WHEREAS, an abundance of overgrown grass or weeds: 8
9
1. is injurious to the public health, safety and general welfare by providing a breeding 10
ground and shelter for rats, mice, snakes and mosquitoes and other vermin; 11
2. may cause the further spread of weeds; 12
3. may hide debris, such as glass or metal, that could inflict injury on a person going to 13
such property; and 14
4. may also pose a fire hazard and respiratory hazard; and 15
16
WHEREAS, §11-67-1 et Seq., of the Code of Alabama, 1975, as amended, permits 17
18
the City Council of the City of Prattville to declare an abundance of overgrown grass and 19
20
weeds to be a public nuisance; and 21
22
WHEREAS, the Prattville Police Department Code Enforcement Officer has inspected 23
24
the property at the following address and determined the existence of an abundance of 25
26
overgrown grass and weeds: 27

NOW, THEREFORE, BE IT RESOLVED that: 32

1. the City Council of the City of Prattville declares the abundance of overgrown grass and 34
weeds at the above listed address to be a public nuisance; and 35
2. the owners of said property, as they appear in the records of the Autauga County 36
Revenue Commissioner, are ordered to abate the abundance of overgrown grass and 37
weeds; and 38
3. the owners of said property are ordered to appear before the City Council of the City of 39
Prattville at a public hearing at 6:00 p.m. on February 4, 2020 in Prattville City Hall. 40
Notice of such hearing shall be sent by certified mail to owners of said property. 41

WHEREAS, the City of Prattville adopted Ordinance Book 97, Page 002, on 9

January 21, 1997, for the purpose of setting Public Hearings to allow public comment for 11

on-premises licenses, including a Retail Beer (On or Off Premises) License and a Retail 13

Table Wine (On or Off Premises); and 15

WHEREAS, LF3 Prattville TRS, LLC, d/b/a Home 2 Suites by Hilton Prattville, located 17
18
at 2505 Legends Drive, Prattville, Alabama 36066, has made application for said licenses. 19

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of 21
22
Prattville hereby sets a Public Hearing for February 4, 2020 at 6:00 p.m. in the Council 23

Chambers at City Hall for said license application. 25

BE IT ORDAINED by the City Council of the City of Prattville, Alabama, as follows: 10

THAT the zoning ordinance of the City of Prattville, Alabama adopted on February 10, 12
13
1950, subsequently amended from time to time, and the zoning map adopted on the 1st day 14
15
of May, 1987, are hereby amended to reclassify the property described in Attachment “A”; 16
17
and 18
19
THAT this proposed ordinance and a synopsis was advertised for two (2) weeks in the 20
21
Prattville Progress, a newspaper of general circulation within the City Limits of the City of 22
23
Prattville, and that the City Council of the City of Prattville, at its Public Hearing on the 7th 24
25
day of January, 2020 at 6:00 p.m., considered said proposed ordinance and that at such 26
27
time and place all persons who desired had an opportunity to be heard in favor of or in 28
29
opposition to such ordinance. 30

ALL other items and provisions of the zoning ordinance of the City of Prattville not 32
33
herein specifically amended shall remain in full force and effect. 34

THE amendments herein contained were considered and recommended by the City of 36
37
Prattville Planning Commission on November 21, 2019. 38

THIS ordinance shall become effective upon its passage and execution as provided 40

WHEREAS, the Public Works/Vehicle Maintenance Division identified an immediate 9
10
need for a vehicle scanner for diagnostic purposes; and 11
12
WHEREAS, said scanner was available and purchased from Snap-On Tools, Inc. at a 13
14
cost of $8,580.00; and 15
16
WHEREAS, the Finance Director has identified a certain sum of surplus funds 17
18
available for departments that came in under budget for Fiscal Year 2018; and 19
20
WHEREAS, a portion of the Public Works/Vehicle Maintenance Division allocation of 21
22
said surplus funds was used for the purchase of said vehicle scanner. 23
24
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville 25
26
that the FY2020 Budget is amended as follows: 27

Decrease Vehicle Maintenance/Departmental Reserves $8,580.00 29
Increase Facility Maintenance/Capital Outlay $8,580.00 30

BE IT FURTHER RESOLVED that the City Council does hereby ratify and affirm the 32
33
release of funds for the purchase of said scanner from Snap-On Tools, Inc. at a cost of 34
35
$8,580.00 and said funds are approved and appropriated from FY2020 Budget Line Item 36
37
Vehicle Maintenance/Capital Outlay. 38

WHEREAS, the City of Prattville has a need for engineering services for the Easy 10
11
Street and Bunche Avenue Sanitary & Storm Sewer Improvements Project and preparation of 12
13
the Pre- and Final-CWSRF project applications (to be combined with the Washington Street 14
15
Project into one application); and 16
17
WHEREAS, the cost of said engineering services shall not exceed $84,000.00; and 18
19
WHEREAS, §41-16-51(a)(3) Code of Alabama, 1975, as amended, allows contracts to 20
21
secure services with engineers possessing a high degree of professional skill to be let without 22
23
competitive bidding; and 24
25
WHEREAS, this is a budgeted expense for the Public Works/Wastewater Division and 26
27
the Capital Projects Fund. 28
29
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville 30
31
that Work Order No. 17/Project No. PV-1906 is hereby authorized with Engineers of the South, 32
33
LLC for said engineering services for Public Works/Wastewater Division and that the Mayor is 34
35
hereby authorized to sign any and all documents necessary to execute said Agreement. 36
37
BE IT FURTHER RESOLVED that funds in an amount not to exceed $84,000.00 are 38
39
hereby authorized and approved to be paid to Engineers of the South, LLC and said funds 40
41
are hereby approved and appropriated from FY2020 Budget Line Items Wastewater 42
43
Enterprise Fund/Capital Projects and Capital Projects Fund/Washington Street Drainage. 44
