Preliminary Plat: South Industrial Park Plat 1, Lot 3 Location: south of US Highway 82 and west of South Industrial Park Drive Petitioner: City of Prattville Public Hearing District 7 Miscellaneous: Adjourn: Approved 5/21/20 Prattville Planning Commission February 20, 2020 Minutes Page 1 of 2 CITY OF PRATTVILLE PLANNING COMMISSION MINUTES February 20, 2020 Call to order: Chairman Tim Smith called the meeting to order at 3:00 p.m. Roll Call: Members present were Mayor Bill Gillespie, Chairman Tim Smith, Vice-Chairman Reuben Gardner, Chief Dallis Johnson, Mrs. Paula Carpenter, Mr. Seth Hayden, and Mr. Mugs Mullins. Absent: Councilman Richard Cables and Mr. Martin Jackson. (Quorum present) Staff present: Mr. Scott Stephens, City Planner and Ms. Alisa Morgan, Secretary. Minutes: Mrs. Carpenter moved to approve the minutes of the January 16, 2020 meeting. Mr. Mullins seconded the motion. The motion passed unanimously. Old Business: There was no old business to discuss. New Business: 1. Preliminary Plat: Prattville East Commercial Plat 5A Location: East Main Street Petitioner: Prattville Partners, LTD. Representative: Pilgreen Engineering, Inc. Mr. Stephens prior to his presentation of the preliminary plat, mentioned the upcoming census count and explained its benefits to the city. He encouraged everyone to participate in the census count. Mr. Stephens presented the preliminary plat request of Prattville East Commercial Plat 5A. He stated that the plat is creating an out-parcel located in the Prattville East Shopping Center and is in a B-2 zoned district. He stated that there will not be a new access on Main Street. Martin Blethen of Pilgreen Engineering, Inc., petitioner’s representative was in attendance. Chairman Smith opened the floor for public comments. Jon Lee Finnegan, 211 Deer Trace, made comments about the access and she had questions about future development in the area. Chairman Smith explained that any future development would be commercial business. The public hearing was closed after no other comments. Mrs. Carpenter introduced a resolution recommending the approval of the preliminary plat of Prattville East Commercial Plat 5A and moved for its approval. Mr. Mullins seconded the motion. After no further discussion, the vote was called. The motion to approve passed unanimously. 2. Preliminary Plat: Laney Property Plat 1A Location: North of Highway 14 and west of Old Farm Lane Petitioner: Laney Properties, LTD. Representative: Larry E. Speaks & Associates, Inc. Approved 5/21/20 Prattville Planning Commission February 20, 2020 Minutes Page 2 of 2 Mr. Stephens presented the preliminary plat request of Laney Property Plat 1A. He stated that there will not be a new access on Fairview Avenue (Highway 14 E). He stated that there were some minor corrections to be made on the construction plans. Greg Gillian of Larry E. Speaks & Associates, Inc., petitioner’s representative was in attendance. Chairman Smith opened the floor for public comments. Jon Lee Finnegan, 211 Deer Trace, made comments about the development of the larger lot. Mr. Gillian addressed the comment stating that the current plat is for the development of lot 2A. He stated that it would probably be years before the larger lot is developed and improvements would be made at that time. The public hearing was closed after no other comments. Mrs. Carpenter introduced a resolution recommending the approval of the preliminary plat of Laney Property Plat 1A and moved for its approval. Mr. Gardner seconded the motion. After no further discussion, the vote was called. The motion to approve passed unanimously. 3. Preliminary Plat: South Industrial Park Plat 1, Lot 3 Location: south of US Highway 82 and west of South Industrial Park Drive Petitioner: City of Prattville The preliminary plat of South Industrial Park Plat 1, Lot 3 was withdrawn from the agenda at the petitioner’s request. (Letter attached and made a part of the minutes).
