Minutes 2012-07-031 PRATTVILLE CITY COUNCIL CITY COUNCIL MINUTES TUESDAY, JULY 3, 2012 6:02 P.M. The Prattville City Council met in regular session on Tuesday, July 3, 2012 at 6:02 p.m. in the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Council President Renegar gave the invocation. Roll was called and Councilor Miller was recorded as being absent. THE CHARACTER TRAIT OF THE MONTH IS DECISIVENESS: The ability to recognize key facts and finalize difficult decisions. APPROVAL OF MINUTES: City Council Meeting June 19, 2012.Councilor Brown made a motion to approve the minutes and Council President Pro Tempore Fank seconded the motion. At 6:03 Councilor Miller arrived at the Council meeting. The minutes were approved (7-0). COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA: None MAYOR’S REPORT: Council President Renegar granted Mayor Gillespie a Point of Personal Privilege. Mayor Gillespie presented a proclamation to the Autauga County Community Emergency Response Team (C.E.R.T.) The Mayor stated that he and Mayor Ward of Autaugaville are members of C.E.R.T. The 4th of July parade will be held on Wednesday, July 4, 2012 at 9:00 a.m. downtown Prattville. The Lions Club will have a barbeque at Pratt Park on July 4, 2012. Pratt Park is currently in first place for Coca Cola’s America is Your Park contest. No match is required if grant money is won. Mayor Gillespie thanked Webmaster Teresa Lee for her efforts with this contest. REPORT FROM COUNCIL ON SPECIAL COMMITTEES: Councilor Striplin reported that the Wastewater Committee met Thursday, June 28, 2012. The Committee was provided an update on a cracked drop manhole system at the edge of the Robert Trent Jones property. This line is a major artery to the Pine Creek Treatment Plant and carries a significant amount of wastewater from the eastern portion of the City. Repairs are estimated to be $30,000.00; these funds are available. Outside contractors will be hired for site prep and City will purchase pipe and supply labor for new installation. The Committee also discussed the possibility of reactivating an old lift station that will allow for the transfer of approximately 1 million gallons of water per day between the Pine Creek and Autauga 2 Creek treatment plants. This transfer will help to balance the loads of the two plants and provide additional capacity for new housing. This investment could defer the construction of new facilities at the Pine Creek Treatment Plant. The Committee also reviewed the capital purchases that are budgeted for the remainder of the year. Wastewater personnel were encouraged to annually review the five year capital purchase plan. Wastewater personnel brought up the need for an additional location to discharge sludge; the Rice property on County Road 4 was mentioned as a possible location. Councilor Wood reported that the Public Safety Committee is also applying for grants and the Police Department’s new hires are in place. AGENDA 1. ORDINANCE: To Surplus One (1) 1984 International Truck from the Vehicle Maintenance Department. (Sponsored By: Councilor Boles) ORDINANCE BOOK 2012 PAGE 020 Councilor Boles made a motion to adopt the Ordinance and Councilor Brown seconded the motion. By point of order, it is necessary that the council rules be suspended if immediate action is to be considered. Councilor Wood made a motion to suspend the rules and Council President Pro Tempore Fank seconded the motion. The rules were suspended (7-0). There being no discussion, the Ordinance was passed with the following results: AYES : STRIPLIN, WOOD, BROWN, RENEGAR, MILLER, BOLES, FANK 7 NAYS : NONE 0 ABSTAINED : NONE 0 ABSENT : NONE 3. RESOLUTION: To Grant Charles Bell Rice Estate Property Access to the City of Prattville Waste Water Sewer System. (Sponsored By: Council President Renegar} FAILED Council President Renegar made a motion to adopt the Resolution. The Resolution failed due to lack of a second. COMMENTS FROM PERSONS PRESENT: None CLOSING COMMENTS: Mayor Gillespie reminded everyone of the 4th of July activities at Pratt Park. 4 Mayor Gillespie announced that today was the first day to qualify to run for office in the 2012 municipal election. The Mayor commended City Clerk Cathy Dickerson for ensuring that today ran smoothly. The last day to qualify is July 17, 2012. The Mayor thanked Councilors for their service to the City. Councilor Wood stated that he would try to attend the 4th of July events, but reminded everyone that he would be working that day. Council President Renegar wished everyone a happy and safe Independence Day and asked that they remember those who gave to our country. Councilor Boles urged everyone to “check-in” to earn Pratt Park votes for the Coca Cola America is Your Park contest and wished all a happy 4th of July. Council President Pro Tempore Fank wished everyone a happy 4th of July and announced that Pratt Pool would be open that day after the cardboard boat races. ADJOURN: There being no further business to come before the council, Council President Renegar made a motion to adjourn and Councilor Boles seconded the motion.
