Minutes 2019-02-19 1 PRATTVILLE CITY COUNCIL CITY COUNCIL MINUTES TUESDAY, FEBRUARY 19, 2019 6:02 P.M. The Prattville City Council met in regular session on Tuesday, February 19, 2019, at 6:02 p.m. in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Council President Striplin gave the invocation. Roll was called and all Councilors were present. THE CHARACTER TRAIT OF THE MONTH IS SENSITIVITY: Using my senses to perceive the true attitudes and emotions of others. APPROVAL OF MINUTES: City Council Meeting February 5, 2019. Council President Pro Tempore Brown made a motion to adopt the minutes and Councilor Boone seconded the motion. With no discussion, the minutes were adopted (7-0). COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA: None MAYOR’S REPORT: Mayor Gillespie thanked City staff and citizens of Prattville for their help in making the Mardi Gras Parade and the Prattville/Autauga Auto Show held last weekend such a successful event. This week is National Engineers Week. The Mayor personally expressed thanks to City Engineer Robby Anderson and his team for their daily hard work to keep the City running efficiently and effectively. The paving project continues as crews work around inclement weather. Mayor Gillespie thanked the Council for providing funding for this project and the Engineering staff for keeping the project moving forward. The 20th Annual Black History Program will be held Friday, February 22, 2019, at 6:00 p.m. at the Doster Community Center. Arbor Day will be celebrated Saturday, February 23, 2019, from 8:30 – 11:00 a.m. at Pratt Park. Tickets are available for the Creative and Performing Arts Council 2019 Honoree Dinner honoring Janice Hawkins, to be held Saturday, March 2, 2019, at the Marriott Legends at Capitol Hill. The State Severe Weather Preparedness Sales Tax Holiday will be held February 24 – 26, 2019. The tornado of February 17, 2008, changed lives, families, and neighborhoods in Prattville. Thankfully no lives were lost during that event. Wetumpka recently experienced a similar event. Mayor Gillespie expressed thanks to Public Safety and First Responders for their hard work and dedication. 2 REPORT FROM COUNCIL ON SPECIAL COMMITTEES: None REPORT ON STATUS OF CITY FINANCES: Finance Director Daniel Oakley presented the finance reports for January 2019. The General Fund Revenue report showed that year-to-date revenue was $14,795,322.63, an increase of 6.88% in comparison to the prior year. The Tax Breakdown Comparison report showed revenue increased by 0.50% in comparison to the prior year. The Expenses by Department report showed that with 33.33% of the budget year complete, overall expenses were at 29.55%. The Wastewater Enterprise Fund Income Statement showed a net loss of ($439,983.36) from operations in January 2019. This was due to $491,000.00 in capital project expenses. Operating expenses were well below budget. The Sanitation Enterprise Fund Income Statement showed a net income of $21,658.41 for January 2019. Expenses were slightly below budget at 30.57%. The Judicial Special Revenue Fund Income Statement showed a net income of $16,529.20 for January 2019. Expenses were below budget at 29.54%. The Bank Balances report showed a total cash balance of $26,990,879.09 as of January 31, 2019. The City Wide Accounts Payable and Debt Balances report show total debt at $59,005,048.00 as of January 31, 2019. Total non-enterprise fund debt was $25,835,561.08. CONSENT AGENDA: 1. RESOLUTION: To Authorize the Mayor to have Various Weeded Lots Abated per Title 11, Chapter 67 of the Code of Alabama, 1975, as Amended. (Sponsored By: Councilor Starnes) 2. RESOLUTION: To Enter into a Cash Management Services Agreement with Trustmark National Bank to Designate Finance Director Daniel Oakley as an Authorized Customer Representative. (Authority to Initiate Transactions). (Sponsored By: Council President Striplin) 3. RESOLUTION: To Declare the Structure Located at 325 Festival Drive to be Unsafe and a Public Nuisance (CitizenServe File 18-001443). (Sponsored By: Councilor Starnes) Councilor Strichik made a motion to place Items # 1-3 on a Consent Agenda and Councilor Cables seconded the motion. There being no discussion, the items were placed on a Consent Agenda (7-0). Councilor Starnes made a motion to adopt the Consent Agenda and Councilor Jackson seconded the motion.
