PUBLIC HEARING MINUTES
TUESDAY, MAY 1, 2012
6:01 P.M.
CALL TO ORDER: The Prattville City Council met in public hearing on Tuesday, May 1,
2012 at 6:01 p.m. in the Council Chambers at City Hall. Council President Renegar called the
meeting to order. Roll was called and Council President Pro Tempore Fank was recorded as
being absent.
AGENDA
1. RESOLUTION: To Declare Various Weeded Lots to be a Public Nuisance and Ordering
Their Abatement per Title 11, Chapter 67 of the Code of Alabama, 1975, as Amended.

No one appeared to speak in favor of or in opposition to the Resolution.
2. RESOLUTION: To Authorize Mayor to Make Application for a CDBG Economic
Development Float Loan on Behalf of Fras-Le North America, Inc. (Sponsored
By: Council President Renegar)
City Planner Joel Duke spoke in favor of the Resolution. Mr. Duke stated that on April 16,
2012 the City of Prattville held a Public Hearing and this CDBG Economic Development Float
Loan was discussed at that time.
Michelle Haigler from Central Alabama Planning Commission was present to provide basic
details. Ms. Haigler noted that these projects usually have a $200,000.00 maximum that can
be applied for and require a 20% match. The City is obligated to create jobs; typically 20 jobs.
The City has approximately 18 months to create those jobs.
Councilor Striplin asked who was responsible for the 20% match and Mrs. Haigler responded
that the company was responsible, not the City.
Councilor Miller asked for Ms. Haigler to clarify that there would be no short or long term
cost to the City and Ms. Haigler responded that is correct. Councilor Miller asked if this
application would compromise any future application the City might make. Mr. Duke stated
that the CDGB Economic Development Program is separate from the Competitive program
and this application will not count against any future Competitive Program applications.
Councilor Boles asked if the City would be responsible for the loan if it was not paid. Mr.
Duke stated that the loan was covered by the State and Fras –Le has 1 year to pay it back. The
City’s only obligation is the creation of jobs; approximately 20 jobs are required. There is an
expectation that 100 or more jobs will be created. If enough jobs are not created, the City will
start with a deficit of jobs on the next CDBG Economic Development Float Loan it makes
application for.
No one spoke in opposition to the Resolution.

There being no further business to come before the council, Councilor Boles made a motion to
adjourn and Councilor Wood seconded the motion. The public hearing was adjourned at 6:07
p.m.
