Minutes 2016-09-20 1 PRATTVILLE CITY COUNCIL CITY COUNCIL MINUTES TUESDAY, SEPTEMBER 20, 2016 6:03 P.M. The Prattville City Council met in regular session on Tuesday, September 20, 2016, at 6:03 p.m. in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Council President Pro Tempore Striplin gave the invocation. Roll was called and Councilor Starnes was recorded as absent. THE CHARACTER TRAIT OF THE MONTH IS ORDERLINESS: Organizing my thoughts and surroundings for greater achievement. APPROVAL OF MINUTES: Meeting to Canvass Election Results August 30, 2016; Public Hearing and City Council Meeting September 6, 2016; and Work Session September 12, 2016. Councilor Boles made a motion to adopt the minutes and Councilor Whiteside seconded the motion. With no discussion, the minutes were adopted (6-0). COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA: None MAYOR’S REPORT: Mayor Gillespie requested a Point of Privilege and introduced Brandon Johnson, the City’s new Code Enforcement Officer. The Mayor introduced the new Autauga-Prattville Public Library Director Lindsey Milam and Assistant Library Director Stevie Sowell. The Farmers Market in the Grove has ended for the growing season. The Mayor thanked Special Events Coordinator Barbara Simpson, Festival Coordinator Brittany Glenn, guest chefs, musicians, farmers, vendors, and other employees who helped to make this season great not only for the growers, but also for the market’s patrons. The Worldwide Day of Play was postponed due to rain this past weekend. The new date is October 1st. National Night Out is October 4th in the Target Parking Lot. The FY2017 Budget is on the agenda for consideration tonight. Mayor Gillespie thanked department heads for working with their various Council committees. The Mayor also thanked Finance Director Doug Moseley and Human Resources Director Lisa Thrash for their work on the budget. The budget process has evolved from a lump-sum budget to a line-item budget and the implementation of enterprise funds. Mayor Gillespie assured Councilors and citizens that no matter what the budget process, departments are putting funding to good use. The return on investment is evident in the services provided and apparent in the projects delivered throughout the community. The Mayor recognized Chamber of Commerce President Patty VanderWal in the audience. 2 Councilor Boles thanked Mayor Gillespie for his leadership over the past six years. Mayor Gillespie responded that the budget process is more than any one person – its takes the dedication of all involved. REPORT FROM COUNCIL ON SPECIAL COMMITTEES: Councilor President Pro Tempore Striplin reported that the Wastewater Committee met on September 8, 2016 to discuss the FY2017 Wastewater Enterprise Fund Budget. The Committee discussed keeping capital improvements in the current budget, but recommended temporarily suspending major capital purchases in early 2017 until after the contract for the Phase 1 Pine Creek up-grade is awarded and the annual bond amortization costs are known. There are adequate reserves of approximately $2.250 million in the Wastewater Enterprise Fund to make these purchases. The committee recommended a very conservative approach to capital spending early in FY2017. Engineering work is on schedule with an estimated completion in February 2017. Based on initial projections, bid awarding and Phase 1 construction could begin four to six months later. Council President Pro Tempore Striplin also reported that the Sanitation Committee met on September 8, 2016 to discuss the proposed FY2017 Sanitation Enterprise Fund budget, which included a request for an additional 5,000 garbage cans. Presently the City has approximately 3,000 cans in use and one side-arm truck. Crews are still in a training mode with the side-war truck and pick up approximately 600 cans per day. Depending on conditions, an experienced operator could service approximately 700- 800 cans per day. In 2017, efforts will be made to coordinate the delivery of new cans with the delivery of one new side-arm truck in order to properly service the additional cans. Delivery on the first side-arm truck took approximately six months. The committee anticipates that the new side-arm truck will be paid for by the sale or trade of two current garbage vehicles, the sale of surplus equipment approved at the last Council meeting, and, if necessary, use of Sanitation Enterprise Reserve Funds. As of August 31, 2016, the Sanitation Enterprise Fund had approximately $690,000.00 in reserve funds. Hopefully at year end, the reserves will be slightly increased. REPORT ON THE STATUS OF CITY FINANCES: Finance Director Doug Moseley presented the finance reports for August 2016. The Unaudited General Fund Revenue report showed that year-to-date revenue increased by 4.13%, or $1,294,272.70. The Tax Breakdown Comparison report showed revenue increased 6.44% in comparison to the prior year. The Unaudited Expenses by Department report showed that with 91.67% of the budget year complete, overall expenses were at 82.34%. 3 The Wastewater Enterprise Fund Income Statement showed that with 83.33% of the budget year complete, revenue was at 87.08%. With 91.67% of the budget year complete, expenses were at 75.28%. The Sanitation Enterprise Fund Income Statement showed that with 83.33% of the budget year complete, revenue was at 80.89%. With 91.67% of the budget year complete, expenses were at 92.31%. The Judicial Special Revenue Fund Income Statement showed that with 91.67% of the budget year complete, revenue was lagging at 67.03%. With 91.67% of the budget year complete, expenses were at 73.58%. The Bank Balances report showed a total cash balance of $20,614,033.38 as of August 31, 2016. The City Wide Accounts Payable and Debt Balances report show total debt at $38,678,466.14 as of August 31, 2016. CONSENT AGENDA: 1.
