of Park Lane Subdivision. He stated that the property was recently approved for rezoning to R-3 zoning district 32
which allows for the proposed 86 lot subdivision. 33

Mr. Stephens presented the staff report of the preliminary plat of Park Lane Subdivision. He stated that Lot 35
87 on the proposed plat would remain under the city’s ownership. 36

Chairman Smith opened the floor for public comments. 38

Dianne Rolling, 119 Magnolia Drive, made comments about the effects the proposed subdivision will have on 40
traffic increase, water pressure, and impact on city sewer. 41

Jim Manderson, 114 Greencrest Lane, asked if a traffic study had been done for the area. 43

Mr. Mullins introduced a resolution recommending the approval of the preliminary plat of Park Lane 47
Subdivision and moved for its approval. Mr. Gardner seconded the motion. 48

Mr. Stephens addressed the public’s comments stating that the review by the City Engineer didn’t express 50
concern that the road wouldn’t be able to handle the proposed increase in traffic. He stated that the sewer and 51
water was reviewed and approved by Public Works and the Water Works Board. 52

Mr. Hayden introduced a resolution recommending the approval of the sketch plan of Stinson Property (Bridge 63
Creek Subdivision) and moved for its approval. Mr. Gardner seconded the motion. 64

Kenneth White, Jr. of Flowers and White Engineering, petitioner’s representative presented the sketch plan of 66
Stinson Property. He stated that the proposed 40 acre lot is zoned R-3. He stated that the property, formally 67
known as Bridge Creek Subdivision, received preliminary plat approval approximately 8 years ago with one 68
access. He stated that this proposed plat is planned with an amenity lot and two access points at Bridge Creek 69
Road. 70

Mr. Stephens provided the staff report for the sketch plan of Stinson Property (Bridge Creek Subdivision). He 72
stated that the 2015 International Fire Code (2015 IFC), Section D107 requires that residential subdivisions 73
with more than 30 units to provide two separate access roads at a distance apart equal to not less than one-half 74
of the length of the maximum overall diagonal dimension of the property or area to be served. This sketch 75
plan as presented does not meet the “remoteness” standard as found in the 2015 IFC. The IFC does offer an 76
exception where all dwelling units are equipped throughout with an approved automatic sprinkler system, or 77
if the fire code official determines that the roads will connect with future development. He stated that the 78
sketch plan is acceptable for approval, but preliminary plats will be required to comply with the fire code and 79
other city regulations. 80

Mr. White stated that it was not economical feasible to install an automatic sprinkler system. 82

Benny Stinson, property owner, asked why the property was not allowed to build under the standards that they 84
were initially approved under. He stated that they had received approval 10 times and should be grandfathered 85
in to develop at previous standards. 86

Mrs. Carpenter addressed the comment stating that the reasons for development deadlines is for the reasons as 88
presented, regulations change and once the regulations change, they must be adhered to. Chief Johnson also 89
commented that the code provides waivers if they can’t be met. He stated that this subdivision does not meet 90
the code’s standard, but can comply with the exceptions. 91

Councilman Cables moved to send the proposed sketch plan of Stinson Property to a committee for further 93
review. Chief Johnson seconded the motion. The motion passed unanimously. Members of the committee 94
would be determined at a later time. 95

rezone to R-3. This sketch does not comply with the 2015 Fire Code entrance and remoteness requirements. It also
does not comply with the Public Works Department standard for minimum flow for a pump station. The applicant
states he is continuing discussions with adjacent property owners to accommodate additional street connectivity and
sewer connectivity.

D. THE COMPREHENSIVE PLAN/STAFF COMMENTS:
The subject site has a Future Land Use Map (FLUM) designation of Low-Density
Residential.
On January 21, 2010, the Planning Commission adopted an updated Prattville Comprehensive Plan.
The Future Land Use Plan and Map in Section 2.2 of the document shows the subject parcel as “Low-
Density Residential” that could be supported by this proposed rezone. This proposed sketch plan in
support of this rezoning consists of the subdividing an existing 121 +/- acre tract of land into 246
single family lots conforming to all standards of an R-3 zoning district. The property is currently
zoned R-2 (Single-Family Residential).
1. Low-density residential is most appropriate for the surrounding context. The
development of 246 single-family residential homes supports the vision of this area with
development that is of similar compatibility to what is existing in adjacent residential
districts such as the neighborhood located directly south of Henderson Lane.
2. Maintain and improve the street grid wherever possible. The goal of the comprehensive
plan here is to create free flowing streets in keeping with our continued culture of greater
neighborhood connectivity within the City of Prattville. This proposed development needs
to have better connectivity to Prattville and the surrounding areas.

The City of Prattville is in the process of selling the majority of the existing Parcel 3 to an industrial user. The City
desires to maintain future access to the property to the west as well as provide a ‘buffer’ area between the back of the
Oaks at Buena Vista neighborhood. Proposed Parcel 3A is a 130’ wide strip that will remain in the City’s ownership
and provide access and additional buffer area.
Water and Sewer are both nearby.
