Minutes 2016-11-07 Organizational Meeting 1 CITY COUNCIL MINUTES ORGANIZATIONAL MEETING NOVEMBER 7, 2016 10:00 A.M. The Prattville City Council met for the organizational meeting on Monday, November 7, 2016 at 10:00 a.m. in the Council Chambers in City Hall, with City Clerk Cathy Dickerson presiding. Bishop Algie Morgan, Father Son, & Holy Ghost Church, gave the invocation. OATHS OF OFFICE Mayor Bill Gillespie, Jr. Senator Clyde Chambliss, Jr. Senate District 30 Mayor Gillespie noted that we live in a great community and so many have come before us in service to the City of Prattville to get us to where we are as a city. There is a changing of the guard - this Council includes some returning councilors and some new councilors. The Council and Administration will work together over the next four years. The Mayor pledged to do everything possible to have a productive and proactive Prattville and requested that citizens continue to pray for this administration. Councilor Albert Striplin Rev. ELECTION OF COUNCIL PRESIDENT: Councilor Brown nominated Councilor Striplin to serve as Council President and Councilor Cables seconded the motion. There being no discussion, Councilor Striplin was elected as Council President with the following results: AYES : STRIPLIN, JACKSON, BROWN, 2 STARNES, CABLES, STRICHIK, BOONE 7 NAYS : NONE 0 ABSTAINED : NONE 0 ABSENT : NONE Council President Striplin presided over the remainder of the organizational meeting. ELECTION OF COUNCIL PRESIDENT PRO TEMPORE: Councilor Starnes nominated Councilor Brown to serve as President Pro Tempore and Councilor Boone seconded the motion. There being no discussion, Councilor Brown was elected as President Pro Tempore with the following results: AYES : STRIPLIN, JACKSON, BROWN, STARNES, CABLES, STRICHIK, BOONE 7 NAYS : NONE 0 ABSTAINED : NONE 0 ABSENT : NONE AGENDA: 1. ORDINANCE: To Set Council Procedures for the 2016-2020 Quadrennium. (Sponsored By: Councilor Striplin) ORDINANCE BOOK 2016, PAGE 019 Councilor Boone made a motion to adopt the Ordinance and Councilor Starnes seconded the motion. By point of order, it is necessary for the council rules to be suspended if immediate action is to be considered. Councilor Brown made a motion to suspend the rules and Councilor Strichik seconded the motion. The rules were suspended (7-0). There being no further discussion, the Ordinance was adopted with the following results: AYES : STRIPLIN, JACKSON, BROWN, STARNES, CABLES, STRICHIK, BOONE 7 NAYS : NONE 0 ABSTAINED : NONE 0 ABSENT : NONE 2. RESOLUTION: To Provide Procedure and Criteria for the Establishment of Council Meetings, Agenda and Agenda Packet for the 2016-2020 Quadrennium. (Sponsored By: Councilor Striplin) RESOLUTION BOOK 2016, PAGE 193 Councilor Cables made a motion to adopt the Resolution and Councilor Starnes seconded the motion. There being no discussion, the Resolution was adopted with the following results: 3 AYES : STRIPLIN, JACKSON, BROWN, STARNES, CABLES, STRICHIK, BOONE 7 NAYS : NONE 0 ABSTAINED : NONE 0 ABSENT : NONE CLOSING: Mayor Gillespie stated that he looks forward to the next Quadrennium. Prattville will be well served by this Council and Administration. Councilor Jackson stated that he is honored and blessed to work with the Council and to serve the great City of Prattville. He thanked his family and friends for their support, and is looking forward to doing great things in the City of Prattville. Councilor Starnes thanked his mother and father, Dawn, and Jet for their support in seeking his second term. He looks forward to working with the Council, Mayor, department heads, and all City employees. Councilor Starnes would like to see the City of Prattville continue to pay down debt and increase cash reserves, while continuing to provide premier city services, economic development, and work closely with the Prattville Chamber of Commerce. Councilor Starnes congratulated Council President Albert Striplin and President Pro Tempore Denise Brown on their new roles on the Council. With this being Veteran’s Week, Councilor Starnes asked all veterans and members of the Military Committee of the Prattville Chamber of Commerce to stand and be recognized. After the conclusion of the Organizational Meeting, a ribbon cutting will be held for a dedicated parking space for veterans only in front of City Hall. Councilor Cables thanked all in attendance at this meeting. He stated he is humbled and blessed to serve and thanked the citizens of District 5 for their confidence in electing him to this position. He looks forward to working with the Council, the Mayor, and department heads over the next four years. Councilor Cables had the privilege to be raised in Prattville. This community is filled with kind, caring and loving people. Council Strichik stated that he is honored to serve this amazing community of great people. He will humbly and honestly serve, led by the hand of God. Councilor Strichik acknowledged his mother and father, noting that his father was a 3-tour Vietnam veteran. Councilor Strichik thanked his great friend and second father, C. Gray Price, former Mayor of Prattville, for swearing him in. He thanked his brother Larry, sister Linda, son Will, and wife Tracye, his two daughters who are away at school, and sister-in-law Teresa for their continuing support. Councilor Strichik will serve the citizens of District 6 and the City of Prattville to the best of his ability. Councilor Boone thanked the citizens of District 7 for allowing her to serve a second term. She thanked her family for their support and for the sacrifices they make as she serves the citizens of Prattville. With a young family, they have grown up seeing firsthand that politics is real life. Her door and her phone are always open to serve this community. 4 Council President Striplin expressed thankfulness for the opportunity and congratulated each of the Councilors. While the Council was elected from their respective districts, their area of service and fiduciary responsibility is to the entire City of Prattville. The Mayor is in charge of the day-to-day operations of the city. While it is helpful to know who to report a problem to, individual council members have absolutely no authority to instruct or make demands on any city employee. One of the secrets to be a successful councilor is to recognize that department heads and supervisors were here before this Council arrived and will be here after this term is complete. Department heads understand their equipment and staffing needs and have goals for their departments. Committee members have a role to listen, evaluate, offer counsel, and assist each department in moving forward within the financial capacity of the City. Senator Clyde Chambliss, Jr. gave the closing benediction. ADJOURNMENT: There being no further business to come before the council, Councilor Boone made the motion to adjourn and Councilor Strichik seconded the motion.
