CITY COUNCIL MINUTES
TUESDAY, JUNE 18, 2019
6:03 P.M.
The Prattville City Council met in regular session on Tuesday, June 18, 2019, at 6:03 p.m. in
the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Council
President Striplin gave the invocation. Roll was called and all Councilors were present.
THE CHARACTER TRAIT OF THE MONTH IS TRUTHFULNESS: Earning future trust by
accurately reporting past facts.
APPROVAL OF MINUTES: Public Hearing and City Council Meeting June 4, 2019.
Councilor Starnes made a motion to adopt the minutes and Councilor Strichik seconded the
motion. With no discussion, the minutes were adopted (7-0).
COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA:
Jon Lee Finnegan, 211 Deer Trace, addressed the Council regarding Agenda Items #1 and #2.
Ms. Finnegan suggested that the fair market value amount be included in the ordinance and
resolution. Ms. Finnegan added that it was unusual that the 1.29-acre parcel and the 12.53
acres were both appraised at the same value of $22,000.00. Ms. Finnegan asked if the city’s
1.29-acre parcel was located near Mr. Boles’ 41-acres of property. Mayor Gillespie responded
the city’s property is located near Mr. Boles’ property.
MAYOR’S REPORT:
Mayor Gillespie requested a Point of Privilege. The Mayor introduced Officers Joshua Howell,
Robby Jackson, and DeAndre Ivory to the Council. These individuals came to the City of
Prattville as certified officers from other River Region communities. Each officer expressed their
appreciation for the opportunity to serve in the City of Prattville.
Mayor Gillespie also presented a badge to Officer Garrett Harrell. Officer Harrell graduated
from the Police Academy on May 28, 2019 and is carrying on a family tradition serving as an
officer in the City of Prattville.
The Mayor noted that the City of Prattville is blessed with volunteerism. Mayor Gillespie asked
Colonel Joseph Mathis, his family, and Council President Pro Tempore Brown to come forward.
The Mayor presented a Commendation to Col. Mathis for his dedication in serving the City of
Prattville. Col. Mathis was appointed to the Prattville Airport Authority on February 21, 2011
and served as Chairman for several of those years. Col. Mathis expressed his appreciation,
noting that is it a pleasure to live in and serve this community. Col. Mathis added that it was
also his great honor to be part of the Honor Flight.
June 17th was National Garbage Man Day. Mayor Gillespie personally thanked Prattville’s
Clean City Professionals for their hard work and dedication to provide quality service. This team
works in all weather conditions to keep the City clean and beautiful. Their service is invaluable
to the daily operation of the City and the health and wellness of its citizens.

The new 400’ guyed communications tower is now complete and should be fully operational in
the next few weeks. The City Council approved funding for this project in July 2017. This tower
will serve the Prattville Police and Fire Departments, as well as the city and county of
Montgomery within the Montgomery Metro Communications Cooperative District.
The City of Prattville is currently hosting the first Dixie District Tournament for the Ozone age
group at the Whetstone Complex. Mayor Gillespie expressed his appreciation to the dedicated
Parks and Recreation Department employees for their hard work during this tournament. The
winners of this tournament will go to the state tournament in Enterprise.
The Prattville Farmers Market will be held every Saturday during the summer in The Grove.
The next Creekwalk Series concert will be held Tuesday, June 25, 2019.
On July 4, 2019, the City is excited to celebrate thirty years of fireworks, with those who played
an important role in the first Independence Day fireworks show serving as Grand Marshals.
Infrastructure improvements continue with the 10th Street paving and stormwater project. This
project will not only provide resurfacing, but also update drainage in the area.
The City of Prattville has once again partnered with the Mid-South RC&D Council to continue
the stabilization of the Autauga Creek bank along Maple Street. The Engineering Department
recently installed twenty-four rolls (5,760 square feet) of Flexmat. This phase of the project
connects to the previous 2017 application along the outer creek bank and will allow for
automation in mowing and decrease the amount of weed-eating needed in this area. The City
of Prattville was awarded $20,000.00 in grant funding. Mayor Gillespie expressed his
appreciation to Mid-South RC&D Council for their continued support of the City of Prattville and
the stabilization of the Autauga Creek.
Mayor Gillespie noted that Consent Agenda Item #5 is a resolution to surplus one vehicle from
the Planning Department to be donated to the Town of Autaugaville. Mayor Stoudemire is very
appreciative to have this community partnership with the City of Prattville.
REPORT FROM COUNCIL ON SPECIAL COMMITTEES: None
REPORT ON STATUS OF CITY FINANCES:
Finance Director Daniel Oakley presented the finance reports for May 2019. The General Fund
Revenue report showed that year-to-date revenue was $27,216,393.36, an increase of 5.70%
in comparison to the prior year.
The Tax Breakdown Comparison report showed revenue increased by 5.47% in comparison
to the prior year.
The Expenses by Department report showed that with 66.67% of the budget year complete,
overall expenses were at 63.00%.

The Wastewater Enterprise Fund Income Statement showed a net income of $225,103.45 for
May 2019. Expenses from operations were at 61.44%, with overall expenses at 50.11%.
The Sanitation Enterprise Fund Income Statement showed a net income of $54,279.39 for May
2019. Expenses were slightly below budget at 62.58%.
The Judicial Special Revenue Fund Income Statement showed a net income of $18,025.42 for
May 2019. Expenses were in-line with budget at 66.40%.
The Bank Balances report showed a total cash balance of $25,851,959.34 as of May 31, 2019.
The City-Wide Accounts Payable and Debt Balances report show total debt at $58,640,929.50,
including non-enterprise fund debt of $25,607,387.09, as of May 31, 2019.

Councilor Cables made a motion to place Items # 1-7 on a Consent Agenda and Councilor
Strichik seconded the motion. There being no discussion, the items were placed on a Consent
Agenda (7-0). Councilor Boone made a motion to adopt the Consent Agenda and Councilor
Starnes seconded the motion. There being no discussion, the Consent Agenda was adopted

COMMENTS FROM PERSONS PRESENT:
Jon Lee Finnegan thanked the City personnel responsible for the new park area near the
Library. Ms. Finnegan recommended that property maps be included with Agenda Items #1
and #2. Ms. Finnegan also encouraged councilors to continue to research MVAH Holding, LLC,
MVAH Partners, LLC, and the federal lawsuit filed against Miller Valentine before the July 2,
2019 council meeting.
CLOSING COMMENTS:
Council President Striplin noted that tonight is the last regularly schedule council meeting that
Lisa Rollan will attend as the Economic Development Project Manager for the Prattville Area
Chamber of Commerce. Council President Striplin thanked Mrs. Rollan for her dedicated
service and offered best wishes on her new endeavor.
Council President Striplin announced that the Council needed to enter Executive Session to
discuss two economic development projects. City Attorney David McDowell had provided the
City Clerk with a letter of explanation for the Executive Session. That letter is made part of the
official record.
Councilor Strichik made a motion to enter into Executive Session and Councilor Cables
seconded the motion. With a vote of (7-0), the Council entered Executive Session at 6:38 p.m.
Council President Striplin announced that the Executive Session should last approximately
forty minutes and the council would not conduct any activity afterward.
The Council exited the Executive Session and reconvened the Regular Session at 7:35 p.m.
ADJOURN:
There being no further business to come before the council, Councilor Boone made a motion
to adjourn and Councilor Strichik seconded the motion. The meeting adjourned (7-0) at 7:36
p.m.
