WHEREAS, the City of Prattville has a vacancy on the City Council in District Three 8 9 due to the resignation of Denise B. Brown on August 4, 2020; and 10 11
WHEREAS, the City Council declared the vacancy in City Council District Three in 12 13 Resolution Book 2020-A, Page 107, on August 18, 2020; and 14 15 WHEREAS, said resolution stated that the City Council would consider an 16
17 appointment to fill said vacancy following the certification of the Municipal Election held on 18 19 August 25, 2020; and 20 21
WHEREAS, John Chambers was certified as receiving a majority of the votes cast for 22 23 the office of Councilmember District No. 3 and was declared as duly elected to that office for 24 25 the term beginning on the first Monday in November, 2020, at the Canvass Meeting held at 26
27 11:00 a.m. on September 1, 2020; and 28 29 WHEREAS, the City Council desires to appoint John Chambers to fill the current 30 31
vacancy in District 3 for the remainder of the 2020 Quadrennium. 32
33 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of 34 35 Prattville hereby appoints John Chambers to fill the unexpired term of Denise B. Brown 36

for the City Council District Three for the remainder of the 2020 Quadrennium and said 38 39 appointment shall become effective upon John Chambers being duly sworn. 40 41

7 WHEREAS, an abundance of overgrown grass or weeds: 8 9 1. is injurious to the public health, safety and general welfare by providing a breeding 10 ground and shelter for rats, mice, snakes and mosquitoes and other vermin; 11
2. may cause the further spread of weeds; 12 3. may hide debris, such as glass or metal, that could inflict injury on a person going to 13 such property; and 14 4. may also pose a fire hazard and respiratory hazard; and 15 16
WHEREAS, the City Council of the City of Prattville declared in Resolution Book 17 18 2020-A, Page 094, that the abundance of overgrown grass and weeds at various addresses 19 20 in the City of Prattville constituted a public nuisance and set a public hearing to discuss said 21
22 nuisances; and 23 24 WHEREAS, notice, as required by §11-67-62, Code of Alabama, 1975, as amended, 25 26
was provided in The Prattville Progress, by certified mail, and by signage on the subject 27 28 property; and 29 30 WHEREAS, the Prattville Police Department Code Enforcement Officer has inspected 31

said properties and determined that the public nuisance still exists; and 33 34 WHEREAS, the City Council held the required public hearing at 6:00 p.m. on 35 36
September 1, 2020, permitting the owners of said properties to present evidence, objections, 37
38 and protest regarding the proposed removal of weeds. 39 40 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of 41

WHEREAS, the Prattville Planning Commission granted final approval for Rochester 7 8 Hills Plat No. 1 on July 16, 2015; and 9 10 WHEREAS, the owner of said subdivision must maintain the public utilities, rights-of- 11
12 way, and easements in the subdivision until accepted by the City Council; and 13 14 WHEREAS, the owner of the said subdivision has maintained the public utilities, 15 16
rights-of-way, and easements in the subdivision for the minimum period required by the 17 18 Prattville Subdivision Regulations (Article III, Section D (6) c.), and has corrected all 19 20 deficiencies presented by the Prattville Engineering Department; and 21
22 WHEREAS, all public utilities, rights-of-way, and easements in said subdivision were 23 24 inspected and approved by the City of Prattville Engineering, Planning, and Public Works 25 26

{Sponsored By: Council President Pro Tempore Boone} 7 8 WHEREAS, the Historic Prattville Redevelopment Board (HPRA) owns the property 9 10 known as the “Pocket Park” located at 147 W. Main Street (Parcel No. 19-04-17-1-015- 11
12 006.000); and 13 14 WHEREAS, the City of Prattville has offered $75,000.00 to HPRA for the purchase of 15 16
said park, with the restriction that first use of proceeds must be used to pay off the mortgage 17 18 on the grocery store property located at 234 S. Chestnut Street; and 19 20 WHEREAS, HPRA adopted a resolution on May 1, 2020 to convey said property to the 21
22 City of Prattville subject to the restriction that first use of proceeds must be used to pay said 23 24 mortgage on the grocery store property; and 25 26
WHEREAS, HPRA has authorized their Chairman and Secretary to execute any and 27 28 all documents necessary to carry out the intent of said resolution. 29 30 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville 31

that the FY2020 Budget is hereby amended as follows: 33 34 Increase Simplified Sellers & Use Tax $75,000.00 35 Increase Parks & Recreation/Capital Outlay $75,000.00 36
37 BE IT FURTHER RESOLVED that that funds in an amount of $75,000.00 are hereby 38 39 authorized and approved to be paid to the Historic Prattville Redevelopment Authority 40 41
(HPRA) for the purchase of said Pocket Park and said funds are approved and appropriated 42
43 from FY2020 Budget Line Item Parks & Recreation/Capital Outlay. 44 45 BE IT FURTHER RESOLVED that the Mayor is hereby authorized to execute any and all 46
documents necessary to carry out the intent of this resolution for and on behalf of the City of 47

12 WHEREAS, said server is available through H-GAC Contract Number RA-0518 13 14 from Motorola Solutions, Inc.; and 15 16
WHEREAS, said server is a budgeted expense of the Information Technology 17 18 Department. 19 20 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Prattville 21
22 that funds in an amount not to exceed $54,173.00 for said server are hereby authorized and 23 24 approved to be paid to Motorola Solutions, Inc. and said funds are hereby approved and 25 26
