Minutes 2016-06-07 1 PRATTVILLE CITY COUNCIL CITY COUNCIL MINUTES TUESDAY, JUNE 7, 2016 The Prattville City Council met in regular session on Tuesday, June 7, 2016, at 6:02 p.m. in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Council President Wood gave the invocation. Roll was called and Councilor Boles and Council Boone were absent. THE CHARACTER TRAIT OF THE MONTH IS ENDURANCE: The inner strength to withstand stress and do my best. APPROVAL OF MINUTES: Public Hearing and City Council Meeting May 17, 2016. Councilor Brown made a motion to adopt the minutes and Councilor Whiteside seconded the motion. With no discussion, the minutes were adopted (5-0). COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA: None MAYOR’S REPORT: The Mayor was granted a point of personal privilege to allow Senator Clyde Chambliss to give a legislative update. Senator Chambliss expressed his appreciation for the opportunity that the citizens have given him to serve on the Alabama Senate. The budgets were passed early this year. Senator Chambliss along with others pressed very hard for budget hearings to make this possible. Across the board cuts were ended and each department was prioritized. The National Guard, Courts, Corrections, Health, Mental Health, D.H.R. and Medicaid accounts were increased. Medicaid is $85 million short, but is $15 million ahead of where it was last year, and $50 million ahead of where it was the year before that. A significant amount of money has been invested into Medicaid. Almost 42% of budget was going to Medicaid, which was not sustainable. Senator Chambliss and others have pushed for Medicaid hearings to address this issue, and they are currently on hearing # 5 of 7. The goal is to insure the program has long-term stability. Funding was passed to increase money in schools for text books, classroom materials, dual enrollment and the Pre-K program. Teachers were given a cost of living adjustment. The general public saw a cost of living increase between 2008 and 2015 of 13% and State employees increased 5%, while teachers increased only 2.5%. Senator Chambliss asked for support for the constitutional amendment to require that all funds collected in state parks be spent in state parks. He sponsored legislation that was passed to make it a Class A felony for aggravated child abuse to a child less than 6 years old. Suicide awareness training in schools was expanded. Capital Murder charges are available if abuse of a child results in the child’s death. 2 A Bill was passed to allow deductions of contributions to the Health Saving accounts on state level. Two Economic Development Senate Bills were passed, one dealing primarily with ports and another making tax credits available to those who increase employment. Two Bills dealing with abortions were passed. Dismemberment abortions and clinics within 2000ft of a K through 8 school have been banned. Senator Chambliss urged the Council to reach out to him when needed. Council President Wood thanked Senator Chambliss for the job he is doing. Mayor Gillespie also thanked Senator Chambliss for all that he is doing. The Memorial Day service was held at the Courthouse. The Mayor expressed his appreciation for the American Legion and VFW for allowing the City to participate. He also thanked the Police, Fire, Public Works, Parks & Recreation Departments, along with his staff for all they did to make sure it was a success. Retro Pool Day was a successful family-friendly event. The Mayor thanked the Parks & Recreation Department for manning the pool, cooking and working on this holiday event. The Prattville Farmers Market opened this past Saturday for the season. The Mayor thanked Barbara Simpson and Brittany Glenn for their hard work in getting everything ready, taking care of the growers and securing entertainment for the Market. The Market will run on Saturdays through the end of September from 7:00 a.m. to noon. The Canoe Trail Fun Run on Autauga Creek was held over the weekend. Tuesday, June 14th marks the first Creekwalk Concert in this summer’s series. “Souled Out” will start playing at 7:00 p.m. Council President Wood recognized that City of Selma City Council President Corey Bowie was in attendance. Rd. 11, Deatsville, owns the property located at 519 N. Court St. and listed in Consent Agenda Item #1 concerning weeded lots. Mr. Harrison explained that the issue has been resolved and the lot will continue to be maintained from this point forward. Council President Wood thanked Mr. Harrison and explained that if the issue has been resolved then no further action would be taken. Sally Camire, 133 Gray Drive, Prattville, brought to the Council’s attention an issue concerning loose dogs in her neighborhood. Mrs. Camire explained that her neighbor has two dogs that are 5 typically loose, and that they have charged her friends and herself on several occasions. The dogs have also caused damage to Mrs. Camire’s fence. She asked for guidance on how to take care of this issue. Council President Wood referred Mrs. Camire to the Mayor’s office for assistance on this matter. There being no further business to come before the council, Councilor Whiteside made a motion to adjourn and Councilor Starnes seconded the motion.
