BUDGET WORK SESSION MINUTES
SEPTEMBER 13, 2018
5:00 P.M.
The Prattville City Council held a work session on Wednesday, September 13, 2018, at 5:00
p.m. in the Council Chambers at City Hall.
The meeting was called to order by Council President Striplin and Council President Pro
Tempore Brown was recorded as absent on a pre-planned trip. All other Councilors were
recorded as present. The purpose of the work session was to discuss the proposed FY2018-
2019 budget.
Mayor Bill Gillespie was recorded as being present, as well as the following department
heads: Court Magistrate Charlotte Adair, City Engineer Robby Anderson, Fire Chief Terry
Brown, Parks and Recreation Director Kellie Cook, City Clerk Cathy Dickerson, I T Director
Jose Figueroa, Public Works Director Dale Gandy, Finance Director Daniel Oakley, Police
Chief Mark Thompson, and Human Resources Director Lisa Thrash.
The following City staff was also present: Assistant Police Chief Diane Thomas and Captain
James Harry.
Council President Striplin opened the work session. Council President Striplin explained that
the work session was not a council meeting and not a public meeting. No votes would be
taken and no public comment would be solicited. Council President Striplin expressed
appreciation to Department Heads for their assistance in explaining budget changes for their
departments.
Finance Director Daniel Oakley explained that the City has identified a couple of errors in the
draft budget originally presented to the council and posted on the website. Mr. Oakley
provided updated budget pages to each Councilor showing those corrections. The
corrections involved the Engineering, Police and Fire departments.
The Council reviewed the budget by department. Department Heads were given the
opportunity to review their respective budget changes with the Council.
Councilor Starnes expressed appreciation for the time it took to put the proposed budget
together.
Councilor Boone received the proposal provided by Council President Striplin for
compromises for the various allocations. Councilor Boone planned to review the proposal and
looked forward to further discussion.
Council President Striplin noted a need for more education on governmental accounting,
specifically reserve funds which are set aside from the general fund for future expenses.

There being no further business to come before the Council, the meeting adjourned at 6:39
