Members present were Chairman Thea Langley,Vice-Chairman Gray Price, Mrs. Kate Chieves,Mrs. Jean Davis,Ms. Lenore Kirkpatrick, and Mr. Larry Smith.Members Absent: Mr. Will Barrett. Quorum present Also present was Mr. Joel Duke, City Planner and Ms.Alisa Morgan, Secretary. Minutes: Mrs. Davis moved to approve the minutes of the June 9, 2016 meeting. Mr.Smith seconded the motion. The motion passed unanimously. Old Business: None New Business: Certificate of Appropriateness Addition-Pool w/concrete deck and a wood fence 132 North Northington Street Rick Womack, Petitioner Rick Womack, petitioner, presented his request for an addition of an 18’x36’ pool and privacy fence. Mr. Duke provided the staff report for a request for a pool and privacy to be located in the rear yard at 132 North Northington Street. He stated that the applicant’s requested additions are consistent with the Prattville Residential Design Review Guidelines. Mrs. Davis moved to approve the request as submitted. Ms. Kirkpatrick seconded the motion. The motion to approve passed unanimously. There were no public comments. Northington Street – CA1607-01 DATE July 17, 2016 PROPOSED DEVLOPMENT Petitioner: Rick Womack Property Owner: Same as petitioner Agent: N/A Location: 132 N. Northington Street Review Status and History Previous Approvals: CA1302-01SP (February 2103) – Remove existing brick chimney on the south side of the house due to missing bricks and deteriorated joints which is permitting rainwater to leak into the house. Hole created by the removal will be roofed over with the same shingles as the existing installation. Conditions of Previous Approvals: None. 1984/2007 Historic Properties Inventory Details 132 North Northington Street (circa 1900, contributing) W. W. Dunkin built this one-story frame building with its hip-and-gable roof and multiple, pedimented gables with original fish-scale shingles and stick-work ornamentation. Its half-hipped porch remains, though the original turned supports and balusters are no longer present. Proposed Alteration, Renovation or Addition The following changes have been requested by the applicant. See the application included as Attachment A for the owner’s description of each item. 1) In-ground 18’ x 36’ swimming pool with concrete deck; located in rear yard. 2) Six foot privacy fence in the backyard. Submission Status: Second request for a Certificate of Appropriateness for this address. Page 2 of 3 PLANNING STAFF EVALUATION Reviewed by: Joel T. Duke, AICP Site Visits Conducted: July 17, 2016 Recommendation: Items 1 and 2: Approve. Evaluation: The requested alterations were reviewed against the standards contained in the Prattville Residential Design Review Guidelines Manual. The relevant sections of manual are included. Staff comments/evaluations are summarized at the end of each section. Item 1. In-ground 18’ 36’ swimming pool with concrete deck, located in rear yard. Pools and Fountains (page 51) Pools and fountains are modern elements that can be most welcome on a summer day! New pools and fountains should use placement that minimizes their effect on the district’s historic character. 1. Swimming pools and fountains should be located in the back yards and have limited visibility from public vantage points. 2. Plants and/or fencing should be used to screen views of pools or fountains. Item 2. Six foot privacy fence in the backyard. Fences and Walls (Page 46) Fences and walls have historically been used to define ownership or function and to separate public and private space. Historic fences and walls should be retained and maintained. New fences and walls should use design, materials, and placement that minimize their affect on the district’s historic character. 4. Wood board fences may be located in back yards and should be less than six feet tall. Flat tops, dog-ear tops, or pointed tops are all appropriate designs.
