CITY COUNCIL MINUTES
TUESDAY, DECEMBER 20, 2016
6:02 P.M.
The Prattville City Council met in regular session on Tuesday, December 20, 2016, at 6:02 p.m.
in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag,
Council President Striplin gave the invocation. Roll was called and all Councilors were present.
THE CHARACTER TRAIT OF THE MONTH IS DILIGENCE: Investing all my energy
to complete the tasks assigned to me.
APPROVAL OF MINUTES: Public Hearing and City Council Meeting December 6, 2016.
Councilor Starnes made a motion to adopt the minutes and Council President Pro Tempore
Brown seconded the motion. With no discussion, the minutes were adopted (7-0).
COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA:
None
MAYOR’S REPORT:
The “Main Street Christmas” event held December 19, 2016 was very successful thanks to a
cooperative effort between the Chamber of Commerce and City staff. A number of business
owners reported that the evening was a profitable one. This event is expected to become an
annual event. Mayor Gillespie expressed appreciation to everyone who made this a great event
for downtown and for this Christmas season.
The Sanitation Department will have an adjusted schedule for the Christmas Holidays. For
Christmas week, Thursday and Friday’s routes will be collected on Thursday. Monday and
Tuesday’s routes next week will be collected on Tuesday. The recycling center will be open from
7:30 a.m. until noon on December 26, 2016 to drop off recyclables or garbage.
The City will also have an adjusted sanitation schedule for New Year’s. Please stay connected
through the city website or social media for scheduling adjustments and announcements.
Public Works will recycle Christmas trees again this year. Trees may be dropped off at the
Recycling Center on Ridgewood Road from December 26, 2016 - January 7, 2017. If citizens do
not have a way to transport trees, please place them at the curb on the normal residential yard
trash day and the Urban Management Department will collect them to be chipped for mulch.
REPORT FROM COUNCIL ON SPECIAL COMMITTEES:
Councilor Cables reported that the Sanitation Committee met on December 16, 2016. Public
Works Director Dale Gandy and the committee discussed the efficiencies of the Sanitation
Department, including the success with garbage cans and the side-arm truck.
REPORT ON THE STATUS OF CITY FINANCES:
Finance Director Daniel Oakley presented the finance reports for November 2016. All balances
shown in financial reports were unaudited. The General Fund Revenue report showed that
overall revenue was $2,883,483.93, which was up by 2.97% in comparison to the prior year.

The Tax Breakdown Comparison report showed revenue increased 2.58% in comparison to the
prior year.
The Expenses by Department report showed expenses in line with the budget. With 16.67% of
the budget year complete, expenses were at 16.79% of the budget.
The Wastewater Enterprise Fund Income Statement showed a net income of $72,889.79 for
November 2016. Expenses were below budget.
The Sanitation Enterprise Fund Income Statement showed a net income of $93,621.31 for
November 2016. Expenses were below budget.
The Judicial Special Revenue Fund Income Statement showed a net loss of ($21,121.35) for
November 2016, due to a reduction in collections. Expenses were also below budget.
The Bank Balances report showed a total cash balance of $19,061,098.20 as of November 30,
2016. All balances shown are reconciled balances and include normal outstanding checks and
deposits.
The City Wide Accounts Payable and Debt Balances report show total debt at $38,506,329.37
as of November 30, 2016. Payments on the North Silver Hills Drainage Canal Restoration
project will begin in February 2017. Payment for the 79’ aerial fire truck will begin in December
2017.
CONSENT AGENDA:
1. RESOLUTION: To Authorize the Mayor to have Various Weeded Lots Abated per Title 11,
Chapter 67 of the Code of Alabama, 1975, as Amended. (Sponsored By: Councilor Starnes)
2. RESOLUTION: To Reject All Bids for Bid No. 16-018 for Additions and Improvements to
Mac Gray Park. (Sponsored By: Councilor Boone)
Councilor Starnes made a motion to place Items #1-2 on a Consent Agenda and Councilor
Strichik seconded the motion. The items were placed on a Consent Agenda (7-0). Council
President Pro Tempore Brown made a motion to adopt the Consent Agenda and Councilor
Cables seconded the motion. There being no discussion, the Consent Agenda was adopted with
the following results:

Department at a Cost Not to Exceed $31,889.00. (Sponsored By: Councilor Boone)
Councilor Boone made a motion to adopt the Resolution and Councilor Strichik seconded the
motion. There being no discussion, the Resolution was adopted with the following results:

CLOSING COMMENTS:
Mayor Gillespie thanked all City employees for their efforts in making Prattville look so
beautiful. He thanked all departments for the work they do for the City and wished all a very
Merry Christmas and Happy & Safe New Year.
Councilor Starnes wished all a Merry Christmas and Happy New Year.
Councilor Strichik wished all a Merry Christmas and Happy New Year. He expressed gratitude
to all who have been so helpful during his tenure on the Council, including the Mayor, Council,
and City employees. He expressed appreciation to department heads who have responded to
help with issues. Councilor Strichik encouraged all to shop Prattville.
Council President Striplin expressed appreciation to all City employees. He thanked Councilors
for their efforts and encouraged them to continue to work through their committees. Council
President Striplin wished all a Merry Christmas and a Happy and Safe New Year.
ADJOURN:
There being no further business to come before the council, Councilor Boone made a motion to
adjourn and Councilor Starnes seconded the motion. The meeting adjourned (7-0) at 6:19 p.m.
