CITY COUNCIL MINUTES
TUESDAY, DECEMBER 1, 2015
The Prattville City Council met in regular session on Tuesday, December 1, 2015, at 6:01 p.m.
in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag,
Council President Wood gave the invocation. Roll was called and all Councilors were present.
THE CHARACTER TRAIT OF THE MONTH IS COMPASSION: Investing whatever is
necessary to heal the hurts of others.
APPROVAL OF MINUTES: City Council Meeting November 17, 2015.
Councilor Boone made a motion to adopt the minutes and Councilor Whiteside seconded the
motion. With no discussion, the minutes were adopted (7-0).
COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA:
Jon Lee Finnegan, 211 Deer Trace, addressed the Council regarding Agenda Item# 3 to
purchase five hundred forty-nine (549) garbage cans. Ms. Finnegan asked which areas of the
City would be receiving the new garbage cans. Mayor Gillespie responded that citizens in each
district, as well as, the City as an entity have a need for these garbage cans. Ms. Finnegan
asked which subdivisions would be getting new cans. The Mayor explained that he could not
give her names and addresses, but asked her to get with his assistant for more information.
Ms. Finnegan added that the City has funds for one thousand (1,000) cans budgeted, and
asked when more cans would be purchased, and where they would go. Council President
Wood explained that there is nothing before the Council to spend the additional budgeted
funds. He added that the City has budgeted for one thousand (1,000) cans, but that does not
obligate the City to purchase one thousand (1,000) cans this fiscal year. Councilor Boles
explained that the City is accommodating the current need for new cans for residents and for
the City as an entity. Council President Wood explained that there is no mandate for citizens
to convert to garbage cans.
MAYOR’S REPORT:
Mayor Gillespie was granted a point of personal privilege to have Chris Camp and Mary Vavra
of Lose and & Associates present the Parks and Recreation Department Master Plan
(Attached).
Council President Wood commended Mr. Camp and Ms. Vavra on their report.
The Mayor thanked Mr. Camp and Ms. Vavra for their report.
Mayor Gillespie hoped that everyone was blessed over the Thanksgiving holiday weekend.
The City had a wonderful Tree Lighting Ceremony last night. The Mayor thanked Parks &
Recreation, Public Works, Engineering, Police, and Fire departments, as well as anyone else
that helped to make the event a success.
The Christmas Parade is scheduled for Friday, December 4th at 7:00 p.m. The parade will
begin and end at the Autauga County Courthouse.

Way Off Broadway Theatre will be putting on a Christmas Play, “Merry Christmas, Dear
Grandpa.” Performances run from December 10th through the 20th.
The Prattville Pops and Community Chorus will hold their annual Christmas concert on
December 11th.
The Mayor asked that everyone check the City website for more details on all of these
upcoming seasonal events.

The Mayor thanked the Council and all City employees for their hard work.
Councilor Boone thanked Lose and Associates for their hard work on the Master Plan and for
the direction they have given the City.

Council President Wood thanked all employees, the Mayor and the Council for all that they
do. Council President Wood called a Finance Committee Meeting for Tuesday, December 8,
2015 at 9:30 a.m. in the City Hall Annex.
ADJOURN:
There being no further business to come before the Council, Councilor Boles made a motion
to adjourn and Councilor Starnes seconded the motion. The meeting adjourned (7-0) at 6:50
p.m.
