PUBLIC HEARING MINUTES
TUESDAY, APRIL 15, 2014
6:00 P.M.
CALL TO ORDER: The Prattville City Council met in public hearing on Tuesday, April 15,
2014 at 6:00 p.m. in the Council Chambers at City Hall. Council President Wood called the
meeting to order. Roll was called and all Councilors were present.
AGENDA
1. Appeal By Ms. Oretta Rice Regarding Dilapidated Structure Located at 865
Bunche Avenue.
Orretta Rice, P.O. Box 681515, Prattville and 117-B Co Rd 4, Prattville addressed the Council
regarding this appeal. Ms. Rice asked the Council for an extension to allow her to bring the
house back to code. Ms. Rice explained that she plans to repair the roof, then then the floors
and then the windows. The house was burned due to a cooking accident, and there was no
insurance on it. The repairs will be an out of pocket expense for Ms. Rice and her sister, Lois
Gibbons. Mrs. Rice provided the Council with a written plan to bring the house back to code.
Lois Gibbons, 235 Primose Dr. also addressed the Council to second the request for an
extension. Council President Wood informed the owners that the Council would take their
appeal into consideration, and referred them to the City’s Code Enforcement Officer to
establish a timeline.
Councilor Boles asked Ms. Rice if she had a timeline for repairs to be complete. Ms. Rice
responded that they would like one to two years.
Council President Wood asked that the owners get with the City’s Code Enforcement Officer
to establish a time line, and hopes to have a Resolution before the Council regarding this
property by the next Council meeting.
Councilor Chambliss recommended that the exterior be taken care of sooner than the interior
during repairs.
2. Appeal by Mr. Ross Miller Regarding Dilapidated Structure Located at 209
Jay Street
Ross Miller, 205 Pine Ridge Road, Prattville addressed the council regarding this appeal. Mr.
Miller apologized to the City and the residents of the neighborhood for the appearance of the
property. Mr. Miller asked for an extension to bring house up to code. His ultimate goal is to
put house on the market. Mr. Miller is having glass measured for the windows and is speaking
to contractors for further repairs. The roof on this structure was replaced in 2008. Mr. Miller
stated that if the Council chose to force demolition it would cause a financial hardship on his
family.
Councilor Chambliss asked when will mimosa trees would be removed, and Mr. Miller
responded immediately. Councilor Chambliss what the timeline was to complete all repairs
Mr. Miller hopes that all repairs can be completed in ninety days.

Council President Wood also referred Mr. Miller to the City’s Code Enforcement Officer and
hopes to have a Resolution on this property before the Council by the next Council meeting.

p.m.
