Call to order:
The regular meeting of the Prattville Historic Preservation Commission was called to order on Thursday,
December 15, 2016 at 4:31 p.m.
Roll Call:
The secretary called the roll. Members present were Chairman Thea Langley,Vice-Chairman Gray Price,
Mr. Will Barrett,Mrs. Jean Davis,Ms. Lenore Kirkpatrick,Mrs. Kate Musgrove,and Mr. Larry Smith.

Minutes:
Mr. Smith moved to approve the minutes of the October 27, 2016 meeting.Mr. Barrett seconded the
motion. The motion passed unanimously.

C. J. Martin, petitioner, presented their request to relocate a historic structure to a lot in the historic
district behind the old courthouse at 160 West Third Street.The structure is currently located at 115
Maple Street.
Robert Martin, petitioner, stated that movers looked at the structure and determined that it was capable of
being moved. He stated that the minimum cost to move the structure is $10,000.They asked the HPC to
provide assistance with funding or available grants in the move of the home and future renovation.
Mr. Duke provided the staff report for a request to relocate a historic structure to 160 West Third Street.
He stated that the structure was approved for demolition at its existing location at 115 Maple Street. He
stated that moving the structure is appropriate and it is appropriate to keep it in the historic district.He
stated that he was not aware that the petitioners were seeking financial assistance to remove the house,
however there are different entities that may provide assistance for their needs.
Mr. Barrett asked what the plans are for placing a residential structure in a business district. Mr. Martin
stated that the structure would not be used for residential purposes. They want to incorporate the building
into their plan to create a Center for Performing Arts.
Mr.Smith moved to approve the request as submitted contingent that the petitioners return to discuss their
proposed use of the structure. Mr.Price seconded the motion.
The motion to approve passed unanimously.

Details
115 Maple Street, Wainwright-Smith-Cook House
(circa 1860, contributing) - This rectangular one-story
frame building has extensive rear additions. Circa
1900, workers moved the formerly detached kitchen
and servant’s quarters to connect with the rear of the
house. A possible construction date for its deck-roofed
porch with chamfered and molded columns and
pierced-work wood railing is circa 1880.
201 South Court Street, old Autauga County
Courthouse (1870, circa 1923, and 1950,
contributing): The former courthouse is an Italianate,
rectangular, brick, two-story building with a gabled roof.
In the center of the south elevation is a hood resting on
consoles; it marks the location of one of the original
doorways. The high-ceilinged courtroom occupied the
upper floor and county offices were below; the interior is
now gutted. Construction of a service station, later used

as a warehouse, abutting the facade occurred circa
1923. Construction of the Northern one-story stuccoed
brick wing with an applied cornice occurred in 1950.
Proposed Alteration, Renovation or Addition
The following alteration has been requested by the applicant. See the application
included as Attachment A for description.
Item 1: Relocate portion of structure at 115 Maple Street to vacant portion of lot
containing 1870’s courthouse (160 West Third Street). Part to be relocated: front porch
and front two rooms.

Recommendation: Approval
Evaluation:
Since the subject property/structure was initially developed as a residence, the requested
alterations were reviewed against the standards contained in the Prattville Residential
Design Review Guidelines Manual. The relevant sections of manual are included. Staff
comments/evaluations are summarized at the end of each section.
Item 1: Relocate portion of structure at 115 Maple Street to vacant portion of lot
containing 1870’s courthouse (160 West Third Street). Part to be relocated: front
porch and front two rooms.
Moving Buildings (page 54)
Because much of a building’s historic significance results from its relationship with
other buildings and landscape elements, moving buildings is a less desirable
means of preservation than leaving them in place.
Analysis:
On June 9, 2016, the Commission granted approval for the demolition and removal
of the contributing structure located at 115 Maple Street. The applicant, Tom Miller,
agreed to offer the historic structure at no costs to anyone seeking to relocate it. Bob

and C. J. Martin have requested permission to relocate the front portion of the
structure and the front porch to the rear of their lot at the corner of Third Street and
Court Street. The relocated structure will be oriented toward West Third Street and
setback approximately 50’ from the street.
Relocating a historic residential structure to a predominantly commercial street is not
consistent with the adopted guidelines unless no other preservation alternative is
available. With the structure set for demolition, the requested relocation appears to
be the best available preservation option. The Commission should request that the
new setting include additional landscaping to mimic a residential setting and the
minimum amount of parking necessary in order to limit paved areas.
