September 27, 2018 Call to order: The regular meeting of the Prattville Historic Preservation Commission was called to order on Thursday,
September 27, 2018 at 4:32 p.m. Roll Call: The secretary called the roll. Members present were Chairman Thea Langley, Vice-Chairman Gray Price, Mr. Will Barrett, Mrs. Jean Davis, and Ms. Lenore Kirkpatrick. Members Absent: Mr. Joel McCord and Mrs. Kate Musgrove.
Quorum present Also present was Mr. Robby Anderson, City Engineer; Mr. Austin Brass, Senior Planner and Ms. Alisa Morgan, Secretary.
Minutes: Mrs. Davis moved to approve the minutes of the August 23, 2018 meeting. Mr. Price seconded the motion. The motion passed unanimously. Old Business: There was no old business to discuss. New Business: Certificate of Appropriateness Alterations-Removing carport/addition 145 East Fourth Street First United Methodist Church, Petitioner Skip Jones, petitioner’s representative, presented the request for a Certificate of Appropriateness to make alterations at 145 East Fourth Street. He stated that the carport and room addition to the original structure would be removed. He stated that it is necessary to remove the additions to make repairs caused by water damage. He stated that with the additions being removed the house would be back to its original
configuration. Austin Brass, Senior Planner, provided the staff report for the proposed alterations at 145 East Fourth Street. He stated that the structure is a contributing historic structure, but the carport and addition are not original to the historic structure. Chair Langley opened discussion for the Board. After no further discussion, the vote was called. Ms. Kirkpatrick moved to approve the request as submitted. Mr. Price seconded the motion.
The motion to approve passed unanimously.

Mickey Thompson, petitioner’s representative, presented the request for a Certificate of Appropriateness to allow a sign and covered parking addition to the rear at 146 West Main Street. He stated that they are proposing to place 36” metal letters with back lighting on the front of the building. The proposed covered parking would not be used for no long term parking. He stated that the parking would be for pick-up orders only. He stated that the covered parking would be constructed with wood posts and refurbished tin allowing one to two parking spaces. Austin Brass presented the request for Certificate of Appropriateness for 146 West Main Street. He stated
that the guidelines require that letters should be eighteen or less inches high and should cover sixty percent or less of the total sign area. He stated that the building’s façade is larger than typical buildings in the downtown area; however, the letters are over the height requirements. He stated that the proposed
rear addition is appropriate. Mr. Thompson stated that request for 36” letters is because they would look more proportionate with the building and will show up better. The building’s name is 146 The District and contains three separate business to which each will have its individual awning. Mr. Barrett stated that consideration should be given to allow the 36” letters since the sign is encompassing three units. Mrs. Davis moved to separate the requested items. The motion failed for a lack of a second. After no further discussion, the vote was called. Mr. Price moved to approve the request as submitted. Mr. Barrett seconded the motion.
The motion to approve passed unanimously. There were no public comments.
Miscellaneous: Chair Langley presented to the Commission consideration to remove signs and fences from Section F:
Expedited Review of the Design Review Policy and revert the process back to the Commission for review until City Planner vacancy is filled. Mrs. Davis moved to revert signs and fencing from Expedited Review, Section F of the Design Review Policy and other improvements under Expedited Review will be reviewed at the next meeting. Ms. Kirkpatrick seconded the motion.

Evaluation:
The requested alterations were reviewed against the standards contained in the Prattville
Commercial Design Review Guidelines Manual. The relevant sections of manual are
included. Staff comments/evaluation follow the relevant sections.
Signs (page 29)
Signs are important elements in the historic and commercial character of the
downtown business district, and historic signage should be retained and maintained.
Signs are also important means of advertising and establishing business identities.
1. Historic signs should be retained, maintained, and, if needed, repaired.
2. New signs should be of traditional materials such as finished wood, glass, copper,
or bronze.
3. New signs should be installed in locations historically used for signs such as on
awnings, on upper façade walls covering five percent or less of the wall surface,

inside windows, or projecting from the building façade or elevation. Signs should
not cover or obscure architectural features.
4. New signs should be properly proportioned relative to their buildings.
5. Letters should be eighteen or less inches high and should cover sixty percent or
less of the total sign area.
6. Colors used in signs should be coordinated with their buildings. Three colors or
less should be used per sign.
7. Mounting equipment should be anchored in mortar, not bricks or stones, and
should avoid damaging the building.
Rear and lateral additions provide owners with flexibility in their building use. Additions
should use design, materials, and placement that minimize their affect on the district’s
historic character.
1. Additions should cause minimal damage or removal of historic walls, roofs,
and features from historic buildings. Existing openings should be used to connect
the building and the addition.
2. Additions should have little or no visibility from the primary street façade.
3. Additions should be compatible with the original building in scale, proportion
rhythm, and materials.
4. Additions should be distinguishable from the historic building: they should be
smaller and simpler in design.
5. Additions should not imitate earlier architectural styles, but should be
Contemporary in design but compatible with adjacent buildings.
