CITY COUNCIL MINUTES
TUESDAY, DECEMBER 18, 2018
6:00 P.M.
The Prattville City Council met in regular session on Tuesday, December 18, 2018, at 6:00
p.m. in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag,
Council President Striplin gave the invocation. Roll was called and all Councilors were present.
THE CHARACTER TRAIT OF THE MONTH IS TRUSTWORTHINESS: Gaining the
confidence of others by demonstrating reliability.
APPROVAL OF MINUTES: Public Hearing and City Council Meeting December 4, 2018.
Councilor Strichik made a motion to adopt the minutes and Councilor Cables seconded the
motion. With no discussion, the minutes were adopted (7-0).
COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA: None
MAYOR’S REPORT:
Mayor Gillespie requested a Point of Privilege. Senator Clyde Chambliss and Representative
Will Dismukes presented a Resolution honoring the Autauga County Genealogical Society for
their dedication and hard work in preparation of and during the Autauga County Bicentennial
Fair. The Fair was held in the Doster Memorial Community Center on November 16-17, 2018.
The Resolution was presented to Mr. Larry Caver.
Mayor Gillespie presented a Mayor’s Challenge Coin to Mr. Caver and thanked him for being
a dedicated servant.
Senator Chambliss noted that Autauga County is older than the State of Alabama. The State
of Alabama is 199 years old and entering into its bicentennial year. Events will be held
statewide over the next year and culminate in December 2019.
Senator Chambliss thanked the Mayor and City Council for allowing them to be present at the
meeting, and added that he looks forward to working with Representative Dismukes.
Representative Dismukes stated that it is an honor to work with Senator Chambliss.
Mayor Gillespie reported that he met with the City’s legal representative from Alabama
Municipal Insurance Corporation to discuss the School Resource Officer Agreement in Agenda
Item #2. The representative was comfortable with moving forward with the agreement and
praised the Human Resources Department and Police Department for advancements.
The Mayor noted that 2018 has gone by in a flash and has been filled with blessings. Mayor
Gillespie added that he is so proud of this humble, caring, and progressive community. During
this time of year, families have enjoyed the Christmas decorations and shops have been full.
New businesses have opened this year and infrastructure has improved. The Mayor wished all
a meaningful Christmas and a safe New Year.

REPORT FROM COUNCIL ON SPECIAL COMMITTEES: None
REPORT ON STATUS OF CITY FINANCES:
Finance Director Daniel Oakley presented the finance reports for November 2018. The General
Fund Revenue report showed that year-to-date revenue was $3,068,766.83, a decrease of
1.63% in comparison to the prior year. This decrease was due to a timing difference in property
tax collection.
The Tax Breakdown Comparison report showed revenue increased by 7.49% in comparison
to the prior year.
The Expenses by Department report showed that with 16.67% of the budget year complete,
overall expenses were at 16.62%.
The Wastewater Enterprise Fund Income Statement showed a net income of $341,956.75 in
operations for November 2018. Expenses were below budget at 4.64%.
The Sanitation Enterprise Fund Income Statement showed a net income of $116,049.52 for
November 2018. Operation expenses were below budget at 13.28%.
The Judicial Special Revenue Fund Income Statement showed a net loss of ($5,822.80) for
November 2018. Expenses were slightly below budget at 14.13%.
The Bank Balances report showed a total cash balance of $19,893,379.63 as of November 30,
2018.
The City Wide Accounts Payable and Debt Balances report show total debt at $56,675,672.51
as of November 2018. Total non-enterprise fund debt was $23,438,218.79.
CONSENT AGENDA:
1. RESOLUTION: To Grant a Retail Beer (Off Premises Only) and a Retail Table Wine (Off
Premises Only) License to Tiger’s Pride Market, Inc. d/b/a Lion’s Pride 113. (Sponsored By:
Councilor Starnes)
2. RESOLUTION: To Re-Appoint Steve Burton to the Autauga-Prattville Public Library Board.
(Sponsored By: Council President Striplin)
Council President Pro Tempore Brown made a motion to place Items #1-2 on a consent agenda
and Councilor Strichik seconded the motion. There being no discussion, the items were placed
on a consent agenda (7-0). Councilor Cables made a motion to adopt the consent agenda and
Councilor Jackson seconded the motion. There being no discussion, the consent agenda was
adopted with the following results:

Councilor Boone made a motion to adopt the resolution and Councilor Strichik seconded the
motion. There being no discussion, the resolution was adopted with the following results:

Councilor Starnes made a motion to adopt the resolution and Council President Pro Tempore
Brown seconded the motion. There being no discussion, the resolution was adopted with the

3. RESOLUTION: To Award Bid No. 018-020 to Sprinturf, LLC for Turf Replacement at Stanley
Jensen Stadium for the Parks and Recreation Department at a Cost of $403,506.00.

Councilor Boone made a motion to adopt the resolution and Councilor Strichik seconded the
motion. Councilor Starnes asked if the cost of this project would be split with the Autauga
County Board of Education. Mayor Gillespie responded that this is in discussion and would be
a favorable move for the Board, but that time will tell. There being no further discussion, the
resolution was adopted with the following results:

COMMENTS FROM PERSONS PRESENT:
Jim Skelton, 122 Sycamore Drive, shared that Prattville was named the ‘Best Small Town in
Alabama’ in The Discover Blog. Prattville was described as chock-full of historic buildings,
nicknamed the “Fountain City” for its many artesian wells, and a popular destination for golfers.
The Bell House and Buena Vista were named historic buildings in the blog.
CLOSING COMMENTS:
Mayor Gillespie thanked City employees, Department Heads, the City Council, and citizens for
their dedication to this loving and caring community. The Mayor wished all a Merry Christmas.
Councilor Jackson wished all a Merry Christmas and a Happy New Year, encouraging all to
enjoy time with family.
Council President Pro Tempore Brown thanked City employees for their hard work to make the
City beautiful.
Council Starnes wished all a Merry Christmas and a Happy New Year.
Council Cables echoed that the City is beautiful and wished all a Merry Christmas and Happy
New Year. Councilor Cables also encouraged all to take an opportunity to serve others not as
fortunate.
Councilor Strichik wished all a Merry Christmas and Happy New Year. Councilor Strichik
thanked Department Heads and City crews for their hard work in making the City look amazing.
Councilor Boone wished all a Merry Christmas and encouraged all to keep Steve Burton in
their prayers. Councilor Boone also noted that downtown Prattville looks beautiful.
Council President Striplin concurred with the comments of other Councilors.
ADJOURN:
There being no further business to come before the council, Councilor Starnes made a motion
to adjourn and Councilor Cables seconded the motion. The meeting adjourned (7-0) at 6:28
p.m.
