CA1808-01 Certificate of Appropriateness Alterations-Replace windows and aluminum siding 335 South Chestnut Street Cindy Stephens, Petitioner Public Hearing Miscellaneous: Adjourn: Approved 9/27/18 Prattville Historic Preservation Commission August 23, 2018 Minutes Page 1 of 3 CITY OF PRATTVILLE HISTORIC PRESERVATION COMMISSION MINUTES August 23, 2018 Call to order: The regular meeting of the Prattville Historic Preservation Commission was called to order on Thursday, August 23, 2018 at 4:33 p.m. Roll Call: The secretary called the roll. Members present were Chairman Thea Langley, Vice-Chairman Gray Price, Mrs. Jean Davis, Ms. Lenore Kirkpatrick, and Mr. Joel McCord. Members Absent: Mr. Will Barrett and Mrs. Kate Musgrove. Quorum present Also present was Mr. Joel Duke, City Planner and Ms. Alisa Morgan, Secretary. Minutes: Mr. Price moved to approve the minutes of the June 28, 2018 meeting. Mrs. Davis seconded the motion. The motion passed unanimously. Old Business: Certificate of Appropriateness Alterations, Deck Addition, Sign 163 West Main Street Debra Pace Odom, Petitioner Mr. Duke stated that the request was heard at the June 28th meeting. He stated that the Commission tabled the request and asked that more details be provided. The petitioner has provided that information and it has been reviewed by staff. He stated that the proposed material is sufficient and is consistent with the adjacent properties. He stated that the proposed railings are consistent with the existing railings at the business of Patsy’s Pens and Needles. He stated that the proposed access to the city’s walkway has to be worked out with the city. As long as the gate is consistent with what’s existing, there shouldn’t be any issues meeting the guidelines. Debra Pace Odom, petitioner, presented the material samples in drawings dated July 25 as submitted to the Planning Department for review. Mrs. Davis moved to separate the items for discussion and vote. Mrs. Musgrove seconded the motion. The motion passed unanimously. Item 1 - Restore/replace three (3) exit doors on rear façade. Ms. Odom stated that the one door that they really wanted to change is to the kitchen to make it a pass through door for food to be served. She stated that she is waiting for requirements from the Health Department for serving food outside. Mr. Duke stated that Dutch doors are appropriate. He asked if the doors are operable and stated that if they are, there is no requirement to replace them. He also stated that they are not required to match. He recommended solid door replacement if the door needs to be replaced. Ms. Odom stated that all the doors were operable and she would like to keep and repair them. They would have one metal door and two wood doors. Approved 9/27/18 Prattville Historic Preservation Commission August 23, 2018 Minutes Page 2 of 3 After consideration to keep and repair the doors, this item is determined to be maintenance and a Certificate of Appropriateness is not required. A Certificate of Appropriateness would be required if the door is replaced with different material. Item 2 - Restore/replace four (4) windows – remove bricked openings Ms. Odom stated that they want to remove the brick and replace with double pane window as presented. Ms. Davis moved to approve the request as submitted. Mr. McCord seconded the motion. The motion to approve passed unanimously. Items 3 & 4 - Build deck connecting to doorway Ms. Odom stated that the existing steps would be removed. She stated that if a deck covering is required by the Health Department, she would come back with a request. Mr. Price moved to approve the request as submitted (described as the larger of the two presented). Ms. Musgrove seconded the motion. The motion to approve passed unanimously. Item 5 – Signs Mr. Duke stated that the sign example presented is appropriate. The actual sign will need permit approval and can be approved under expedited review as allowed by the guidelines. Item 6-Gate Ms. Odom stated that a gate is needed for access from the walkway. Ms. Musgrove asked if an opening would be more practicable than a gate. An opening without a gate will require less maintenance. Ms. Odom agreed that an opening is more appropriate and feasible than a gate. Chair Langley stated that the request for an opening to the railings for access to the walkway would be deferred to the city with the Commission’s preference instead of a gate. New Business: Certificate of Appropriateness Alterations-Replace windows and aluminum siding 335 South Chestnut Street Cindy Stephens, Petitioner Austin Brass, Senior Planner, provided the staff report for the proposed alterations at 335 South Chestnut Street. The structure is a non-contributing historic structure. He stated that the petitioner is requesting to remove the existing faux wood and faux brick siding and replace with hardi plank lap siding. They are also requesting to remove all windows and replace with the same style 6/6 double pane windows. Cindy Stephens, petitioner, presented the request to make alterations at 335 South Chestnut Street. She stated that the replacement windows will be similar to the existing ones. She also inquired about color options for painting the structure. Chair Langley explained that the Commission does not regulate paint options on residential structures. Mr. McCord moved to approve the request as submitted. Ms. Musgrove seconded the motion. The motion to approve passed unanimously. There were no public comments.
