PRATTVILLE CITY COUNCIL
PUBLIC HEARING MINUTES
TUESDAY, MAY 6, 2014
6:00 P.M.
CALL TO ORDER: The Prattville City Council met in public hearing on Tuesday, May 6,
2014 at 6:00 p.m. in the Council Chambers at City Hall. Council President Wood called the
meeting to order. Roll was called and all Councilors were present.
AGENDA
1. RESOLUTION: To Declare Various Weeded Lots to be a Public Nuisance and Ordering
Their Abatement per Title 11, Chapter 67 of the Code of Alabama, 1975, as Amended.

No one was present to speak for or against this Resolution.
2. ORDINANCE: To Rezone Property Located at 2578 Cobbs Ford Road from FAR to B-2.
(Sponsored By: Councilor Chambliss)
Cathy Gerachis, with Goodwyn, Mills & Cawood, Inc., spoke on behalf of the rezoning request.
The property consists of 33.3 acres and is located behind the Hampton Inn on Cobbs Ford
Road near I-65. Rezoning to B-2 will allow the zoning to be consistent with adjoining
properties, including the Target shopping center. No one was present to speak against the
rezoning request.
3. ORDINANCE: To Rezone Property Located at County Road 4 at Buena Vista Blvd. from
R-3 to R-5. (Sponsored By: Councilor Boone)
Greg Gillian, with Larry Speaks and Associates, was present to speak in favor of the rezoning
request. The adjoining property is currently zoned B-5. Councilor Boles noted that the
Planning Commission has approved this request and requested the Council to move forward
with the rezoning. No was present to speak against the rezoning request.
4. RESOLUTION: To Grant a Retail Beer (On or Off Premises) and Retail Wine (On or Off
Premises) License to Barranco Enterprises d/b/a Chappy’s Deli. (Sponsored By: Councilor
Starnes)
No one was present to speak for or against the Resolution.
5. Appeal by Ms. Gloria Bells Regarding Dilapidated Structure Located at 209
Douglas Circle.
Gloria Wyatt Bells, 2108 Foster Drive, Tallahassee, Florida, requested additional time to
demolish the structure due to financial hardship. This structure was her family home. Ms.
Bells asked if City funds are available to assist with dilapidated structures. Council President
Wood responded none that he was aware of.

Patsy Deramus, 222 Juniper Court, Prattville, acknowledged that the house needs to be
demolished and requested addition time to tear down the structure. The family would like the
house to be torn down in a respectable manner.
Council President Wood noted that he is aware of this property which is located in his district.
Council President Wood asked Ms. Bells and Ms. Deramus to talk with Code Enforcement
Officer Carl Wilson to work out a reasonable appeal. Ms. Bells asked what amount of time
would be reasonable. Council President Wood requested the Council to consider an appeal
until the end of the year.
6. Appeal by Mr. Freddie Nobles Regarding Dilapidated Structure Located at 859
Washington Ferry Road.
Freddie Nobles, 859 Washington Ferry Road, informed the Council that he and his family are
working to repair the home. Medical issues have created a hardship. Mr. Nobles and his son
currently live with his sister, Betty Hall, at 327 Selma Highway. The family has cleaned up
inside the structure and is in the process of pressure washing and cleaning the outside. Ms.
Hall stated that the family realizes the property is an eyesore to the neighborhood. Mr. Nobles
and Ms. Hall requested additional time to complete the repair of the home.
Councilor Boone represents Mr. Nobles and Ms. Hall in her the district. Councilor Boone
noted that she had observed a family effort to make improvements. Councilor Boone has
spoken with the family regarding the need to repair the windows and make cosmetic
improvements on the outside to show the neighbors they are addressing the issue. Councilor
Boone requested the Council to consider a time extension.
Council President Wood requested Mr. Nobles and Ms. Hall to speak with the Code
Enforcement Officer.
7. Appeal by Ms. Evelyn Nelson Regarding Dilapidated Structure Located at 321
Martin Luther King Drive; Craig Bates will speak on behalf of Ms. Nelson.
Craig Bates, 1315 Crows Pass, Prattville, representing Ms. Nelson, informed the Council that
the family is ready to start work. The property has been in probate and a court date is set for
May 8, 2014.
Council President Wood requested Mr. Bates to speak with the Code Enforcement Officer and
work out a timeframe to have the work completed by the end of the year. Code Enforcement
Officer Carl Wilson requested to defer to City Attorney David McDowell. City Attorney
McDowell stated that Cliff Cleveland had represented the estate and Louis Colley now
represents the estate. Mr. McDowell spoke with Mr. Colley and the hearing on May 8, 2014
should clear up the probate issue. Council President Wood asked Mr. Bates to follow up with
Mr. Wilson for the record.

There being no further comment, Council President Wood closed the Public Hearing at 6:14
p.m.
