CITY COUNCIL MINUTES
TUESDAY, DECEMBER 3, 2013
6:01 P.M.
The Prattville City Council met in regular session on Tuesday, December 3, 2013, at 6:01 p.m.
in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag,
Council President Wood gave the invocation. Roll was called and all councilors were recorded
as being present.
THE CHARACTER TRAIT OF THE MONTH IS SELF-CONTROL: Rejecting wrong
desires and doing what is right.
APPROVAL OF MINUTES: City Council Meeting November 19, 2013.
Councilor Boles made a motion to approve the minutes and Council President Pro Tempore
Striplin seconded the motion. The minutes were approved (7-0).
COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA:
None
MAYOR’S REPORT:
Youth Leadership will be at City Hall on Thursday, December 5, 2013 for their City
Government Day. The Mayor thanked Council President Pro Tempore Striplin in advance for
discussing the legislative branch of City government with the group.
The Christmas tree lighting ceremony will be held on December 5, 2013 from 5:00pm until
6:00pm. Saturday, December 7, 2013. Santa will be at Heritage Park.
The Mayor asked that everyone take 90 seconds at 7:48am on Pearl Harbor Day, Saturday,
December 7, 2013, to reflect on the events of that day.
The Mayor received notice from Governor Robert Bentley that the City has been awarded a
CDBG Planning Grant for a neighborhood revitalization plan for the College Heights, Martin
Luther King, Jr. area, in the amount of $39,200.00. The City will be working closely with
CARPDC to get this plan ready in time for the next CDBG grant period. The Mayor thanked
ADECA Director Jim Byard and his staff for making these funds available to communities
around Alabama.
The Mayor asked that the Council move forward with Agenda Item #2.
The Mayor expressed his appreciation to the Council for making the adjustment to the City’s
holiday schedule.

1. RESOLUTION: To Set a Public Hearing to Declare Various Weeded Lots to be a Public
Nuisance and Ordering Their Abatement per Title 11, Chapter 67 of the Code of Alabama,
1975, as Amended. (Sponsored By: Councilor Chambliss)

Councilor Chambliss made a motion to waive the reading and adopt the Resolution by title.
Councilor Boles seconded the motion. There being no discussion, the Resolution was adopted
with the following results:

2. RESOLUTION: To Authorize the Hiring of One (1) Foreman to Fill a Previously Non-
filled or Newly Budgeted Position in the Urban Management Department at an Annual Cost
Not to Exceed $45,389.00 for Salary and Benefits. (Sponsored By: Councilor Boone)

Councilor Boone made a motion to adopt the Resolution and Councilor Starnes seconded the
motion. There being no discussion, the Resolution was adopted with the following results:

The Mayor hopes everyone had a happy Thanksgiving and expressed his appreciation to all
employees for their hard work.
Council President Wood thanked all employees for their hard work and called a Finance
Committee Meeting for Monday, December 9, 2013, at 9:00 am.
ADJOURN:
There being no further business to come before the Council, Councilor Boles made a motion
to adjourn and Councilor Boone seconded the motion. The meeting adjourned at 6:09 p.m.
