CITY COUNCIL MINUTES
TUESDAY, JANUARY 7, 2020
6:03 P.M.
The Prattville City Council met in regular session on Tuesday, January 7, 2020, at 6:03 p.m. in
the Council Chambers at City Hall. After the Pledge of Allegiance to the American Flag, Council
President Striplin gave the invocation. Roll was called and all Councilors were present.
THE CHARACTER TRAIT OF THE MONTH IS DEPENDABILITY: Fulfilling what I consented
to do, even if it means unexpected sacrifice.
APPROVAL OF MINUTES: Public Hearing and City Council Meeting December 17, 2019.
Councilor Starnes made a motion to adopt the minutes and Councilor Jackson seconded the
motion. With no discussion, the minutes were adopted (7-0).
COMMENTS FROM PERSONS PRESENT REGARDING TONIGHT’S AGENDA: None
MAYOR’S REPORT:
Mayor Gillespie congratulated Bill Tatum on being appointed by Governor Ivey to the Autauga
County Commission District 3 seat today.
The Mayor also congratulated Councilor Marcus Jackson for being selected to serve on the
National League of Cities 2020 Community and Economic Development Committee.
Mayor Gillespie and Council President Striplin recently met with Autauga County
Commissioners Jay Thompson and John Thrailkill to discuss items of interest between the City
and the County.
Asset Essentials, the City’s new work order system, has been tested by the Public Works
Department over the past month. Training will begin for all departments over the next month.
Mayor Gillespie reported that several productive meetings have been conducted with various
committees and City departments in this new year. The Historic Prattville Redevelopment
Authority has scheduled a meeting for January 9, 2020.
The Mayor invited all to attend the Martin Luther King, Jr. Day Parade on January 20, 2020.
The Mardi Gras Parade will be held February 8, 2020.
Mayor Gillespie noted that 2019 was a very good year for the community and early indicators
are showing that 2020 should be a stellar year.

REPORT FROM COUNCIL ON SPECIAL COMMITTEES:
Councilor Boone reported that the Parks and Recreation Committee met on January 3, 2020.
All committee members were present, along with several City staff members. The committee
discussed future plans for the Parks and Recreation Department.

1. RESOLUTION: To Declare Various Weeded Lots to be a Public Nuisance, Order Their
Abatement and Set a Public Hearing per Title 11, Chapter 67 of the Code of Alabama, 1975,

Agenda and Councilor Starnes seconded the motion. The items were placed on a Consent
Agenda (7-0). Councilor Cables made a motion to adopt the Consent Agenda and Councilor
Strichik seconded the motion. There being no discussion, the Consent Agenda was adopted

the Wastewater Division at a Cost Not to Exceed $84,000.00. (Sponsored By: Council

Council President Striplin announced that the Council needed to enter Executive Session to
discuss matters related to potential litigation/settlement matters and economic development
involving the City. City Attorney David McDowell has provided the City Clerk with a letter of
explanation for the Executive Session. That letter is made part of the official record.
Councilor Starnes made a motion to enter into Executive Session and Councilor Jackson
seconded the motion. With a vote of (7-0), the Council entered Executive Session at 6:18 p.m.

Council President Striplin announced that the Executive Session should last approximately
thirty minutes.
The Council exited Executive Session and reconvened in Regular Session at 6:52 p.m.
RESOLUTION FROM THE FLOOR: To Support the Autauga County Heritage Association in
their Application for a Planning Grant with the National Endowment for the Humanities to
Establish The Pratt Museum of Southern Industrialization and Interpretive Walking Trails in
Historic Downtown Prattville. (Sponsored By: Council President Striplin)

Councilor Cables made a motion to adopt the resolution and Councilor Strichik seconded the
motion. By point of order, it is necessary that the council rules be suspended if immediate action
is to be considered. Council President Pro Tempore Brown made a motion to suspend the rules
and Councilor Boone seconded the motion. The rules were suspended (7-0). There being no
discussion, the resolution was adopted with the following results:

There being no further business to come before the council, Councilor Cables made a motion
