Minutes 2015-03-03 1 PRATTVILLE CITY COUNCIL CITY COUNCIL MINUTES TUESDAY, MARCH 3, 2015 6:00 P.M. The Prattville City Council met in regular session on Tuesday, March 3, 2015, at 6:01 p.m. in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Council President Wood gave the invocation. Roll was called and all Councilors were present. THE CHARACTER TRAIT OF THE MONTH IS AVAILABILITY: Making my own schedule and priorities secondary to the wishes of those I serve. APPROVAL OF MINUTES: City Council Meeting February 17, 2015. Councilor Starnes made a motion to adopt the minutes and Councilor Brown seconded the motion. There being no discussion, the minutes were adopted (7-0). COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA: None MAYOR’S REPORT: Mayor Gillespie was granted a point of personal privilege to present Mary Ann “Boo” Rogers with a key to City. Boo has had several roles, but in all of them, she has served the citizens of the City of Prattville. She is a true Partner of Prattville. The Mayor introduced Julianne Hansen as the City’s new Festival Coordinator in the Special Events Division of the Parks and Recreation Department. This position has gone unfilled since Barbara Simpson took over as the Special Events Coordinator. Julianne has only been with the City a few days, and has already designed the t-shirt for the upcoming Fountain City Arts Festival to be held on March 28th at Pratt Park. Each year, March 2nd is celebrated in the City’s schools in recognition of Dr. Seuss’ birthday. This week is designated Read Across America week. The Mayor will be reading to children in the Kindergarten, Primary and Elementary schools. This weekend the Selma 50th Anniversary events we be held in both Selma and Montgomery. The City of Montgomery has been working with the Prattville Area Chamber of Commerce to prepare for the anticipated spillover from this event. The City will be making sure all areas are attended to so we can make a good impression on our guests. Prattville Youth Baseball is having their opening ceremonies this Saturday, March 7th, at 9am, at the Whetstone Complex. On March 12th, Prattville’s Way Off Broadway Theatre will kick off performances of an all female version of “The Odd Couple”. The production will run on the weekends through the end of March. 2 The Fountain City Arts Festival Dinner is set for March 14th. This year’s honorees are The Swampers and the Muscle Shoals Sound Studio. Tickets may be purchased by contacting Barbara or Julianne in Special Events. The Mayor asked that the Council move forward with Consent Agenda Item # 1, to take action on our general obligation refunding warrants in order for the City to realize savings over the life of the bonds. RESOLUTION: To Authorize Certain Actions with Respect to General Obligation Refunding Warrants, Series 2015, of the City Of Prattville. The items were placed on a consent agenda (7-0). Councilor Boles made a motion to adopt the Consent Agenda and Councilor Whiteside seconded the motion. By point of order, it is necessary that the Council rules be suspended if immediate action is to be considered. Councilor Boles made a motion to suspend the rules and Councilor Whiteside seconded the motion. The rules were suspended (7-0). City Attorney David McDowell had provided the City Clerk with a letter of explanation for the Executive Session. That letter is made part of the official record. Council President Pro Tempore Striplin made a motion to enter Executive Session and Councilor Boles seconded the motion. With a vote of (7-0), the Council entered Executive Session at 6:20 p.m. Council President Wood announced the Executive Session was expected to last about one hour and the Council would re-enter Regular Session to adjourn the meeting. Councilor Boles made a motion to adjourn Executive Session and re-enter Regular Session and Council President Pro Tempore Striplin seconded the motion. With a vote of (7-0), the Council re-entered Regular Session at 7:34 p.m. Council President Wood thanked all City employees for their hard work. ADJOURN: There being no further business to come before the council, Councilor Boone made a motion to adjourn and Councilor Whiteside seconded the motion.
