PRATTVILLE CITY COUNCIL
PUBLIC HEARING MINUTES
TUESDAY, MAY 5, 2015
6:00 P.M.
CALL TO ORDER: The Prattville City Council met in public hearing on Tuesday, May 5,
2015 at 6:00 p.m. in the Council Chambers at City Hall. Council President Wood called the
meeting to order. Roll was called and all Councilors were recorded as being present.
1. RESOLUTION: To Declare Various Weeded Lots to be a Public Nuisance and Ordering
Their Abatement per Title 11, Chapter 67 of the Code of Alabama, 1975, as Amended.
(Sponsored By: Councilor Starnes)
No one present to speak for or against the Resolution.
2. Appeal by Judge Alfred Q. Booth Regarding Dilapidated Structure Located at
101 North Chestnut Street.
Judge Booth stated that he would like to understand or be told what is unsafe regarding the
structure. Council President Wood asked Judge Booth to speak with Code Enforcement
Officer Carl Wilson. Mayor Gillespie informed the Council that the City’s Building Official is
out of state and requested that this matter be held for two weeks for the betterment of the
City. Judge Booth asked for an inspection record of the structure being unsafe.
Judge Booth asked if any employee had requested that the Water Board turn water off to the
structure. The Water Board actually turned off the water at 101 East Fourth Street. Mayor
Gillespie responded with confidence that this was not the case; no employee of the City
requested the water to be cut off at this location.
Mayor Gillespie asked Judge Booth to speak to what improvements have been made to the
structure. Judge Booth replied that the roof has been finished on the structure as approved by
the Historic Preservation Committee. With the roof complete, decking has been placed on the
porch and the tongue and groove siding can be replaced under the roof on the porch. A permit
has been issued by the City to maintain the property. The property has been inspected and
found to be structurally sound.
Judge Booth stated it was his understanding that the Historic Preservation Committee
determines when a structure is to be torn down and if this structure is removed, the area may
become an historic parking lot.
Mayor Gillespie assured Judge Booth that the City does not want a parking lot on this
property and asked when repairs on the structure will be completed. Judge Booth replied that
he could wood work on the structure completed within four to six weeks.
If the Council wishes to hold over this Resolution to the next meeting, Council President
Wood asked Judge Booth to be prepared to report to the Council what repairs have been
accomplished and the estimated time of completion. The Council wishes to work toward the
goal of completion.
3. Appeal by Richard Hill Regarding Dilapidated Structure Located at 843
Peachtree Street.
No one present to speak for or against the Resolution.
