CITY COUNCIL MINUTES
TUESDAY, JANUARY 15, 2019
6:00 P.M.
The Prattville City Council met in regular session on Tuesday, January 15, 2019, at 6:00 p.m.
in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag,
Council President Striplin gave the invocation. Roll was called and all Councilors were present.
THE CHARACTER TRAIT OF THE MONTH IS OBEDIENCE: Quickly and cheerfully carrying
out the direction of those who are responsible for me.
APPROVAL OF MINUTES: Public Hearing and City Council Meeting January 3, 2019.
Councilor Cables made a motion to adopt the minutes and Councilor Strichik seconded the
motion. With no discussion, the minutes were adopted (7-0).
COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA: None
MAYOR’S REPORT:
Mayor Gillespie requested a Point of Privilege and presented a promotional badge to Police
Sgt. Brandon Amos. Mayor Gillespie also recognized Investigator Nancy Collier on her move
to the Investigations Division and Capt. Jeff Hassell on his completion of the FBI National
Academy. Capt. Hassell expressed appreciation to the Mayor and City Council for the
opportunity to attend the academy. Capt. Hassell added that with 23 years of service, it
continues to be a pleasure to serve the citizens of Prattville.
Mayor Gillespie proclaimed Wednesday, January 9, 2019, as Law Enforcement Appreciation
Day in the City of Prattville. The Mayor noted that with great sadness, flags are being flown at
half-staff to honor City of Birmingham Sgt. Wytasha Carter as he lost his life in the line of duty.
In 2019, there have been six fallen officers nationwide. The Mayor encouraged all to express
their appreciation to officers for putting their lives on the line each and every day and to keep
their families in our thoughts and prayers.
Paving projects will begin next week if weather permits. The Pratt Street project should finish
up in the next week.
The Autauga County PALS will hold a paper shredding event on Saturday, January 26, 2019,
from 9:00 a.m. to 1:00 p.m. at the Autauga County Commission Office parking lot. Volunteers
are needed.
REPORT FROM COUNCIL ON SPECIAL COMMITTEES:
Councilor Jackson reported that the Facilities Maintenance Committee met on January 7, 2019,
to discuss the ad-hoc committee recommendations for the former Boys and Girls Club property.
Councilor Starnes reported that the Judicial Committee met on January 11, 2019, to discuss
the 911 Board and the jail contract.

Councilor Starnes reported that the Fire Committee met on January 11, 2019, to discuss plans
for Fire Station #4.
REPORT ON STATUS OF CITY FINANCES:
Finance Director Daniel Oakley presented the finance reports for December 2018. The General
Fund Revenue report showed that year-to-date revenue was $6,895,189.10, an increase of
9.13% in comparison to the prior year.
The Tax Breakdown Comparison report showed revenue increased by 6.37% in comparison
to the prior year.
The Expenses by Department report showed that with 25% of the budget year complete, overall
expenses were at 21.96%.
The Wastewater Enterprise Fund Income Statement showed a net income of $38,721.15 for
December 2018. Operational expenses were at 19.19% and overall expenses were at 9.15%.
The Sanitation Enterprise Fund Income Statement showed a net income of $64,879.92 for
December 2018. Operational expenses were at 22.78% and overall expenses were at 20.83%.
The Judicial Special Revenue Fund Income Statement showed a net income of $22,714.64 for
December 2018. Expenses were below budget at 20.77%.
The Gas Tax Special Revenue Fund Income Statement, presented quarterly for October –
December 2018, showed revenue slightly over budget at 26.13%.
The Capital Projects Fund Income Statement, presented quarterly for October – December
2018, showed project expenses at $2,206,328.67. These projects include the South Industrial
Park Road & Bridge, the South Industrial park Access Road, Fairview Avenue Intersection
Improvements, and Wetumpka Street Drainage.
The Group Health Fund Income Statement, presented for October – December 2018, showed
that the fund performed well with net income of $99,035.37.
The Bank Balances report showed a total cash balance of $22,513,419.97 as of December 31,
2018.
The City Wide Accounts Payable and Debt Balances report showed the total debt balance city-
wide at $59,038,898.70 and total non-enterprise fund debt at $25,835,561.08 as of December
31, 2018.
CONSENT AGENDA:
1. RESOLUTION: To Authorize the Mayor to Enter into a Lease Agreement with the Autauga
County Family Support Center. (Sponsored By: Councilor Jackson)

2. RESOLUTION: To Declare Various Weeded Lots to be a Public Nuisance, Order Their
Abatement and Set a Public Hearing per Title 11, Chapter 67 of the Code of Alabama, 1975,
as Amended. (Sponsored By: Councilor Starnes)
Council President Pro Tempore Brown made a motion to place items #1-2 on a Consent
Agenda and Councilor Cables seconded the motion. The items were placed on a Consent
Agenda (7-0). Councilor Starnes made a motion to adopt the Consent Agenda and Councilor
Boone seconded the motion. There being no discussion, the Consent Agenda was adopted
with the following results:

CLOSING COMMENTS:
Council President Pro Tempore Brown announced that the Street Committee will meet on
January 22, 2019, at 3:30 p.m. in the HR conference room at City Hall.
Council President Striplin thanked those present for attending the meeting.
ADJOURN:
There being no further business to come before the council, Councilor Boone made a motion
to adjourn and Councilor Starnes seconded the motion. The meeting adjourned (7-0) at 6:17
p.m.
