ANALYSIS: Proposed Use: The applicant is requesting a zoning designation of B-2 (General Business) R-3 (Single-Family Residential) & FAR (Forest, Agriculture, Recreation). At this time there is no specific proposed use for the property. Street Connectivity: No new access points are proposed within the submitted sketch exhibit in support of this rezoning. The majority of the tract has frontage along US HWY 82. As an Alabama Department of Transportation maintained highway corridor, controlled access points allow for no future ingress/egress connections other than the existing access point’s currently placed. A proposed single-family residential development (McClain Landing, Phase 1) shows a stub out connection with this property allowing access from the property to the future subdivision. MAXIMUM BUILDING AREA PERCENT: 35% CITY OF PRATTVILLE Planning Department Staff Report Rezoning ZN 2019-19 Page 4  B-2, General Business District: Permitted uses within the B-2 zoning district include the following:  Motel or Hotel  Restaurants  Filling stations  Major auto repair  Shopping Center/Retail  Offices THE COMPREHENSIVE PLAN/STAFF COMMENTS: The subject site has a Future Land Use Map (FLUM) designation of Mixed-Use- Transitional. The Murfee Trust property is currently an undeveloped tract of land extending from the SE corner of HWY 82 & McQueen Smith Road eastward along US HWY 82. Within a rezoning exhibit submitted within this application, the property is divided up into several different sections for rezoning. Parcel “C’ is currently an unzoned and FAR 55.402 +/- acre tract with a proposal of rezoning to R-3 (Single-Family Residential). An R-3 rezoning here would be consistent with the adjacent tract to the south that with the future McClain Landing Subdivision. Parcel “A & B” are proposed to be rezoned from FAR (Forest, Agriculture, and Recreation) and unzoned to B-2 (General Business). The section of the tract consists of 38.914 +/- acres and will be located nearest to the public access easement that serves as ingress/egress to the property from US HWY 82. Parcel “D” is located at the rear section of the tract and consists of 96.88- +/- acres. This section is currently split between unzoned and FAR (Forest, Agriculture, and Recreation). The proposal here is to rezone the unzoned sections of the parcel to FAR, and keep the remaining areas at the current FAR zoning. On January 21, 2010, the Planning Commission adopted an updated the Prattville Comprehensive Plan. The Future Land Use Plan and Map in Section 2.2 of the document shows the subject parcel as “Mixed-Use Transitional”. Mixed-use transitional areas are referenced to include uses such as housing of a variety of densities & retail/services in a limited scale serving the local variety.
