1. Preliminary Plat: Shannon Ninio Plat 1 26

Michael Williford, petitioner’s representative, presented the request for the preliminary plat of Shannon Ninio 30
Plat 1. He stated that the proposed one acre lot will be divided into three separate lots. A private drive will be 31
added and maintained by the owner. He stated that the existing building will be removed. 32

Mr. Brass provided staff comments for the preliminary plat of Shannon Ninio Plat 1. He stated that the 34
proposed subdivision meets the requirements of the R-3 zoning district. He stated that no new streets are being 35
proposed for this preliminary plat as the proposed three lots for the plat will front Martin Luther King Drive. 36
The proposed private drive is not a subdivision requirement, but a request from the owner. He stated that the 37
proposed preliminary plat should be approved contingent upon an existing cinder block structure being 38
removed. 39

Chairman Smith opened the floor for public comments. Jon Lee Finnegan, 211 Deer Trace was in attendance 41
and addressed the Commission. There were no other public comments, the public hearing was closed. 42

Mrs. Carpenter introduced a resolution recommending the approval of the preliminary plat of Shannon Ninio 44
Plat 1 and moved for its approval. Mr. Gardner seconded the motion. 45

Chairman Smith asked about the details of the private drive. Mr. Williford stated that the private drive will 47
access to the rear of the lot. 48

Mr. Brass stated that the private drive is similar to private easement. 50

Mayor Gillespie asked about an estimate time to begin construction. Mr. Williford stated that the developer 52
has no specific time span for development. 53

Mr. Gardner introduced a resolution recommending the approval of the sketch plan of 6th Street Plat and moved 61
for its approval. Mr. Mullins seconded the motion. 62

Steve Till, petitioner, presented the sketch plan of 6th Street Plat proposed for 16 lots. 64

Mayor Gillespie asked about plans for preservation of the existing branch located to the rear of lots 1-5. Mr. 66
Till stated that the lots have been moved to fit better on the property. He stated that better plans would be 67
shown at the preliminary plat phase. 68

Mr. Brass apologized to the Commission for placing in error public hearing signs on the properties on the 70
agenda stated for sketch plan approval. He stated that the proposed sketch plan of 6th Street Plat meets zoning 71
district requirements and subdivision regulations. 72

Mr. Jackson introduced a resolution recommending the approval of the preliminary plat of Park Lane and 87
moved for its approval. Mr. Mullins seconded the motion. 88

Greg Gillian of Larry Speaks & Associates, petitioner’s representative, presented the sketch plan of Park Lane 90
subdivision. He stated that the property is located west of Mt. Airy Drive and south of Magnolia Drive. 91

Mr. Brass presented the staff report for Park Lane sketch plan. He stated that the proposed sketch plan consists 93
of the subdividing an existing 21.16 +/- acre tract of land into approximately 89 single family lots meeting R-94
3 standards. The area is currently zoned R-2 & R-3 (Single-Family Residential) and R-5 (Patio Garden 95
Homes). The petitioner has submitted a rezoning application requesting to rezone the area to R-3. 96

Mr. Stephens stated that in keeping with the most recent amended Rules for Transaction of Business (Bylaws), 102
the Commission is required to review the rules at their annual meeting. This being their annual meeting, the 103
Commission reviewed the bylaws and gave general consent to approve them as presented. 104

Also, at their annual meeting, the election of officers were held. Chief Johnson nominated Mr. Tim Smith for 108

Previous Requests/Approval: December 19th, 2019- Sketch Plan approved for 89 single-
family residential building lots.
C. ANALYSIS:
Proposed Use: The applicant is requesting a zoning designation of R-3
(Single-Family Residential) for a 22.16 +/- acre vacant
parcel for the development of eighty-nine (89) single-
family residential building lots. The remaining excess
acreage will remain vacant land at the west.
Street Connectivity: A new street right-of-way (Park Lane) will connect with
Ridgewood Road & Magnolia Drive. Also, a new street
connection is being shown connecting with an existing stub
out at Camellia Estates.

D. THE COMPREHENSIVE PLAN/STAFF COMMENTS:
The subject site has a Future Land Use Map (FLUM) designation of Low-Density
Residential. This area is located within the College Heights character district of the
comprehensive plan.
On January 21, 2010, the Planning Commission adopted an updated Prattville Comprehensive Plan.
The Future Land Use Plan and Map in Section 2.2 of the document shows the subject parcel as “Low-
Density Residential” that could be supported by this proposed rezone. This proposed sketch plan in
support of this rezoning consists of the subdividing an existing 21.16 +/- acre tract of land into 89
single family lots conforming to all standards of an R-3 zoning district. The property is currently
zoned R-2 & R-3 (Single-Family Residential) and R-5 (Patio Garden Homes).
A consideration in support of this rezone is the College Heights plan within several key areas of
redevelopment and new development in the overall Comprehensive Plan. Many elements of the
goals and visions of the plan with this rezoning request are outlined below.
1. Low-density residential is most appropriate for the surrounding context. The
development of 89 single-family residential homes supports the vision of this area with
development that is of similar compatibility to what is existing in adjacent residential
districts such as that of Camilla Estates.
2. Maintain and improve the street grid wherever possible. The goal of the comprehensive
plan here is to create free flowing streets in keeping with our continued culture of greater
neighborhood connectivity within the City of Prattville. This proposed development shows
connectivity with existing stub-outs at Magnolia & Camellia Drive. In keeping with the
Comprehensive plan it would be recommended to have an additional stub out be
proposed within the new subdivision development in keeping with the similar stub out at
Mt Airy Drive that is being proposed to connect with the new Park Lane.
3. Look for opportunities to set aside land for a potential Mac Grey Park expansion. A
key goal of the College Heights character area of the comprehensive plan was the
availability of land for the expansion of Mac Grey Park. The former Gurney Mill site was
once envisioned as a location for such expansion however, adverse topography at the
southern portion of the site pose as a development challenge for park space here. The land
located just adjacent to Mac Grey Park at the east was highlighted as an area for future
expansion as new greenspace for Mac Grey Park. DRAFT
