
visible, maintained, and, if needed, repaired.
4. Missing windows or elements should be replaced so that they replicate the historic
windows or other historic examples.
5. Replacement windows should be of wood to match the original. The use of vinyl or
aluminum clad windows may also be appropriate if they match the original window.
Analysis: Insufficient detail is provided at this time to determine the style and
appropriateness of the proposed windows. Details needed regarding number of openings
panes, casings, and materials proposed.
Items 3 and 4. Build deck connecting two doorway – two options provided in

Decks (Page 37)
Decks are popular modern features. If added to district buildings, they should be
constructed on a building’s rear elevation or another location not visible from the
street.
1. Decks should be located on the rear elevations of buildings. They may also be
located on a side elevation if screened from view from the street through fencing
or plants or on the roof if screened from view through placement or parapets.
2. Decks should be constructed of wood or metal.

3. Decks should be stained or painted so that their colors are compatible with those
of their buildings.
4. Decks should be simple in design. Wood balusters should be less than three
inches apart and less than two inches in width and depth.
Analysis: Insufficient detail is provided at this time to determine the style and
appropriateness of the proposed deck. Details needed regarding railings and preferred
layout. Proposed deck is also located in easement granted to City of Prattville for access
and utilities. A deck may be permitted if it does not limit access to utilities.
Item 5. Signs – added to restored rear door – metal
