MINUTES
January 16, 2014
Call to order:
Chairman Reuben Gardner called the meeting to order at 3:03 p.m.
Roll Call:
The secretary called the roll.Present:Mayor Bill Gillespie,Councilman Ray Boles,Chairman
Reuben Gardner,Vice-Chairman Roy McAuley,Mrs. Paula Carpenter,Mr. Gene Hall,Mr. Bobby
Nelson and Mr. Tim Smith. Absent:Chief Dallis Johnson.
(Quorum present)
Staff present:Mr.Joel Duke,City Planner and Ms.Alisa Morgan, Secretary.
Election of Officers:
Mr. Tim Smith was nominated unanimously as Chairman.
Mr. Reuben Gardner was nominated unanimously as Vice-Chairman.
Mr. Gardner passed the gavel to Mr. Tim Smith to preside over the meeting.
Minutes:
Mr. McAuley moved to approve the minutes of the December 19, 2013 meeting. Mr. Gardner
seconded the motion. The motion passed unanimously.

Mr. Duke stated that the petitioner wished to be withdrawn from the agenda.
Mr. Hall moved to remove the items from the agenda per petitioner’s request. Mr. Nelson
seconded the motion.
The motion passed unanimously.
3.Preliminary Plat: Autauga Creek District Substation Plat 1
Location: West 4th Street and Gin Shop Hill Road
Owner: Michael Vaughan/Alabama Power Company
Engineer/Representative: Carr & Associates Engineers, Inc.
Mr.McAuley introduced a resolution recommending approval of the preliminary plat of Autauga
Creek District Substation Plat 1 and moved for its approval. Mr.Gardner seconded the motion.
Chairman Smith opened the public hearing.
Bart Carr of Carr & Associates Engineers, Inc., petitioner’s representative, introduced the plat to
combine four lots into one lot for the development of an electric substation for Alabama Power
Company.
Mr. Duke stated that the property was zoned B-2 and R-3. He stated that a use-on-appeal was
required and was presented before the Board of Zoning Adjustment. He stated that the BZA
approved the use-on-appeal to allow the substation.
The public hearing was closed.
Mr. Duke provided the staff report. He stated that the consolidation of the lots was appropriate
regardless of the use. He stated that this would have been presented as a re-plat had all the
property been previously re-platted.
The motion to approve passed unanimously.
4.Final Plat: Autauga Creek District Substation Plat 1
Location: West 4th Street and Gin Shop Hill Road
Owner: Michael Vaughan/Alabama Power Company
Engineer/Representative: Carr & Associates Engineers, Inc.
Councilman Boles introduced a resolution recommending the approval of the final plat of Autauga
Creek District Substation Plat 1 and moved for its approval. Mr.Nelson seconded the motion.
The motion to approve passed unanimously.
